A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM, CALIFORNIA, ORDERING THE SUBMISSION TO
THE QUALIFIED ELECTORS OF THE CITY OF ANAHEIM A
PROPOSED CHARTER AMENDMENT RELATING TO
RESOLUTION OF FIRE IMPASSE BY ARBITRATION.
WHEREAS, a General Municipal Election on Tuesday, November 3, 1998 has
been called by Resolution No. 98R- 135, adopted on June 23, 1998; and
WHEREAS, pursuant to authority provided by Article XI of the Constitution
and Title 4, Division 2, Chapter 3 of the Government Code and Division 9, Chapter 3,
Article 3, (commencing at Sec. 9255) of the Election Code of the State of California, a
petition has been filed with the legislative body of the City of Anaheim signed by more
than fifteen per cent of the registered voters of the City according to the County Election
Department's last official report of registration to the Secretary of State to submit a
proposed charter amendment to the voters; and
WHEREAS, the City Council is authorized and directed by statute to submit the
proposed charter amendment to the voters;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS
FOLLOWS:
SECTION 1. That the City Council, pursuant to its right and authority, does order
submitted to the voters at the General Municipal Election to be held on November 3,
1998, the following question:.
Shall Sections 10.200-10.203 be added to the Anaheim City
Charter to require unresolved disputes concerning wages, hours,
or terms and conditions of employment between the City and the
labor organization representing city firefighters to be submitted to
a panel of three independent arbitrators to select the final offer of
either the City or the firefighters' organization which decision
would be imposed and become binding upon the City and the
firefighters?

is attached as Exhibit A.
