Establishes posting, noticing, and location requirements
Guarantees public access to City records
“Meetings” are a gathering of a majority of members
Does not have to include an action
No private briefings, written communication, serial meetings
Exceptions: conferences, social events, emergencies

Cannot meet as a quorum
Applicants must be allowed a fair hearing
