of the parcels of property within the newly annexed territory,

measure and shall be in full force and effect immediately upon
its adoption. The facts constituting such urgency are as
follows:
The territory affected by this ordinance is new terri-
tory recently annexed to the City of Anaheim and, without the
imposition of zoning regulations, would not be uniformly regu-
lated with other properties in the City of Anaheim. In order
to carry out the purpose of the Zoning Ordinance of the City of
Anaheim and the orderly development of the City and its terri-
tories, it is essential that zoning regulations be imposed upon
all property. The zoning as herein established is in conformity
with the existing uses of the properties and protects said uses
and will prohibit unregulated development of the territory; and
the imposition of this zoning will protect the orderly develop-
ment of this territory and will preserve the relationship of said
territory with the orderly development of the entire City of
Anaheim.
The adoption of this ordinance as an urgency measure
is necessary for the immediate preservation of the public peace,
health, safety and public welfare.
