A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING AN AMENDMENT TO THE LAND
USE ELEMENT AND TEXT OF THE ANAHEIM GENERAL
PLAN DESIGNATED AS AMENDMENT NO. 214-1,
EXHIBIT "I-A."
WHEREAS, the City of Anaheim, pursuant to the
recommendations of the Planning Commission of the City of Anaheim,[j
adopted a General Plan for the City of Anaheim; and

WHEREAS, on the k~ day of March, 1987, the
Planning Commission of the City of Anaheim did hold a public
hearing to consider an amendment to the Land Use Element of the
General Plan. The Amendment does consider changing the land use
designation for the area of land consisting of approximately 807
acp~s within an area bordered to the north by the Southern
Ca~tfornia Edison easement generally located parallel to and north
of Katella Avenue; to the west by the Santa Ana Freeway; to the
east by the Santa Ana River Channel; and to the south along the
Anaheim city limit; and
WHEREAS, the actual area being recommended for amendment
contains approximately 582 acres. The Stadium facility and those
properties located on the north side of Orangewood Avenue,
easterly of State College Boulevard, are recommmended to remain
designated Commercial Recreation in light of the present and
proposed recreational facilities located and proposed there, and
the compatible land uses permitted by Conditional Use Permit
within the zoning that implements this designation, and
WHEREAS, one land use alternative was analyzed in this
General Plan Amendment study (Exhibit I-A), incorporating five
separate alternative levels of intensity of development. Levels
of Intensity I through IV were developed and analyzed in
conjunction with the Anaheim Stadium Area Study. Level of
Intensity V was developed in conjunction with this General Plan
Amendment process and projects growth which is beyond that
projected by the market demand analysis developed for the Anaheim
Stadium Area Study. It reflects significant land use changes
which have occurred, is the most realistic level of growth for
long-range planning purposes, is reflective of the emerging
character and demands of the area, and is the most cost effective
to implement; and
WHEREAS, the levels of intensity based on total square
footage of development considered under levels IV and V,
respectively, are:

WHEREAS, at said public hearing, the City Planning
Commission did duly adopt its Resolution No. P¢87-28 containing a
report of its findings, a summary of the evidence presented at
said hearing, and recommending that said Amendment to the General
Plan designated as Amendment No. 214-1 be adopted by the City
Council changing the land use designation for the aforedescribed
area to "Business Office/Service/Industrial" in accordance with
Exhibit "I-A" reflecting Level of Intensity V, with limitations on
total build-out dependent upon future studies; and
WHEREAS, upon receipt of said Resolution, summary of
evidence, report of findings and recommendations of the City
Planning Commission, the City Council did fix the 17th day of
March, 1987, as the time, and the City Council Chamber in the
Civic Center as the place for a public hearing on said proposed
Amendment No. 214-1 and did give notice thereof in the manner and
as provided by law; and
WHEREAS, the City Council did duly hold and conduct such
public hearing and did give all persons interested therein an
opportunity to be heard, and did receive evidence and reports and
did consider the recommendations of the City Planning Commission;
and
WHEREAS, the City Council does find and determine that:
1. That evidence was presented which substantiates the need
for an amendment to the Land Use Element of the Anaheim General
Plan, and it is deemed appropriate that "Exhibit I-A" be adopted,
designating the area from the current General Industrial,
Commercial Professional, General Commercial and Commercial
Recreation designations to a new Business Office/Service/
Industrial designation establishing Level of Intensity V
projections as ultimate projected growth while restricting the
upper limit of development intensity for purposes of project
approvals at Level of Intensity IV projections, subject to further
study; and to indicate a fire station designation on Pacifico
Avenue between the Santa Aha Freeway and State College Boulevard.
2. That amendments to the Land Use Element Text be adopted
to reflect the new designation as recommended in the Staff Report
to the Planning Commission, pages I-j, l-k, and 1-1, except that
the changes on page i-j, relating to Page 22 of the text should
read as follows:

PARAGRAPH UNDER COMMERCIAL-PROFESSIONAL:
BUSINESS OFFICE/SERVICE/INDUSTRIAL - The Business
Office/Service/Industrial category is intended to provide for
and encourage the development of major business and
professional office centers with commercial uses that support
the business offices. It is recognized that existing
industrial uses are also a component of this business center
and could potentially remain through the transitioning period
or indefinitely. Typical development would include mid- to
high-rise office buildings with supporting commercial uses
such as restaurants, health clubs and hotels, and low-rise
industrial complexes.
The Anaheim Stadium Business Center containing approximately
582 acres within Planning Area A has been designated Business
Office/Service/Industrial.
Approximately 13 percent of the total proposed commercial
acreage in Planning Area A is allocated to this category.
The Business Office/Service/Industrial acreage constitutes
approximately 3 percent of the total acreage within Planning
Area A."
3. That future studies associated with the anticipated
specific plan process should be conducted. Said studies could
include, but not be limited to, a Master Environmental Impact
Report, a detailed infrastructure phasing plan, monitoring and
implementation programs, design standards and criteria providing
visual continuity and ensuring balanced, orderly growth and Title
18 Zoning Code amendments to the CO Zone to reflect specific
criteria to be applied to the Anaheim Stadium Business Center.
Anticipated areas to be addressed include, but not limited to
setbacks, landscaping, control of uses and signs.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that Amendment No. 214-I to the General Plan
changing the land use designation for the aforedescribed area to
"Business Office/Service/Industrial" in accordance with Exhibit
"I-A" on file with the City be, and the same is hereby, approved.
BE IT FURTHER RESOLVED that the Planning Department be,
and it is hereby, instructed to amend the General Plan Map and
text to conform to General Plan Amendment No. 214-1 as herein
adopted and approved.
