A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM IN SUPPORT OF ASSEMBLY BILL 420 IN EFFORT
TO SAFELY REOPEN CALIFORNIA THEME PARKS
WHEREAS, the novel coronavirus 2019 (COVID-19) pandemic has impacted many
economies throughout the United States; and
WHEREAS, the profound disruption caused by the COVID-19 pandemic has led to
catastrophic outcomes for many businesses and communities; and
WHEREAS, the prolonged COVID-19 related closure of the Disneyland Resort, the
hospitality and leisure industry, and many local and small businesses, is having a devastating
impact on the economy and workforce; and
WHEREAS, on October 20, 2020, the California State of Department of Public Health
and the Division of Occupational Safety and Health issued a guidance document, "COVID-19
INDUSTRY GUIDANCE: Amusement Parks and Theme Parks," as part of the State's Blueprint
for a Safer Economy, which identifies a county's COVID-19 risk level for business operations on
a scale from widespread to minimal risk; and
. WHEREAS, the guidance document authorizes a small amusement park to operate at
limited capacity when its county is in the moderate tier, and authorizes any other amusement
park to operate at 25% capacity when its county is in the minimal tier; and
WHEREAS, the State's current guidelines would prolong the reopening of larger theme
parks such as the Disneyland Resort; and
WHEREAS, several large theme parks outside of California have successfully reopened
and safely operated without incident or outbreaks attributed to their daily operation; and
WHEREAS, local theme parks have established reopening plans and safety measures that
often exceed guidelines given to other state businesses and industries that are currently open; and
WHEREAS, on February 4, 2021, Assembly Members Sharon Quirk-Silva and Suzette
Martinez Valladares introduced Assembly Bill 420 (AB 420) which would assist in the safe
reopening of theme parks in California; and
WHEREAS, the intent of AB 420 is to adjust the "COVID-19 INDUSTRY GUIDANCE:
Amusement Parks and Theme Parks," for all amusement parks and theme parks, regardless of
size,to reopen safely in the same moderate risk tier; and
WHEREAS, AB 420 will assist in the safe reopening of theme parks in a timely and safe
manner to further help local economies and create more job opportunities.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Anaheim
supports Assembly Bill 420 and all efforts aimed at safely reopening California theme parks in
the moderate risk tier of the state's guidance system.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of
the City of Anaheim this 16th day of February,2021, by the following roll call vote:
AYES: Mayor Sidhu and Council Members Faessel, Diaz, Brandman,
Valencia, and O'Neil
