Especially when residents are asked to pay more and you discuss issuing bonds before we get a chance to speak about them. In June. Can you tell us how much of those bonds are going to be paid for by the residents of our City and how much will be financed by businesses? It is wrong to ask the people who actually live here to pay for both a rate increase AND the bonds, administrative costs and percentage returns promised at the sale of those bonds. Now I see part of why on your agenda. I think approving projects before residents are able to comment on any proposal that spends its citizens money is irresponsible and should not be discussed at this time. Once the comment period has ended, then decide on the issue. Try not to put the cart before the horse when spending money coming directly from residents of our City.
