A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING AN AMENDMENT TO THE
CIRCULATION ELEMENT AND TEXT OF THE ANAHEIM
GENERAL PLAN DESIGNATED AS AMENDMENT NO.
214-1I, EXHIBIT "II-B."
WHEREAS, the City of Anaheim, pursuant to the
recommendations of the Planning Commission of the City of Anaheim,
adopted a General Plan for the City of Anaheim including a
Circulation Element which sets forth the parameters (roadway
widths and generalized location) of arterial highways within
current City boundaries and the ultimate sphere of influence; andf

WHEREAS, on the ~ day of M'a-r~e°n, 1987, the City--~
Planning Commission of the City of Anaheim did hold a public
hearing to consider an amendment to the Circulation Element of the
General Plan in conjunction with amendments to the Land Use and
Safety and Seismic Safety Elements of the General Plan. The
General Plan Amendment does consider changing the current
designations of certain highways/streets, identifying "critical
intersections" and their design standards, and recommending
certain additions to and improvement of overcrossings of
Interstate 5 Freeway (Santa Ana Freeway) within an area generally
bordered on the north by Bail Road, on the west by the Santa Ana
Freeway, on the east by the Santa Ana River Channel and on the
south by the Anaheim City Limits; and
WHEREAS, at said public hearing, the City Planning
Commission did duly adopt its Resolution No. PC87-28 containing a
report of its findings, a summary of the evidence presented at
said hearing, and recommending that said Amendment to the
Circulation Element of the General Plan designated as Amendment
No. 214-11 be adopted by the City Council in accordance with
Exhibit "II-B"; and
WHEREAS, upon receipt of said Resolution, summary of
evidence, report of findings and recommendations of the City
Planning Commission, the City Council did fix the 17th day of
March, 1987, as the time, and the City Council Chamber in the
Civic Center as the place for a public hearing on said proposed
Amendment No. 214-II and did give notice thereof in the manner and
as provided by law; and
WHEREAS, the City Council did duly hold and conduct such
public hearing and did give ail persons interested therein an
opportunity to be heard, and did receive evidence and reports and
did consider the recommendations of the City Planning Commission;
and

WHEREAS, the City Council does find and determine that:
1. That evidence was presented which substantiates the need
for an amendment to the Circulation Element Map and Text of the
Anaheim General Plan, and it is deemed appropriate that Exhibit
II-B be adopted.
2. That Level of Intensity V recommended for adoption in
conjunction with the Land Use Element would require the following
amendments to the Circulation Element Map as shown on Exhibit
II-B".
Redesignation of State College Boulevard between
Bail Road and southern City limits from a Primary
to Major Arterial Highway.
Redesignation of Orangewood Avenue between Lewis
Street and State College Boulevard from a
Secondary to Primary Arterial Highway.
Redesignation of Pacifico Avenue between Haster
Street and State College Boulevard from a
Secondary to Primary Arterial Highway.
Redesignation of Cerritos Avenue between Anaheim
Boulevard and Sunkist Street from a Secondary to
Primary Arterial Highway.
Redesignation of Lewis Street between Katella
Avenue and Ball Road from a Secondary to Primary
Arterial Highway.
Redesignation of Lewis Street between Katella
Avenue and Pacifico Avenue from a Local Street
a Primary Arterial Highway.

Realignment of Lewis Street to connect with East
Street in the vicinity of Ball Road.
Designation of the following as critical

3. That to provide consistency between the Circulation
Element Map and Text, the following text amendments should be
adopted:
PAGE 60 AND 67 - INSERT THE FOLLOWING PARAGRAPH ON PAGE 60
AFTER THE THIRD PARAGRAPH IN THE SECOND COLUMN; AND, ON PAGE
67 AFTER THE FOURTH PARAGRAPH IN THE LAST COLUMN:
"Critical Intersections Special intersections have
been identified as requiring additional widening in
excess of the Standard Arterial Highway Requirements.
Because of their strategic locations, they must
accommodate higher traffic volumes and turning movements
than what is normally anticipated for standard
intersections. On major highways, 144 feet of
right-of-way is required for each approach. This will
typically provide for six travel lanes, dual left-turn
lanes, a raised median, right-turn lanes, and bus
turnouts. For primary highways, 130 feet of
right-of-way is required for each approach to provide
four travel lanes, dual left-turn lanes, a raised
median, right-turn/thru lanes and bus turnouts."

associated freeway ramp connections are needed at the
Santa Ana Freeway at both Orangewood Avenue and Pacifico
Avenue to supplement east-west circulation for Katella
Avenue and Chapman Avenue."
PAGE 65, ADD A SEVENTH POINT TO THE LIST OF "LOCAL
CIRCULATION NEEDS" AS FOLLOWS:
"Providing additional street width at critical
intersections to relieve congestion and accommodate
present and future traffic demands. Grade separations
may need to be evaluated at a few of these critical
intersections."
4. That these improvements are necessary to accommodate
Level of Intensity V.
5. That a critical intersection designation be established
and the nine intersections identified above redesignated in
accordance therewith. These intersections would need to
accommodate higher traffic volumes than what is normally

anticipated for a standard intersection. Engineering Standard
Plan No. 158 indicates the critical intersection layout design.
The Land Use Element Amendments are dependent upon the
implementation of the critical intersection concept.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that Amendment No. 214-11 to the Circulation
Element of the General Plan in accordance with Exhibit "II-B" on
£ile with the City be, and the same is hereby, approved.
BE IT FURTHER RESOLVED that the Planning Department be,
and it is hereby, instructed to amend the General Plan Map and
text to conform to General Plan Amendment No. 214-11 as herein
adopted and approved.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 17th day of March, 1987.
