CALL TO ORDER – The agenda having been posted on October 10, 2019, the regular meeting of the Anaheim
Public Library Board of Trustees was called to order by Chair Laviguer at 5:02 p.m.
PRESENT:Rose Chen, Shelby Hogan, David Laviguer Linda Newby, Stan Oftelie

I.INTRODUCTION OF VISITORS AND COMMUNICATION FROM OTHERS:
A.FRIENDS OF THE ANAHEIM PUBLIC LIBRARY REPORT: The special edition Titan Library Cards
that were offered to patrons with an option to donate a dollar to the Friends of the Library, has raised over
$4,000 for the Friends.
B.FRIENDS OF THE CANYON HILLS LIBRARY: Senior Residence visits this month have been enhanced
by the canine presence of Gus, a Goldendoodle (Golden Retriever and Poodle) who is a therapy dog. His
owner and handler, Curtis Shin, is a retired Santa Ana Police Officer. The book presentation of A Dog’s
Purpose by W. Bruce Cameron nicely accompanied the special visitor.
C.ANAHEIM PUBLIC LIBRARY FOUNDATION REPORT: None.
D.UNSCHEDULED ORAL COMMUNICATION: Audrey introduced new full-time Library staff members,
Chan Harris, Library Services Coordinator for Collection Support Services, and Nichole Grimes, Library
Specialist for Heritage Services.
E.WRITTEN COMMUNICATION FROM OTHERS: Thank you notes from State Librarian Greg Lucas to
Keely Hall and Katrina Ford for the STEAM Co-Op Fair were shared.
II.APPROVAL OF MINUTES OF THE SEPTEMBER 9, 2019 MEETING: The minutes were approved as
presented.
III.UNFINISHED BUSINESS: None.
IV.NEW BUSINESS:
A.CHILDREN IN THE LIBRARY GUIDELINES: Nissa Perez-Montoya presented the updated Children in
the Library Guidelines. MOTION: That the Board approve the revised Children in the Library
Guidelines as presented. M/S: LN/SH 5 Ayes.

B.ELECTION OF CHAIR: MOTION: That the Library Board nominate and elect David Laviguer as
Chair of the Library Board to a term of October 2020. M/S: DL/RC 5ayes
C.ELECTION OF VICE CHAIR: MOTION: That the Library Board nominate and elect Stan Oftelie as
Vice Chair of the Library Board to a term of October 2020. M/S: SO/LN 5ayes
D.VIRTUAL BOARD REPORT REVISIONS: The Board discussed the revisions and made formatting
suggestions. They requested the next draft have numbers for an easier understanding of the report.
E.PROCESS FOR PURCHASING LIBRARY BOOKS: Based on a request from Linda Newby, Audrey
explained how books are selected for the collection, how many titles of the same book, the definition of
what constitutes a Best Seller, what parameters are used when selecting a book that is controversial, funding
for books, and if books are replaced when lost.
F.PUBLISHING COMPANIES AND EBOOKS: Stan had requested information on how patrons will be
affected by publishing companies rising prices and putting check-out limits per eBook. Cynthia Hicks
provided a report to the Board.
V.INFORMATION
A.ANAHEI’M FIRST: Linda shared an overview of Anahei’m First. She encouraged everyone to go online
and take the survey for Anahei’m First funding priorities.
B.CITY LIBRARIAN’S REPORT:
Jennifer shared the Library’s Holiday Schedule.
Audrey shared the Anaheim Elementary School District Newsletter that now has advertisements for
the Anaheim Public Library.
Audrey thanked the Library Board Members and APL Foundation Board Members that served as
judges for the Anaheim Public Library/Altrusa/AESD Creative Writing Contest.
The Orange County Business Council invited the Library to apply for a Turning Red Tape into Red
Carpet Award based on Library’s Golden Hub Award.

VI.ACTIVITY REPORTS
A.STATISTICS: None.
B.ACTIVITY REPORTS: None.
C.MONTHLY RECOGNITION OF SUPPORT/CERTIFICATE BY BOARD MEMBERS: The Board
recognized Jane Newell for Securing the National Parks Grant and being the Curator of the “I am an
American: A Time of Fear” Exhibition.

VII.BOARD ITEMS
MEMBER SHELBY HOGAN: Invited Author Cynthia Kadohata who has written a children’s book about a
little girl who goes to a Japanese Internment Camp to the “I am an American: A Time of Fear” of Exhibition.
MEMBER ROSE CHEN: None.
MEMBER LINDA NEWBY: Is amazed by the publicity the Library is getting and commended City Council
Member Stephen Faessel for advertising the Library Programs on his Facebook. Linda complimented the In-N-
Out Reading Program.
VICE CHAIR STAN OFTELIE: None.
CHAIR DAVID LAVIGUER: Requested to know if the Library can arrange offsite parking and/or shuttle
service when there are large events such as the OC Zine Fest. David is requesting information from the City
Council regarding the expansion of the Library Board by amending the City Charter.
VIII.MISCELLANEOUS
A.NEXT MEETING: The next meeting will be December 9, 2019, at Founders’ Park.
B.ADJOURNMENT: Chair Laviguer adjourned the meeting at 6:42 p.m.
