A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM, SETTING
PRIORiTiES FOR FILING WRITTEN ARGUMENTS REGARDING A CITY MEASURE AND
DIRECTING THE CITY ATTORNEY TO PREPAKE AN iMPARTIAL ANALYSIS.
WHEREAS, a General Municipal Election is to be held in the City of
Anaheim, California on November 8, 1988, at which there will be submitted to
the voters the iollowing measure:
Shall the following described sections of the Charter of the
City of Anaheim be amended in the following described manner?
Section amendment
Amends City residency requirement for City Council candidates from
one year to 30 days prior to filing nominating papers or appointment
to conform to constitutional law requirements.

~iliminates requirement for unanimous vote by Council to waive
reading of ordinances and resolutions in full; allows for one motion
to cover waiver of reading in full of all ordinances and resolutions
adopted at meeting; eliminates requirement to read titles to all
ordinances and resolutions.
increases maximum fine for ordinance violations from $500 to $1000
to conform to state law maximum; allows future increases to conform
to future state law increases.

correct state law reference relating to public works contract
bidding; conforms "lowest responsible bidder" terminology to state

Authorizes the use of negotiable instruments (checks) for payments
of City obligations in addition to, or as a replacement of, the
current warrant system.

NOW, THEREFORE, THE CITY COUNCIL OF THE CiTY OF ANAHEIM, cALIFORNIA,
DOES KESOLVE, DECI~, DETERMINE ~kND ORDER AS FOLLOWS:
Section 1. That the City Council authorizes

Miriam Kaywood
Irv Pickler
Ben gay
members of that body, to file written arguments in favor of tl~ City measure
as specified above in accordance with Article 4, Chapter 3, Division 5 of the
Elections Code of the State of California and to change the argument until and
including the date fixed by the City Clerk after which no arguments for or
against the City measure may be submitted to the City Clerk.
SECTION 2. That the City Council directs the City Clerk to transmit
a copy of the charter amendments to the City Attorney, unless the organization
or salaries of the Office of the City Attorney are affected. The City
Attoraey shall prepare an impartial analysis of the amendments sllowing the
effect of the amendements on the existing law and the operation of the
amendments. If the amendment affects the organization or salaries of
Office of the City Attorney, the City Clerk shall prepare the impartial
analysis. The impartial analysis shall be filed by the date set by the City
Clerk for the filing of primary arguments.
SECTION 3. That the City Clerk shall certify to the passage and
adoption of this resolution and enter it into the book of original resolutions.
