A RESOLUTION OF THE ANAHEIM CITY COUNCIL IN SUPPORT
OF A FEDERAL COVID-19 RELIEF PACKAGE THAT WILL
PROVIDE DIRECT EMERGENCY FINANCIAL ASSISTANCE TO
CITIES IMPACTED BY THE ONGOING PANDEMIC
WHEREAS, COVID-19 has created a threat to the public and the economic stability of
our Nation, and cities will require immediate economic relief to survive the short- and long-term
effects of the outbreak; and
WHEREAS,the City of Anaheim has been on the front lines, immediately addressing the
current pandemic and taking actions to protect public health and ensure public safety while
continuing to provide core services to our citizens; and
WHEREAS, since declaring a local emergency in March 2020, the City of Anaheim has
invested millions in unbudgeted expenses that have been necessary to support critical services to
our residents; and
WHEREAS, the City has been working diligently with community partners to provide
resources to help residents access COVID-19 testing, personal protective equipment, rental
assistance and relief to businesses struggling amid the pandemic; and
WHEREAS,the City of Anaheim has been uniquely impacted by this pandemic, as our
City is a major tourist destination, and is normally a significant destination for leisure and
business travel, all resulting in a high volume of foreign and domestic visitors traveling into our
City on an annual basis; and
WHEREAS, the shutdown of several key sectors of our economy has decimated the
City's budget in an unprecedented manner, dramatically halting revenue streams that could
imperil the provision of basic public services such as police, emergency medical response, and
fire; and
WHEREAS, the City anticipates major shortfalls in sales taxes, hotel occupancy taxes
and other general fund revenue streams for the foreseeable future, with total general fund
expenses and revenue losses now exceeding $100 million in this fiscal year alone; and
WHEREAS, the above described events are creating public health and safety emergency
conditions that are likely to be beyond the control of the services, personnel, equipment and
facilities of the City of Anaheim, and require the combined forces of other political subdivisions
to combat; and
WHEREAS, Anaheim did not receive a direct CARES Act allocation because our
population was below an arbitrary threshold, despite the fact that Anaheim serves as a significant
economic engine for our region and the fact that we have been disproportionally impacted by this
ongoing pandemic compared to other cities throughout the country; and
WHEREAS, direct fiscal assistance will ensure that the City can continue to provide vital
public services (including public safety, water, sewer, solid waste, and municipal electricity) and
are not forced to make cuts that further exacerbate the economic impact of this crisis; and
WHEREAS, the City of Anaheim has taken prudent steps to try and manage the
pandemic and protect our residents and communities, and will continue to do all it can within our
means, but the need is greater than our resources;
NOW, THEREFORE, BE IT RESOLVED THAT, the City Council of the City of
Anaheim, California, urges our Congressional leaders to pass a COVID-19 relief package that
provides local governments with an immediate, dedicated and flexible funding stream to help
support the continuation of core services to our residents.
BE IT FURTHER RESOLVED THAT, the City urges federal officials to distribute
funding to local governments based upon a number of factors that not only reflect population, but
also take into consideration revenue losses and the number of COVID-I9 cases within
jurisdictions.
BE IT FURTHER RESOLVED THAT, the City Clerk is directed to send this Resolution
to the City's federal legislative delegation and congressional leadership.

Anaheim this 1 5th day of December , 2020, by the following roll call vote:
AYES: Mayor Sidhu and Council Members Faessel , Diaz , Moreno,
Valencia, and O 'Neil

ABSENT: Council Member Brandman
