A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM APPROVING AN AMENDMENT TO THE LAND
USE ELEMENT OF THE ANAHEIM GENERAL PLAN DESIG-
NATED AS AMENDMENT NO. 223, EXHIBIT A -
AMENDED.
WHEREAS, the City of Anaheim, pursuant to the
recommendations of the Planning Commission of the City of Anaheim,
adopted a General Plan for the City of Anaheim; and
WHEREAS, on the 27th day of April, 1987, the City
Planning Commission of the City of Anaheim did hold a public
hearing to consider General Plan Amendment No. 223. The General
Plan Amendment does consider changing the land use designation for
the area of land consisting of approximately 591 acres located
approximately 1.1 miles southeast of the Weir Conyon Road and
Riverside Freeway intersection and bounded on the north by the
Wallace Ranch, west by the Highlands at Anaheim Hills property and
south and east by the Irvine Company property; and
WHEREAS, at said public hearing, the City Planning
Commission did duly adopt its Resolution No. PC87R-103 containing
a report of its findings, a summary of the evidence presented at
said hearing, and recommending that said Amendment to the General
Plan designated as Amendment No. 223 be adopted by the City
Council changing the land use designation for the aforedescribed
area to "Hillside Low Density Residential, Hillside Low Medium
Density Residential, Hillside Medium Density Residential,
Commercial and General Open Space" in accordance with Exhibit A
Amended; and
WHEREAS, upon receipt of said Resolution, summary of
evidence, report of findings and recommendations of the City
Planning Commission, the City Council did fix the 26th day of May,
1987, as the time, and the City Council Chamber in the Civic
Center as the place for a public hearing on said proposed
Amendment No. 223 and did give notice thereof in the manner and as
provided by law; and
WHEREAS, the City Council did duly hold and conduct such
public hearing and did give all persons interested therein an
opportunity to be heard, and did receive evidence and reports and
did consider the recommendations of the City Planning Commission;
and
WHEREAS, the City Council continued the public hearing
to June 50, 1987, at which hearing further evidence was taken and
opportunity to be heard was given; and
WHEREAS, after consideration of Draft Environmental
Impact Report (EIR) No. 281, together with written and oral
comments thereon, the City Council finds that certain enumerated

impacts identified in EIR No. 281 cannot be mitigated below a
level of significant, the City Council hereby adopted the
following Statement of Overriding Considerations pursuant to
Section 15093 of the California Environmental Quality Act Act
(CEQA) Guidelines as adopted by the City:
1. Economic, social and physical considerations make it
infeasible to eliminate all of the significant environmental
impacts of the project which have been identified in EIR No. 281.
2. Such environmental impacts will be reduced by compliance
with City codes, policies and procedures.
3. The project will bring substantial benefits to the
citizens of Anaheim by providing employment and permitting the
development of a variety of high-quality residential densities and
unit types to assist in meeting demands ior housing.
4. Mitigation measures have been incorporated into the
project to reduce the majority of environmental impacts to an
acceptable level.
AND ~}tEREAS, the City Council does find and determine
that Amendment No. 223 changing the land use designation in the
aforedescribed area in accordance with Exhibit A - Amended on file
with the City should be approved.
NON, THEREFORE, BE iT RESOLVED by the City Council of
the City of Anaheim that Amendment No. 223 to the General Plan
changing the land use designation for the aforedescribed area to
"Hillside Low Density Residential, Hillside Low Medium Density
Residential, Hillside Medium Density Residential, Commercial and
General Open Space" in accordance with Exhibit A - Amended on file
with the City be, and the same is ~ereby, approved, subject to the
following conditions:
1. T~at the approval of the subject amendment does not
guarantee the development of 2.176 dwelling units. The actual
number of units shall be determined in connection with the
consideration of the Planned Community (PC) Zoning and subdivision
approval.
2. That the future developments within the subject
amendment area shall conform with ail of the requirements of the
Anaheim Municipal Code Title 18 - Zoning (i.e. setbacks, parking,
building heights, etc.).
3. That the future developments within the subject
amendment area shall conform with ail requirements of the Anaheim
Municipal Code Title 17 - Land Development and Resources (i.e.
grading, subdivision, etc.).

4. That the applicant shall establish a mechanism to
provide an on-going monitoring and transmittal of information to
the City concerning fiscal impact of future developments within
the subject amendment area.
BE IT FURTHER RESOLVED that the Planning Department be,
and it is hereby, instructed to amend the General Plan Map to
conform to General Plan Amendment No. 223, Exhibit A Amended, as
herein adopted and approved.
THE FOREGOING RESOLUTION is approved and adopted by the
City Council of the City of Anaheim this 50th day of June, 1987.
