RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM, CALIFORNIA,
ORDERING, CALLING, PROVIDING FOR AND
GIVING NOTICE OF A SPECIAL MUNICIPAL
ELECTION TO BE HELD IN SAID CITY ON
TUESDAY, NOVEMBER 5, 1987, FOR THE
PURPOSE OF SUBMITTING A PROPOSITION FOR
THE ISSUANCE OF WATER REVENUE BONDS
BY SAID CITY, AND CONSOLIDATING SAID
ELECTION WITH SCHOOL DISTRICT
ELECTIONS TO BE HELD ON SAID DATE
The City Council of the City of Anaheim, California, DOES
HEREBY RESOLVE, DETERMINE AND ORDER as follows:
Section 1. A special election is called to be held in the
City of Anaheim, California, on Tuesday, November 5, 1987, for
the purpose of submitting to the qualified voters of said City
a proposition for the issuance of water revenue bonds pursuant
to Section 1210 of the Charter of said City in the amount and
for the purpose hereinafter set forth.
Section 2. The purpose for which the bonds are proposed
to be issued is the acquisition, construction and financing of
additions to, and improvements of, the enterprise, including
facilities, property and rights for the rehabilitation and
expansion of the water supply, transmission and distribution
system of the City.
Section 3. The estimated cost of the acquisition,
construction and financing set forth in Section 2 herein is
$14,000,000, and the principal amount of the bonds proposed to
be issued is $14,000,000. In determining the amount of bonds
to be issued, this City Council has included all costs and
expenses authorized by Section 54410 of the Government Code of
the State of California.
Section 4. The maximum rate or rates of interest to be
paid on the bonds shall be established by the City Council at
or prior to the sale or sales of the bonds.
Section 5. If the proposition for the issuance of the
bonds so submitted receives the assent of a majority of the
voters voting on the proposition, water revenue bonds as
provided herein (in not exceeding the principal amount stated

in such proposition) shall be issued and sold for the purpose
set forth herein. Said bonds are to be revenue bonds payable
exclusively from the revenues of the enterprise and are not to
be secured by the taxing power of the City.
Section 6. The enterprise referred to in Sections 2 and 5
herein is defined to be the entire waterworks system of the
City of Anaheim, including all additions to, and improvements
and extensions of, said system later constructed or acquired.
Section 7. The proposition to be submitted shall be
substantially as follows:
WATER REVENUE BOND PROPOSITION: Shall the City of
Anaheim be authorized to issue revenue bonds, not
payable from property taxes, in the principal
amount of fourteen million dollars for the
acquisition, construction and financing of
additions to, and improvements of, the water
system of said City?
Section 8. The special election hereby called for the
date hereinbefore specified is hereby ordered consolidated with
the elections to be held on said date in the Anaheim Union High
School District and the Anaheim City School District and in any
other school district located (in whole or in part) within the
City of Anaheim. Within the respective portions of the City of
Anaheim lying within each of said school districts, the
precincts, polling places and officers for election for said
special election shall be the same as those provided for said
school district elections and the manner of holding said
special election, including the canvass of the returns thereof,
shall be the manner prescribed by or pursuant to law for voting
upon measures at said school district elections. In all other
particulars, the election hereby called shall be held and the
votes canvassed pursuant to law for municipal elections held in
the City of Anaheim.
Section 9. The Board of Supervisors of Orange County is
hereby requested to order that said special election and said
school district elections be consolidated in the manner
hereinabove set forth and in accordance with law, and the
Registrar of Voters of Orange County is hereby authorized and
requested to canvass the returns of said special election in
the manner provided by law and to certify the results of said
canvass to this City Council.
Section 10. The City Clerk shall certify to the adoption
of this resolution and shall cause it to be published once a
day for at least seven days in the Anaheim Bulletin, a
newspaper of general circulation published in the City of
Anaheim. The City Clerk is hereby authorized, instructed and

directed to give such further and additional notice of said
election in time, form and manner as required by law.
Section 11. The City Clerk shall file certified copies of
this resolution with the Board of Supervisors of Orange County,
with the Superintendent of Schools of said County, with the
Clerk of said County, and with the Registrar of Voters of said
County.
Section 12. This Resolution shall take effect immediately.
