Mayor Thom called the adjourned regular meeting of the ~City Council to order.
AGREL~iNT - PLACENTIA UNIFIED ~HOOL D~%RICT/ANAHEIM REDEVE'.LO.~.AGENCY:
Following brief review by Executive Director Norman J. Priest .of prior negotia-
tions and conversations with the Placentia Unified School District as to district
facilities located within and of benefit to the Redevelopment Project Area, a
proposed agreement was presented which was felt would equitably work out s-oma
sattlement between the school district and the Agency for those facilities. This
agreement would provide for payment of a lump sum ($1,018,'000) within 90 days after
execution, to cover the past three years, and further provide a formula by which
payment could be made to the district through future years for only those facili-
ties to be constructed by the district that would be of benefit to the Project
Area. A proposed resolution consenting to payment by the Agency, as set forth in
the agreement, and recognizing the benefit of certain facilities was presented for
adoption.
Following question of Councilwoman Kaywood, Special Counsel Eugene Jacobs noted
that to better clarify that particular portion of the proposed Council resolution
referring to "...necessary municipal services amd capital improvements " the
wording would be changed to read "...necessary municipal services and some capita!
improvements...". Councilwoman Kaywood further expressed her hopes that, if space
is available, the vocational high school referred to in Exhibit "A" would be open
to any area residents from other school districts.
Councilman Roth felt a recommendation should have come from the 'Community
Xedevelopment Commission and in reply to his questions, Mr. Priest noted that
the Commission had been informed of this proposal and it was reviewed at length
in an ~xecutive Session, but because it did involve monetary matters, they took
no official action.
Council Members Thom and Kaywood agreed that commissions are not involved with
financial decisions in that matters pertaining to money are Council decisions.
Councilman Seymour felt that the Commission had been properly informed of the pro-
posal and for whatever reason, decided to take no official action. He was of the
feeling that if there had been any disagreement, either as an individual or as a
commission, someone would have been present at this public meeting to express that
objection.
Mr. Jacobs read from that portion of the Government Code relative to the creation
and function of a Redevelopment Commission wherein no reference was made to action
concerning financial matters.

Deputy City Attorney M. E. Slaughter further added that the Commission has pre-
viously responded to requests from the Placentia Unified School District and has
indicated a willingness and a desirability to enter into agreement; and that
during the Executive Session there was no expressed objection to the general
framework of the proposed agreement. ,
There being no further discussion, Councilman Seymour offered Resolution No. 77R-55
for adoption:
RESOLUTION NQ. 77R755: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
DETERMINING THAT CERTAIN FACILITIES OF THE PLACENTIA UNIFIED SCHOOL DISTRICT ARE
OF BENEFIT TO THE REDEVELOPMENT PROJECT ALPHA PROJECT AREA AND THE IMMEDIATE
NEIGKBORMOOD IN %rHICH THE PROJECT IS LOCATED; DETERMINING THAT THE CITY HAS NO
OTHER REASONABLE MEANS OF FINANCING SAID FACILITIES; AND CONSENTING TO THE ANA-
HEM REDEVELOPMENT AGENCY PAYING ALL OR PART OF THE COST OF SAID FACILITIES.

Mayor Thom declared Resolution No. 77R-55 duly passed and adopted.
A brief discussion ensued between Council Members Thom and Roth relative to state-
ments made by Councilman Roth during his campaign regarding the redevelopment
effort and the process.
Mr. Priest read, in full, a letter dated January 25, 1977 addressed to the Anaheim
Redevelopment Agency from Albert Eccles, Jr., Acting Finance Director, declaring
that, in his opinion, there is no other reasonable means of financing available
to the City for the Placentia School District Project other.than that contemplated.

RECESS: Upon request of the City Manager, Councilwoman Radwood moved to recess
into Executive Session at the conclusion of the Anaheim Redevelopment Agency
meeting (2:04 p.m.). Councilman Seymour seconded the motion. MOTION CARRIED.

AFTER RECESS: Mayor Thom called the meeting to order, all Council Members being
present. (2:30 p.m.)
ADJOURNMA/qT: Councilwoman Kaywood moved to adjourn. Councilman Seymour seconded
