AN ORDINANCE OF THE CITY OF ANAHEIM ADDING
CHAPTER 18.93 TO TITLE 18 OF THE ANAHEIM
MUNICIPAL CODE RELATING TO SPECIFIC PLANS.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN
AS FOLLOWS:
SECTION 1.
That new Chapter 18.93 be, and the same is hereby, added
to Title 18 of the Anaheim Municipal Code to read as follows:
"CHAPTER 18.93
SPECIFIC PLANS
18.93.010 PURPOSE
It is the purpose of this Chapter to
establish uniform procedures for the adoption and
implementation of specific plans for the coordination of
future development within the City.
18.93.020 APPLICATION
When deemed to be necessary for
orderly development in the City, implementation of the
General Plan, and when deemed to be in the public
interest, the City on its own, or upon application by a
property owner, may process and adopt by resolution or
ordinance a specific plan in compliance with the
provisions of this Chapter. Said application shall be
accompanied by a filing fee in such amount as established
from time to time by resolution of the City Council.
18.93.030 DEFINITIONS
For the purpose of this Chapter the
following specific words and terms shall have the
following meanings. Other words and terms not
specifically defined shall be defined in accordance with
Chapter 18.01 of the Municipal Code.
.010 Density. Shall mean the average
number of residential dwelling units per gross acre of
land.
.020 Director. Shall mean the Community
Development and Planning Director for the City or his or
her designated representative.
.030 General Plan. Shall mean the General
Plan of the City of Anaheim.

.040 Land Use. Shall mean an existing or
proposed use of property.
.050 Specific Plan. Shall mean a report
consisting of text, maps, and other documents and
exhibits regulating development within a specified area
of the City and prepared pursuant to the provisions of
the General Plan, and this Chapter.
.060 Zoning Code. Shall mean Title 18 of
the Anaheim Municipal Code as it exists at adoption of
this Chapter and as amended thereafter.
.070 Zoning $ Development Standards.
Shall mean the set of regulations for site development
and land use which compose zone districts under this
title.
18.93.040 SPECIFIC PLAN CONTENT
A proposed specific plan shall be
composed of a specific plan document, including text and
diagrams, which specify the following in detail:
(1) The nature, location, density and
size of all existing and proposed land uses.
(2) Vehicular and pedestrian circulation
within the project and surrounding area.
(3) The provision of essential urban
services, including but not limited to, public safety,
public utilities, recreation and similar services, as may
be required by the proposed development.
(4) Pertinent land use regulations which
will be used for the implementation of the specific plan,
including supporting justification for any development
standards or procedures which deviate from existing City
zoning and land use regulations.
(5) A development schedule setting forth
phasings of development and target dates for completion.
(6) Such other information as is deemed
necessary by the Director to assure that the proposed
specific plan is consistent with the provisions of the
State law, the General Plan, and any other laws,
regulations and policies of the City of Anaheim.

SPECIFIC PLAN PROCEDURE
.010 Review, adoption, and amendment of
specific plans shall be conducted in the same manner as
zoning reclassifications under Chapter 18.03 of the
Anaheim Municipal Code.

.020 Where the specific plan includes
zoning regulations and development standards to be
substituted for existing zoning under the Zoning Code,
that portion of the specific plan shall be designated
"Zoning & Development Standards" and shall be adopted by
the City Council by ordinance independent of the rest of
the specific plan. That portion of the Zoning Map of the
City of Anaheim covered by the specific plan shall be
amended and designated with the assigned number of that
specific plan (e.g. SP86-1).
18.93.060 GENERAL PLAN CONSISTENCY
No specific plan may be adopted or
amended unless the proposed plan or amendment is
consistent with the General Plan.

FINDINGS
Prior to approving or conditionally
approving any specific plan or amendment thereto, the
Planning Commission or City Council shall make the
following findings.
(1) That the property proposed for the
specific plan has unique site characteristics such as
topography, location or surroundings which are enhanced
by special land use and development standards.
(2) That the specific plan is consistent
with the goals and policies of the General Plan and with
the purposes, standards, and land use guidelines therein.
(3) That
development of desirable
compatible with existing

environmental and aesthetic resources consistent with
economic realities.
18.93.080 SPECIFIC PLAN - DEVELOPMENT STANDARDS
.010 Unless otherwise provided in the
specific plan, zoning and development standards within
the specific plan area shall be those as set forth on the
Zoning Map of the City of Anaheim for that area.

.020 In lieu of existing zoning and
development standards, a specific plan may provide for a
different set of zoning and development standards as part
of the specific plan text. The standards shall be
patterned after the zone districts found at Chapters
18.21 through 18.63 of the Zoning Code and contain the
same categories of standards and regulations as the zone
districts either by incorporation by reference of
existing sections, or by whole text. Unless otherwise
provided in the specific plan, a specific plan zone shall
be subject to existing overlay zones.
.030 The specific plan zoning and
development standards shall, upon adoption, supercede the
zoning previously established for that area. Violations
of the specific plan zoning and development standards
shall carry the same penalties and shall be enforceable
in the same manner as other violations of the Zoning Code.
.040 Unless otherwise provided, adoption
of a specific plan shall have no effect upon other '
requirements under State law or the Municipal Code for
development approval including, but not limited to,
subdivision maps, grading, and design, engineering and
location of public improvements. Any provisions for
locations or design of utilities, sewer or storm drains
in the specific plan shall be approved by the City
Engineer and the Public Utilities General Manager or
their designated representatives.
SECTION 2. SEVERABILITY
The City Council of the City of Anaheim hereby declares
that should any section, paragraph, sentence or word of this
ordinance, hereby adopted, be declared for any reason to be
invalid, it is the intent of the Council that it would have passed
all other portions of this ordinance independent of the
elimination herefrom of any such portion as may be declared
invalid.
SECTION 3. CERTIFICATION
The City Clerk shall certify to the passage of this
ordinance and shall cause the same to be printed once within
fifteen (15) days after its adoption in the Anaheim Bulletin, a
newspaper of general circulation, published and circulated in said
City, and thirty (30) days from and after its final passage, it
shall take effect and be in full force.

THE FOREGOING ORDINANCE is approved and adopted by the
City Council of the City of Anaheim this 29th day of April, 1986.
