consolidate services as a better alternative met~od for providing care to the
coP.punity, ~fr. LaEella e:~plained how attempts have been made to do so. espe-
cially in the regionalization of obstetrics anc1 chronic dialysis care at Hartin
Luther Hospital. rouncilman Kott expressed that his concern is with the
citizens of the conmunity and not how an institution gets "over the huMp" "iÍth
respect to their financial matters.
In response to the Hayor's request, :'-fr. James Iverson outlined the nunner
of hospitals in the nine-county Southern California area using this form of
financinr over the past three years indicatinr that. for them, it has been the
~ost economical and beneficial in providing ~edical care that people can
afford.

City Engineer, Jim ~1addox, indicated that the width of the street for
serving the number of properties involved ~rou1d be very adequate from the
Plannin~ Commission's standpoint; however, the only objection would be in the
use of rolled curbs which are planned to be installed.

said variance; there being no response, he declared the hearing closed.

~1r. Knowlton Fernald heran the summary and discussion of the biennial
report to the AnaheiM ~edeve10pment Arency dated July 13. lQ7ó (complete report
on file in the ()ffice of the City Clerk). The report summarized the accom-
plishments during the inmediately preceeding IS-month period. He reported that
tile next 3() days will be devoted to the refineT'1ent and finalization of the plan
for redirection of Project Alpha formulated during the joint study session of
the CoMMunity Redevelop~ent Commission, Planning Commission and Project Area
~ommittee, and When that consensus plan is complete documents will be modified
and compared, culminatin~ in a public hearing before the Planning Commission,
~ommunity Redevelopment Commission and City Council.
The meMbers of the public Who wished to address the Council, orally, who
had turned in their blue forms were sworn in and invited to speak.
"1r. Gant Eichrodt, 203 ~. "!elrose Avenue. Anaheim, identified himself as a
Mer~er of the Downtown Area Task Force Association (DATA) and the Project Area
Committee for Project Alpha. He stated that Project Alpha is basically a
commercially acceptable plan, but that it did not address itself to the resi-
dential uses of the area. He voiced the opinion that iMplementation of that
pl.'1n would have resulted in a massive relocation of life and property; whereas,

that the City has already realized funds from these areas which are more than
sufficient to cover the comnittment made to the Orange Unified School District.
Brief discussion was then addressed to establishing some method by which
the City might ensure that in the future a potential homebuyer or any person
purchasinp: property which is in a redevelopment project area is so inforTTled
prior to purchase. Several sugr,estions were made, but no specific action ~.¡as
taken upon any of these.
Commissioner Bay questioned chan~es 1 and 2, and it was explained that
Change No.1 was necessitated because of the precise alignment adopted by the
City Council for Miraloma Avenue, which would leave a strip of land on the
north side of the street, within the City of Anaheim boundaries, whereas the
remainder of that parcel would be located in the City of Placentia. A request
has been received from the City of Placentia for de-annexation of that strip
from the City of Anahei~ so as to annex same to Placentia to resolve develop-
Ment problems for the property owner. The amendment proposed to Project Alpha
by Chanre No.1 would remove this strip portion, Which will most likely be de-
annexed, froM the Redevelopment Project Alpha Area. Chan~e No.2 is proposed
to correct the Project boundary which follows a rather arbitrary line in the
center of the S~nta Ana River, and bisects some existin~ properties owned by
public entities. Change No. ~ would modify the boundary to follow parcel
boundarie s.
