CITY MANAGER'S UPDATE:
City Manager Jim Vanderpool reported a recent partnership with Union Pacific to address citizen
complaints of encampments along the railroad right of ways in two areas: along the 1-5 Freeway from
Magnolia Avenue to Lincoln Avenue and north of Katella Avenue from Brookhurst Street to Euclid Street.
He explained the Community Care Response Team (CCRT) gave notice, provided outreach services,
offered shelter beds, which two people accepted, and removed discarded furniture, refuse, and graffiti. In
response to Council Member Moreno, Mr. Vanderpool explained the private property owner would not go
through the process on their own but the City was thankful for the access and cooperation provided for
the CCRT to address the issue through hiring the railroad's contractor and flag personnel.
