That the granting of .such variance will not be materially detrimental to the public welfare or injurious to the property or improvements in such vicinity and zone in which the property is located. · That the granging of such variance will not adversely affect the comprehensive general zoning plan. NOW~ THEREFORE~ BE IT RESOLVED by the City Council of the City of Anaheim that a conditional zoning variance be, and the same is hereby granted permitting a waiver of the minimum build- ing setback requirement of 10 feet (Section 18.38.050, Paragraph 2-A, of the Anaheim Municipal Code) and a waiver of the struc- tural height limitation (Section 18.38.050, Paragraph 3, of the Anaheim Municipal Code) to permit the expansion of the Keystone Savings & Loan Association building to three stories, on the property hereinbefore described, subject to the follow- ing conditions: i · That the sidewalks shall be repaired along Fair- haven Street, Crescent Avenue and Euclid Street, as required by the City Engineer and in accordance with standard plans and specifications on file in the Office of the City Engineer, prior to final building inspection. · That trash storage areas shall be provided in ac- cordance with approved plans on file in the Office of the Director of Public Works and Superintendent of Streets, prior to final building inspection. That a 36-inch decorative masonry wall shall be constructed along the Crescent Avenue frontage of subject property, which wall shall be set back 3 feet from the rear line of the sidewalk and said 3-foot strip of land between the sidewalk and said wall shall be landscaped. That plans for said landscaping shall be submitted to and approved by the Superintendent of Parkway Main- tenance, and that said landscaping shall be installed prior to final building inspection. · That a 6-foot decorative masonry wall shall be con- structed along the Fairhaven Street frontage of subject property, which wall shall be set back 3 feet from the rear line of the sidewalk, and shall be stepped down to 36 inches commencing at a point 15 feet south of the southerly right of way line of Crescent Avenue. That the 3-foot strip of land · · · · between the sidewalk and said wall shall be land- scaped; that plans for said landscaping shall be submitted to and approved by the Superintendent of Parlcway Maintenance, and that said landscaping shall be installed prior to final building in- spection. That the planting areas in the parking lot shall be landscaped; that plans for said landscaping shall be submitted to and approved by the Super- intendent of Parkway Maintenance, and that said landscaping shall be installed prior to final building inspection. That a 6-foot masonry wall shall be constructed along the southerly property lines, where adjacent to single-family residential zone property, which wall shall be constructed prior to final building inspect ion. That tree wells shall be provided at approximately 40-foot intervals in the Fairhaven Street and Crescent Avenue parkways abutting subject property; that plans for said tree wells and the plantings therein shall be submitted to and approved by the Superintendent of Parkway Maintenance; and that said tree wells shall be planted with trees prior to final building inspection. That the existing driveways shall be removed and/or replaced with standard curbs and gutters along Fair- haven Street, as required by the City Engineer and in accordance with standard plans and specifications on file in the Office of the City Engineer, prior to final building inspection. That this variance is granted subject to the com- pletion of Reclassification Proceedings No. 63-64-68 now pending. The City Council hereby reserves the right to revoke such variance permit for good cause or failure of said owner, its heirs, successors or assigns, to comply with the Anaheim Municipal Code and regulations and the conditions herein. Such variance is granted for the term prescribed by the Anaheim Municipal Code unless otherwise specified herein.
