A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM CERTIFYING THAT IT HAS REVIEWED
AND CONSIDERED TNE INFORMATION CONTAINED IN
THE INTITIAL STUDY PREPARED BY THE ANAHEIM
REDEVELOPMENT AGENCY FOR THE PROPOSED
RELOCATION OF A SINGLE FAMILY HOME FROM 225
NORTH CLAUDINA TO 194 NORTH VINTAGE LANE AND
IN THE FINAL SUBSEQUENT ENVIRONMENTAL IMPACT
REPORT FOR REDEVELOPMENT PROJECT ALPHA
WHEREAS, the Anaheim Redevelopment Agency (the "Agency") is a
redevelopment agency duly created, established and authorized to
transact business and exercise its powers under and pursuant to
the Community Redevelopment Law (Part I of Division 24 of the
Health and Safety Code of the State of California); and
WHEREAS, the Redevelopment Plan (the "Redevelopment Plan")
for Redevelopment Project Alpha (the "Project") has heretofore
been adopted and approved and all requirements of law for, and
precedent to, the adoption and approval of said Plan have been
duly complied with; and
WHEREAS, on July 19, 1973, the Agency certified that the
Final Environmental Impact Report on the Plan (the "EIR") was
prepared and completed in accordance with the California
Environmental Quality Act of 1970 ("CEQA"), the State CEQA
Guidelines and the Agency procedures for Implementation of CEQA;
and
WHEREAS, on November 30, 1976, Agency certified that the
Final Subsequent Environmental Impact Report (the "FSEIR") for
the Second Amendment to the Redevelopment Plan was prepared and
completed in accordance with CEQA, the State CEQA Guidelines and
the Agency Procedures for Implementation of CEQA; and
WHEREAS, in order to implement the Plan, as amended, the
Agency proposes to relocate a certain historically significant,
single-family residential structure, commonly known as the "Backs
Nouse", from 225 North Claudina to 194 North Vintage Lane within
the Project;
WHEREAS, in order to move the Backs House the Agency has
applied to the City of Anaheim for a relocation permit therefor;
and
WHEREAS, in accordance with the Agency's duly adopted
Procedure for the Implementation of CEQA and the State CEQA
Guidelines, the Agency staff has prepared an Initial Study of
Environmental Impact (the "Initial Study") in order to determine
whether the proposed relocation of the Backs House will have a
significant effect on the environment except as identified in the
EIR and FSEIR, and whether there are new environmental impacts
resulting from such relocation not covered in the EIR and FSEIR
requiring major revisions to the EIR and FSEIR or the preparation
of a new subsequent or supplemental environmental impact report.
WHEREAS, the Agency certified the Initial Study and found and
determined as follows:
a. The proposed action will have no significant effect
on the environment except as identified and considered in the EIR
and the FSEIR. As more fully discussed in the Initial Study,
relocation and rehabilitation of historic structures, such as the
Backs House, is identified in the FSEIR as a mitigation measure
for the Project so as to preserve and enhance rather than
demol~.sh such structures. The Initial Study also identifies
further mitigation measures that will be required of the person
to whom the Agency will sell the structure for rehabilitation and
occupancy.
b. No substantial changes are proposed in the Project,
or with respect to the circumstances under which the Project is
to be undertaken, which will require major revisions in the EIR
and/or FSEIR previously adopted for the Project due to the
involvement of new environmental impacts not covered in said EIR
and FSEIR.
c. No subsequent environmental impact report or
supplement to the EIR and/or FSEIR is necessary or required.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Anaheim as follows:
1. Pursuant to CEQA, as a responsible agency the City
Council hereby certifies that the information contained in the
Initial Study, the EIR and the FSEIR has been reviewed and
considered by the members of the City Council.
2. The City Council concurs with the findings and
determinations of the Agency with respect to the adequacy of the
EIR, and the FSEIR for the proposed action.

THE FOREGOING RESOLUTION is approved and adopted by the City
Council of the City of Anaheim this 22nd day of
September , 1987.
