A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 2:20 p.m. on May 19, 1995 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency
to order at 6=05 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the
amount of $265,850.54 for the period ending May 19, 1995, in accordance with
the 1994-95 Budget, were approved.
ADDITIONS TO THE AGENDA: There were no additions to agenda items.
ITEMS OF PUBLIC INTEREST! No items of public interest were addressed.
PUBLIC COMMENTS - AGENDA ITEMS~ There were no public comments on
Redevelopment Agency agenda items.
CONSENT CALENDAR ITEMS 1-3; on motion by Chairman Daly, seconded by
Agency Member Zemel, the following actions were authorized in accordance with
the reports and recommendations furnished each Agency Member and as listed on
the Consent Calendar Agenda.

123: Approving an Amendment to Subordination Agreement with Hyrail
Partners II LP and Commercial Center Bank, regarding the option to
purchase real property (Hyrail Partners II, Self Storage); and
authorizing the Executive Director to execute said Agreement on
behalf of the Agency.

161: Approving the Downtown Community Center Master Plan Phase I
(Community Center is located at Center Street and Philadelphia
Street).
Lisa Stipkovich, Executive Director of Community Development. Relative to the
downtown community center, during the March 28, 1995 workshop, an issue arose
regarding the placement of the gymnasium and what side of the street would be
most appropriate. As a result of the meeting, she has met with the YMCA ("Y")
and Boys and Girls Club, the organizations most involved in the issue
regarding the gym. She would like to present tonight an alternative staff
believes is acceptable to both the "Y" and Boys and Girls Club and recommended
by staff. She asked Wendy Rogers from Leason Pomeroy Associates to give a
brief overview of the new proposed Master Plan.
Wendy Rogers, Leason Pomeroy Associates (LPA). When they last met (see
minutes of March 28, 1995), they presented two alternatives for the Master
Plan. Since that time, a Usage Study Plan has been completed resulting in a
revised scheme. For the most part, it is the same scheme presented to the
Agency previously. She then explained the modification working from a posted

site plan (also see joint staff Report from the Community Development/Parks,
Recreation and Community Services Departments dated 5/23/95 with attachments).
With the change, to be able to come over to the west side of the street will
allow the gym, boxing club and downtown center at the north to be a completed
element as Phase 1.
Mayor Daly. This is the first time the Agency has seen some of the revisions.
He suggested that they ask their questions this evening and try to understand
all the pertinent details but that they not make a final decision authorizing
the detail drawings until the meeting of June 6, 1995.
Agency Member Feldhaus. The Arts Council has commented to him that they feel
they have lost a lot of space and their needs are much greater. There was
also some question as to the future residential designation on the east side
of Philadelphia Street and why a portion of that could not be used for future
growth and development of the community center itself.
Lisa Stipkovich. Mark Deven can answer relative to the Arts Council, but with
regard to residential, that is just a potential use. They can make that open
space for now and they would not be dealing with that as a policy issue in the
Master Plan.
Mark Der.n, Recreation/Community Services Superintendent. They are in the
process right now of surveying the Arts Council members and by May 31 will
have all of their requests in writing for use of the space in the community
center. It appears at this point that most of the arts groups projected use
can either be accommodated in the two art workshops or the multi-purpose
facilities that are part of the downtown Community center. He will confirm
that when they get back to the Agency in two weeks.
Agency Member Feldhaus. He feels the City has been remiss in addressing the
needs of the arts and that serious consideration should be given to those
needs.
Wendy Rogers. She confirmed for the Chairman that the downtown center, boxing
club and gymnasium are in Phase 1. The YMCA, theater and Boys and Girls Club
are slated as Phase 2, 3, or potentially 4.
MOTION. Agency Member Daly moved to continue this matter for two weeks.
Agency Member Zemel seconded the motion. MOTION CARRIED.

April 25, 1995, and May 2, 1995.
