ANAHEIM REDEVELOPMENT AGENCY
REGULAR MEETING OF JANUARY 14, 2020
The Successor Agency to the Anaheim Redevelopment Agency regular meeting was called to
order at 5:10 P.M. in City Council Chamber located at 200 S. Anaheim Blvd. in joint session with
the Anaheim City Council, Anaheim Housing Authority, and Anaheim Housing and Public
Improvements Authority. The meeting notice, agenda, and related materials were duly posted
on January 9, 2020.
PRESENT: Chairman Harry Sidhu and Agency Members Stephen Faessel, Denise
Barnes, Jordan Brandman, Jose F. Moreno, Lucille Kring, and Trevor
O'Neil.
STAFF PRESENT: City Manager Chris Zapata, City Attorney Robert Fabela, and Secretary
Theresa Bass.
ADDITIONS/DELETIONS TO THE AGENDA: None
PUBLIC COMMENTS:
No public comments offered related to the Successor Agency agenda.
CONSENT CALENDAR: At 7:54 P.M., Agency Member Kring moved to approve the consent
calendar as presented, in accordance with reports, certifications, and recommendations
furnished each agency member and as listed on the consent calendar, seconded by Agency
Member Faessel. ROLL CALL VOTE: AYES — 7 (Chairman Sidhu and Agency Members
Faessel, Barnes, Brandman, Moreno, Kring, and O'Neil); NOES — 0. Motion carried.
1. Approve the Third Amendment to Professional Services Agreement with Tetra Tech
AGR- BAS, Inc., increasing the maximum compensation from $857,192 to $1,500,000, for the
8479.3 operations, monitoring, and maintenance of the Sparks-Rains and Anderson Pit
Landfills; authorize the Community & Economic Development Executive Director to
execute and administer the amendment; and increase the Community & Economic
Development Department's Fiscal Year 2019/20 budget by $500,000.
DISCUSSION: In response to Council Member Barnes's inquiry, Director of Community &
Economic Development John Woodhead reported the City has a legal obligation to remediate
the site with costs being paid by the former Redevelopment Agency using property tax funds
which are held by the County. He advised there is no upward limit on how much the gas system
will cost but there are projections as to how much routinely running the system will cost
annually, based on estimated use and system repair costs.
