THANK YOU!!! Joe Mueller, Doug Chaffee, Lisa Bartlet and Kathy Ward and OCTA, OC Public Works at yesterdays TCA meeting. Thank you for speaking up regarding the insulting and tone-deaf "241 extension policy" with the bogus triggers for the TCA to try and extend the underused 241 in the future. The TCA had 30 years to extend this underused economically discriminating toll road, during that time our City has become 90% built and there is now no viable option for the 241 extension as the TCA's ridiculously expensive 5 year study showed would not improve traffic or mobility and was too damaging and quite frankly should have never been considered. That a few board members thought that policy was going to help anything is pretty off the marls. It has reconfirmed one thing that the TCA has ZERO integrity and cant be trusted. Noted - Samuel thought it had some merit??? RED FLAGS AND WARNING. Wow OCTA sent in another letter, without them saying AGAIN hey knock it off you are out of your lane would this sad policy have passed? Have you read the TCA's formation JPA Agreement? If you would like to I can send it. The TCA needs to stay 100% exclusively on the toll system, do what you need there but the system is complete as far as the path and bringing and ending points - widen away complete the 91 projects. Taxpayers ask that you please start paying down the bonds, the 120 Million owed to the other TCA agency won't even start to be re -paid for 5 years - why the wait?? Constantly pushing out of the BILLIONS of dollars owed is not good policy. Samuel sings the rainbow and unicorns song of fiscal strength great then now start paying down the bonds. AS the TCA embarks on BS vision planning - you dont get to have vision planning when you owe billions of dollars. Roll up your sleeve parties and work to pay down the bonds. The TCA is a single purpose agency. Stop taking people out for lunch, golfing or expensive New York dinners with the Bond Girls and Boys. Do what is right for our County and start paying down the massive debt the TCA owes. The OC Grand Jury in 2014 issued a solvency warning saying the TCA holds 63% of all OC JPA debt. When will the ELEPHANT in the room be addressed? And maybe you all dont even know. The TCA promised the environmental groups $28,000,000 MILLION DOLLARS if they could connect to the 5 freeway. Now we have groups going against environmental preservation of our open space, conservation easements, critically engendered species habitat on Pat Bates bill because they want the 28 Million Dollars, give it to them anyway as the TCA is likely to just waste the money anyway at least some good would be done. There needs to be a resolution to the 21 years of litigation for the 241 extension that is binding that this horrid chapter is over, or the litigation costs will continue. There is ZERO support for a 241 extension. The southern portion of the 241 is empty that alone makes a new study after 25 years of trying ridiculous on its own. Nossoman the law firm that formed the TCA, litigates and lobbies for the TCA thinks Peggy Huang and Samuel's vision planning for "regional" this and that (TOTALLY OUTSIDE THE TCA"S SCOPE) is a great conversation - I am sure Nossoman encourages and says you are on the right path, many would argue between the TCA and the concrete association Nossoman also lobbies for they are collecting plenty and you should put an end to the boondoggle. Just one more thing, Samuel Johnson is confused and thinks that he and TCA staff should be directing transportation policy when the TCA is not only a single purpose agency to construct the toll system - now complete, pay down the bonds in 30 years times up and go away. Mr. Johnson thinks that we have all just been opposed to a toll road - he now claims that a freeway is next, sorry I dont think so - that is not going to fly. Being a transportation bank or any of this vision planning will result in securities violation lawsuits, you cant issue bonds for a toll road then try and do whatever the heck they are scheming up this time. Mr. Johnson is NOT elected and should have zero to do with policy. Any way THANK YOU Joe Mueller, Doug Chaffee, Lisa Bartlet and Kathy Ward and for all the Directors who did push for this insulting and tone-deaf stunt yesterday. I hope the dog and any shows end soon and you all reign in this redundant agency. Bulldozing our town will not now or in the future be a mobility option or good policy and any talk of doing so the TCA does not understand people will fight to protect thier homes, business and childrens schools. The TCA had 30 years to extend the 241 and did not - system 97% complete that is great call it a day and let people rest from the madness and constant assaults of the TCA. I applaud San Clemente for leaving the TCA and hope other cities follow suit, at some point people need to start asking what is the benefit of this agency? Yes it is great the cows are grazing - is it worth the astronomical employee costs and pensions - would that money not be better spent paying down and having an immediate bond repayment plan? Hmmmm? This financial state of TCA combines the financial reports of San ,Joaquin Hills Transportation Corridor Agency and the Foothill Eastern Transportation Corridor Agency. The agencies' primary focus is the operation of the facilities and collection of tolls to repay the tax-exempt revenue bonds that were issued to construct the toll roads, also known as transportation corridors. Included in this analysis is $13.3 million in unfunded pension liabilities, although the agencies have announced a plan to fund these benefits in their 202o budget. The agencies' money needed to pay bills includes debt used to fund design, planning and construction of the corridors. Upon completion of construction the ownership of the corridors was transferred to Caltrans, California's Department of Transportation which manages more than 50,000 highway miles. The agencies, therefore, gave away the asset but kept the associated debt.
