SPECIAL NOTICE DURING COVID-19 PANDEMIC
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the
threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20
(superseding the Brown Act -related provisions of Executive Order N-25-20 issued on March 12, 2020),
which allows a local legislative body to hold public meetings via teleconferencing and to make public
meetings accessible telephonically or otherwise electronically to all members of the public seeking to
observe and to address the local legislative body. Pursuant to Executive Order N-29-20, please be advised
that the Sister City Commission members will participate in this meeting remotely.
PUBLIC PARTICIPATION: Pursuant to Executive Order N-29-20 and given the current health
concerns, members of the public can access the meeting live and participate telephonically by calling
(877) 594-8353 and entering Participant Code: 92121081. If you desire to address the Anaheim Sister
City Commission, please do so when called upon under Agenda Item VI. Public Comment. In addition,
members of the public can submit comments electronically for the Sister City Commission consideration
by sending them to sistercity@anaheim.net. To ensure distribution to the Sister City Commission
prior to consideration of the agenda, please submit comments prior to 12:00 p.m. the day of the
meeting. Those comments, as well as any comments received after 12:00 p.m., will be distributed to the
Sister City Commission members and will be made part of the official public record of the meeting.

Agenda Posting: A complete copy of the Anaheim Sister City Commission Agenda was posted
on Friday, February 19, 2021 at 2:30 p.m. at Anaheim City Hall.
Public Input: Chair Taline Cole explained that members of the public are invited to address the
Anaheim Sister City Commission and will be called upon under Agenda Item No. VI. Public
Comment.
I. CALL TO ORDER
Chair Taline Cole called the meeting of the Anaheim Sister City Commission
(ASCC) to order at 4:04 p.m. on Monday, February 22, 2021.
II. OATH OF OFFICE
Kimberly Kelemen administered the Oath of Office to Commission Members
Kevin Barrot, James Dinwiddie and Lori Dinwiddie who were reappointed on
January 26, 2021 by the City Council. She also administered the Oath of Office
to the newest members of the Commission Brian Stanley appointed on
February 11, 2020 and Dara Maleki appointed on January 26, 2021 by the City
Council.
III. APPROVAL OF MINUTES
MOTION: Commissioner Brian Stanley offered a Motion, seconded by
Commissioner Larry Larsen AND MOTION CARRIED (Vote: 9-0; Absent:
Paul Anderson, Emily Fuentes, Elizabeth Jabaz, Steven Kleine and
LaShe Rodriguez; Abstained: Dara Maleki) that the Anaheim Sister City
Commission does hereby approve the minutes from the ASCC meeting held on
November 23, 2020 as presented.
IV. APPROVAL OF TREASURER'S REPORT
Treasurer James Dinwiddie presented the Treasurer's Report dated February 18,
2021 with a balance of $15,800.36 and noted there had been no changes in the
account since February 2020.
MOTION: Commissioner Dara Maleki offered a Motion, seconded by
Commissioner Lori Dinwiddie AND MOTION CARRIED (Vote: 10-0; Absent:
Paul Anderson, Emily Fuentes, Elizabeth Jabaz, Steven Kleine and
LaShe Rodriguez) that the Anaheim Sister City Commission does hereby approve
the Treasurer's Report dated February 18, 2021 as presented.

V. MARKETING AND/OR EVENTS FOR THE COMING YEAR
Chair Taline Cole explained she put this item on the agenda so that the
Commission could have an opportunity to discuss and come up with new ideas
and matters the Commission would like to focus on in the coming year. Because
there is not going to be a student exchange this year, she thought it would be a
good time to see what else the Commission may be able to do. After further
discussion, the Commission came up with the following ideas:
• A virtual student exchange with Mito, Japan - Commissioners Dara
Maleki and Kevin Barrot will look into that and report at the next meeting;
• Look at possible new sister city relationships;
• Reignite the sister city relationship with Vitoria-Gasteiz, Spain -
Commissioner Germaine Neumann will lead this effort;
• Reach out to other cities in the County to see what they are doing with
their sister cities during the pandemic - Commissioner Kevin Barrot will
reach out and report at the next meeting; and
• Agendize a discussion regarding the pending sister city relationship with
Pudong, China at the next meeting.

VIII. STAFF COMMENTS
Kimberly Kelemen announced the City Clerk's and the City Attorney's offices
are going to have a virtual, joint special meeting for all Anaheim boards and
commissions to facilitate a Brown Act and AB 1234 Ethics training. The training
is required for all new board members; but is also open to returning/existing board
and commissions members as a refresher. The Joint Board & Commission
Meeting/Training will be on Wednesday, March 31, 2021 at 5:30 p.m. An email
will go out to the Commission with additional information and reservation
instructions.
IX. ADJOURNMENT
There being no further business, the meeting adjourned at 4:50 p.111. to Monday,
March 22, 2021 at 4:00 p.m.
