A kESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING AN AMENDMENT TO THE LAND
USE ELEMENT' UF THE ANAHEIM GENERAL PLAN llESIG-
��° NATED AS AMENDMENT N0. 244, EXHIBIT "A."
WHEREAS, the City of l�naheim, pursuant to the
recommendations of the Planning Commission of the City of Anaheim,
adopted a General Plan for the City of Anaheim; and
WHEREAS, on the 10th day of October, 1988, the City
Planning Commission of the City of Anaheim did hold a public
hearing to consider a General Plan Amendment. The General Plan
Amendment does consider changing certain land use designations for
the area of land consisting of approximately 591 acres located
approximately 1.1 miles southeast of Weir Canyon Road and the
Riverside Freeway intersection, and is bounded on the north by
Sycamore Canyon Specific Plan development, and on the west by the
Highlands at Anaheim Hills Specific Plan development, and on the
south and east by Irvine Company property; and
WHEREAS, the applicant's request, on file in the City
Planning Department and marked Exhibit "A" involves adjustments
generally in the central and eastern portions of the property as
f ollows :
(a) A change in the composition of residential units by
increasing the number of dwellings categorized as Hillside
Low-Medium Residential from 332 to 547 (an increase of 215
units) and correspondingly decreasing the number of units
identified as Hillside Medium Density Residential from 1,575
to 1,360 units (a decrease of 215). The total dwelling
units proposed for The Summit remains at 2,117.
(b) An increase of approximately 60 acres of land designated for
Hillside Low-Medium Density Residential uses (from 92.9 to
153 acres) and a decrease of 32 acres in land designated for
Hillside Medium Density Residential uses (from 177.5 to
145.5). This will result in a net increase of 26.1 acres of
residential use (from 343.4 to 369.5 acres). A decrease of
25 acres in areas designated as General Commercial (from 3U
to S acres) is also being proposed. Open space acreage
remains unchanged (169.1 acres).
M� (c) The relocation of the school site to a more central location
on The Summit property (remains at 10.0 acres).
(d) A minor northerly realignment of Oak Hills Drive in the
central portion of the site (which impacts vegetation more
than circulation). The proposal would also realign the
easterly leg of Oak Hills Drive slightly to the south, while
still providing ingress and egress to the site at the same
southeasterly location. These changes will result in a
l.l-acre reduction in major roadways.
WHEREAS, at said public hearing, the City Planning
Commission did duly adopt its Resolution No. PC88-281 containing a
report of its findings, a summary of the evidence presented at said
hearing, and recommending that said Amendment to the General Plan
designated as Amendment No. 244 be adopted by the City Council
�� changing the land use designation for the aforedescribed area in
accordance with Exhibit "A"; and
WHEREAS, upon receipt of said Resolution, summary of
evidence, report of findings and recommendations of the City Planning
Commission, the City Council did fix the lst day of November, 1988,
as the time, and the City Council Chamber in the Civic Center as the
place for a public hearing on said proposed Amendment No. 244 and did
give notice thereof in the manner and as provided by law; and
WHEREAS, the City Council did duly hold and conduct such
public hearing and did give all persons interested therein an
opportunity to be heard, and did receive evidence and reports and did
consider the recommendations of the City Planning Commission; and
WHEREAS, the City Council, after due inspection,
investigation and study made by itself and in its behalf, and after
due consideration of all evidence and reports offered at said
hearing, does find and determine the following facts:
l. That the applicant's proposal (Exhibit A) will increase the
Hillside Low Density Residential areas from 2.8 to 2.9 dwelling units
per acre; that the density within the Hillside Low-Medium Density
Residential areas will remain unchanged at 3.6 dwelling units per
acre and that the density within those areas designated for Hillside
Medium Density Residential will increase from 8.9 dwelling units per
acre to 9.3 dwelling units per acre; and that overall the proposed
project will result in a slight decrease in the ratio of dwelling
units per residential acre (from 6.2 dwelling units per acre to 5.7
dwelling units per acre).
2. That the Z5-acre reduction of land designated for General
Commercial uses will significantly decrease the estimated average
daily vehicular trips for the project area.
3. That the applicant's proposal (Exhibit A) would result in:
a. An overall 32-acre decrease in Hillside Medium
Density Residential land uses;
b. An overall 60.1-acre increase in Hillside Low-Medium
Density Residential land uses;
�--� c. A shift in Hillside Low Density Residential land
uses, Hillside Low-Medium Residential land uses and
Hillside Medium land uses; and relocation of the
elementary school site.
d. An overall l.l-acre decrease in roadway areas;
e. Retention of 169.1 acres of Open Space;
f. An overall 25-acre decrease in General Commercial
land uses;
g. Minor realignments to Oak Hills Drive.

4. That residential land use densities proposed for the
perimeter of The Summit development are generally consistent with
the densities for those ranch areas immediately adjacent to The
Summit.
"" S. T'hat the proposed amendment is consistent with
General Plan policies relating to land use, community services,
infrastructure, circulation, open space/conservation, safety and
seismicity, noise and housing. The proposed project's
relationship and compliance with General Plan policies is included
and described on pages 5-14 of the Specific Plan (SP88-2) document.
6. That the applicant's proposal (Exhibit A) is
appropriate for the subject study area.
WHEREAS, the City Council does find and determine that
Amendment No. 244 changing the land use designation in the
aforedescribed area in accordance with Exhibit "A" on file with
the City should be approved.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim that Amendment No. 244 to the General Plan
changing the land use designation for the aforedescribed area to
as hereinabove described in accordance with Exhibit "A" on file
with the City be, and the same is hereby, approved, subject to the
following conditions:
1. That the approval of the subject amendment does not
guarantee the development of 2,117 dwellirig units, but
provides for a range of from 0 to 2,117 dwelling units.
The actual number of units shall be determined in
connection with the consideration of the Specific Plan
and subdivision approvals.
2. That the applicant shall establish a mechanism to provide
an on-going monitoring and transmittal of information to
the City of Anaheim concerning fiscal impact of future
developments within the subject amendment area.
BE IT FURTHER kESOLVEll that the Planning Department be,
and it is hereby, instructed to amend the General Plan Map to
conform to General Plan Amendment No. 244 as herein adopted and
approved.
