purposes, on behalf of the public, as reco~mended by the City Engineer.

PLAII;ING CObR{ISSION ITEI~[S: Items from the City Planning Cormmission meeting of
September 29, 1975, which were reviewed by the City Council at their meeting of
October 14, 1975, and the recommendations of the City Planning Commission
sustained, were again submitted to the City Council pending any action prior to
the expiration of the 22-day appeal period. (See Council Minutes of
October 14, 1975, Page Nos. 75-932 through 75-934, Planning Conm~ission Item
l;os. 1 through 13.)
No further action was taken by the City Council relative to the Planning
Commission items submitted from the meeting of September 29, 1975.
RECEIPT OF IIEVISED ~OOD HAZARD AREA ~iAI'S: (National Flood Insurance Protection
Act) l[r. Don l~cDaniel reported that the Revised Flood Hazard Area ~.~ps ~ich
had been requested by the City of Anaheim, were presented by Michael Baker,
Jr., Inc. at a field ]]earing in the County held last week. The hazard area
shown on these revised maps is considerably reduced from that which was
originally indicated. ]{e advised that if these revised maps are not appealed
· within 14 weeks from notification by the City of acceptance, .they will become
official.
i'~. Bill Cunningham advised that it is staff's recommendation that the
~ps not be appealed since they do adequately define the flood area. It is
further~reco~nended that the City Council authorize transmittal to F.I.A. and

to purchase the flood hazard i~surancc, per the revised maps, and Mr.
Cunningham replied that although no actual measurements ~ave been taken~ ]~e
~ould estimate that the ,$1% of the City required to purchase saue on the
original set of maps has been red,~ced to approximately 5',].
Council..nan Seymour further inquired ~.~het~.~er tl~e City's ~aps ~oul,~! become
official through an administrative act, and specifically, ~.~hether there is any
ot!~er commission or comr~ittee of any ~3overnmental agency which has to approve
these.
?~r. Cunningham replied that it is his understanding that once the City
accepts the maps, notifies F.I.A. and Michael Baker, Jr., Inc., and assuming no
appeal, the maps would become official in approximately 1~, weeks. This ~zould be
a process handled by staff, the City of Anaheim being the only agency which
could appeal at this point.
Councilman Seymour stated that he was certainly glad to see this situation
resolved. The unfortunate part is that the original mistake on the ~aps has
caused citizens of Anaheim to pay approximately one-quarter million dollars in
flood insurance pre~'~iums for residential properties, exclusive of what
industrial and/or co~ercial property o~.rners l~ave paid.
i~'[r. Cunninghmn advised that F.I.A. has informed staff that individuals who
had purchased the insurance and are no longer sho~n in the Flood ltazard Zones
on the revised maps would be entitled to a refund, but that he did not kno~g
from what date. tie advised that they were told those ~o ~ished to uake such
application for rebate should contact their insurance agency or Fireman's Fund
~lirectly.

section of Ball Road and the Orange Freeway within the boundaries of the pro-
posed Ball-Freeway Annexation, will have no significant effect on the environ-
ment and declared subject project exempt from filing an environmental impact

to solicit charitable funds in the City of Anaheim from October 1, 1975 through
September 30, 1976, on behalf of Pride Equals Equality and Respectability,
inc., 40:]4 Franklin Avenue, San Diego, California, 92113, was presented for
Council~, . consideration, together with reports from the City Attorney's office,
~uszness License Division and Police Department.
~'L~yor Thom noted that the Business License Division has indicated they
l~ave received numerous complaints from citizens objecting to door-to-door
solicitation, ile recalled that it has been the Council's feeling in the past,
in order to keep door-to-door solicitations to a minimum, that only local
groups would be permitted to engage in this type of solicitation.
fir. Dave J. Davis, 4084 Franklin Avenue, San Diego, California, repre-
senting PRIDE, advised that his organization now has in the area a club and
counselor for children living in Anaheim. tie indicated that tttey do not wish
to sell candy door-to-door, but in shopping centers, banl:s, etc., with the per-
mission of the business itself.
Council ~fembers indicated they would be amenable to approving the permit
with the stipulation that there be no door-to-door sales.
~'~r. Lowry pointed out that the applicant requests a solicitation period of
one year, whereas the Anaheim ~[unicipal Code, Section 7.32.040, specifies that
such permit shall not be valid for a period of more than 60 days fro:a date of
issuance.
On motion by Councilman Thom, seconded by Councilman Pebley, the City
Council approved solicitation permit for Pride Equals Equality and
Respectability, Inc., to solicit in the City of Anaheim for a period of 60 days
with the provision that there be no door-to-door solicitation. Council Members

of the $25 parade permit fee in connection with the Bike-A-Thon to be held

previous request for waiver of parade permit fee which was granted by tile City
Council.
On motion by Councilman Seymour, seconded by Councilman Pebiey, the City
Council waived the ~25 parade permit fee in connection with the ~,iarch of Dimes
