A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 2:45 p.m. on February 19, 1993 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency
to order at 5:21 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY: No figures were
available for this meeting (will be reported at a later date).
PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on
Redevelopment Agency agenda items.
ITEMS OF PUBLIC INTEREST:
Reverend Henry W. Hearns, Pastor, First Baptist Church Lancaster (also Vice
Mayor of the City of Lancaster) 44933 N. Fern Avenue, Lancaster, 93534. He is
present to address Set Free Ministries. He urged the Agency/Council to do
what is right for the best of the City. Set Free is responsible for restoring
many old homes in the downtown area and Set Free working in the City's behalf
helps to clean up graffiti. The ministry is also involved in neighborhood
clean up and has received Beautification Awards and Community Service Awards.
To put Set Free out of the City is to invite graffiti and gangs in. He
reiterated he wants to encourage the Agency/Council tonight to make a decision
in favor of supporting the Set Free Ministry.
Frank Eiclor, President of Shalom International. He is known as the Christian
Activist across the country combating anti-semitism and bigotry. There is a
spiritual vacuum cleaner in Anaheim reaching out to the addicts, prostitutes,
the homeless - major problems in the City - it is the Set Free Ministry.
Larry Hughes, Team Leader, LZ Set Free VET Center, Set Free Ministry. For the
last 18 years, he has been searching to find a place to help Vietnam Veterans.
Pastor Aguilar of Set Free opened his doors to them. He feels his
constitutional right and freedom of religion is being taken away from him.
They need Set Free for the many veterans that are out there. There is no
place around that is helping, but Set Free. He thereupon submitted a letter
dated February 20, 1993 which he sent to the President relative to the
situation asking for his help (made a part of the record).
Pastor Phil Aguilar, Set Free Church. He first pointed out the relationship
the City has had with Set Free. They are no strangers to each other. The
reason he is present is not so much that the church is being asked to move
from their present facility that bothers him, but the timing. The church just
finished moving in. A Fire Inspector went to the facility representing the
City and the Building Code Department. At the time he (Aguilar) asked if they
brought the building up to code, would they be able to stay. The inspector
said yes. They then spent thousand of dollars in doing so and the day they
moved their phones from the other facility they received a notice from
Rob ZurSchmiede, Property Services Manager for the Redevelopment Agency, that

they were being evicted in 90 days. He is asking for an extension until they
find a place to move. He has successfully operated Set Free for 12 years in
the City without any City, State or Federal funding. He has worked hand in
hand with three prior Mayors helping to rid the City of drugs, crime and
graffiti. Steve Swaim, the City's Gang and Drug Director, said that the only
ones in the City working with gangs is Set Free. He feels Set Free's troubles
did not seem to begin until Tom Daly was running for Mayor of the City. As
well, Council Member Pickler was quoted as saying the Set Free Christian
Fellowship Ministry was marring the City's redevelopment efforts and urged
that the ministry move out of its downtown locations. (He also read other
quotes by Council Member Pickler.) He then reiterated all of the good things
that Set Free has done to assist the City and the community. They have been
asked to move three times since Mayor Daly became Mayor. In their current
facility, they have spent a great deal of money bringing it up to code
believing they had an agreement with the City. They try their best to work
with the City and the Mayor. He urged the City's assistance.
CONSENT CALENDAR ITEMS 1 - 4: On motion by Agency Member Pickler, seconded by
Agency Member Simpson, the following actions were authorized in accordance
with the reports and recommendations furnished each Agency Member and as
listed on the Consent Calendar Agenda. Council Member Feldhaus was absent.
1. 123: Approving an Agreement with Anita M. and Robert D. Zantos, West
Coast Performance Products (U.S.A.), Inc., and City of Anaheim, and approving
Basic Concept Drawings for the project.
2. 123: Approving the First Amendment to Agreement with Williamson and
Schmid, in the amount of $100,000 for civil engineering services; extending
the term of the Agreement to June 30, 1994; and authorizing the Chairman and
Secretary to execute the Agreement on behalf of the Agency.
3. 123: Approving the Third Amendment to Agreement with the SWA Group, in
the amount of $100,000 for landscape architectural and planning services;
extending the term of the Agreement to June 30, 1994; and authorizing the
Chairman and Secretary to execute the Agreement on behalf of the Agency.
4. 123: Approving a Negotiating Agreement with Kaufman and Broad, and
authorizing the Executive Director to execute the Agreement and negotiate for
the development rights of Area 5 (Area 5 is approximately 20 acres in size and
is bounded by Lincoln Avenue on the north, East street to the east, Broadway
to the south and the Atchison, Topeka and Santa Fe railroad right-of-way to
the west).

ADJOURNMENT: Agency Member Daly moved to adjourn, Agency Member Pickler
seconded the motion. Agency Member Feldhaus was absent. MOTION CARRIED.
