A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY (I) APPROVING AND AUTHORIZING THE
EXECUTION OF THE MASTER DEVELOPMENT
AGREEMENT BY AND AMONG THE CITY OF
ANAHEIM, THE ANAHEIM REDEVELOPMENT AGENCY
AND FOREST CITY DEVELOPMENT CALIFORNIA, INC.
AND (H) MAKING CERTAIN FINDINGS RELATED
THERETO.
WHEREAS, the City of Anaheim (the "City") owns a large portion of that real property in the
City surrounding the facility known as "Edison International Field of Anaheim" that is generally
bounded by the 57 Freeway to the East, Orangewood Avenue to the South, State College
Boulevard to the West and the rail lines south of Katella Avenue to the North (the "Greater
Stadium Area"); and
WHEREAS, a portion of the Greater Stadium Area has been designated the "Sportstown Site;"
and
WHEREAS, the Sportstown Site is situated within the Anaheim Stadium Disaster Recovery
Redevelopment Project (the "Redevelopment Project") which was adopted by the City Council of
the City on August 9, 1994; and
WHEREAS, the City Council of the City approved Area Development Plan No. 120 ("ADP No.
120") for the Sportstown Site describing uses which may include, among other things, office
buildings and hotel, exhibition, retail, dining and entertainment facilities (the "Sportstown
Project"); and
WHEREAS, in conformance with the requirements of the California Environmental Quality Act
("CEQA"), the City Council of the City duly certified Final Environmental Impact Report No. 320
("FEIR No. 320") for ADP No. 120; and
WHEREAS, in connection with the certification of FEIR No. 320, the City Council of the City
adopted (i) that certain Statement of Findings and Facts and Statement of Overriding
Considerations and (ii) that certain Mitigation Monitoring Program No. 092, both as are set forth
in Resolution No. 96Ro125 of the City Council of the City dated July 9, 1996; and
WHEREAS, FEIR No. 320 is a "Project EIR" as described in Section 15161 of the State CEQA
Guidelines and, as such, examined all phases of the Sportstown Project, including planning,
construction and operation, as incorporated in ADP No. 120; and
