A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 12:16 p.m. on June 11, 1993 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency
to order at 5:26 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$94,082.82 for the period ending June 11, 1993, in accordance with the 1992-93
Budget, were approved.
ITEMS OF PUBLIC INTEREST:
George McClaren. He submitted two additional petitions to the Council
regarding opposition to the closure of Claudina Street to two-way traffic and
urging the Agency to again open Claudina Street between Lincoln and Center
Streets to two-way traffic since it is a main artery for seniors living on
Claudina, seniors using the downtown senior center and those living in the
Anaheim Memorial Apartments. (Also see Council minutes of May 18, 1993 and
Agency minutes of May 25, 1993 where Mr. McClaren previously explained the
senior's concern and opposition to limiting Claudina to one-way traffic.)
He noted that staff members Richard Bruckner, Redevelopment/Economic
Development Manager and John Lower, Traffic and Transportation Manager
attended the Senior Citizen Commission meeting last Thursday. He reported on
what transpired at the meeting as well as alternatives discussed. At the
conclusion of his presentation, he urged the Agency to restore the old traffic
pattern to Claudina. It was also suggested that Philadelphia Street be opened
at Lincoln one way south which would help relieve the situation. He believes
the residents would be in favor of that.
Chairman Daly. He reassured Mr. McClaren they will continue to monitor the
situation and look for available solutions.
Fern Wilson, 200 East Lincoln, (also see Council minutes of May 18, 1993 and
Agency minutes of May 25, 1993 where Mrs. Wilson previously explained the
senior's concern and opposition to limiting Claudina to one-way traffic). She
also reported on the meeting with staff on last Thursday at the Senior Citizen
Commission meeting. One of the suggestions was to knock a hole in the
Senior's parking lot fence to the alley. Since it is a secured parking lot,
she does not know if they need to put up a security gate, but if so, is
concerned who would pay for maintenance of the gate. They do not want that
obligation. She reiterated many of the concerns that were reported in the
past and urged the reopening of Claudina to two-way traffic.
Lisa Stipkovich, Executive Director of Community Development. It was her
understanding they were exploring the various alternatives in order to find
out whether they are acceptable to the Senior Citizen Center as well as to the
residents in the area. It was further her understanding they were going to
come back to the next meeting on July 8th to see if any of the alternatives

would or would not be a solution and after that meeting staff will be making a
recommendation to the Agency/Council on the ultimate decision whether to leave
the change in place or not. The other alternative was opening Philadelphia
Street one way south. She reiterated she thought they were still in the
discussion stages on other alternatives and if they are acceptable, to come
back with a final report after the meeting of July 8.
PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on
Redevelopment Agency agenda items.
CONSENT CALENDAR ITEMS 1 and 2: On motion by Agency Member Daly, seconded by
Agency Member Simpson, the following actions were authorized in accordance
with the reports and recommendations furnished each Agency Member and as
listed on the Consent Calendar Agenda. Agency Member Daly offered Resolution
No. ARA93-11 for adoption. Refer to Resolution Book.
1. 139: RESOLUTION NO. ARA93-11: A JOINT RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ANAHEIM AND THE ANAHEIM REDEVELOPMENT AGENCY PROTESTING THE STATE
LEGISLATURE'S SCHEME SET FORTH IN SENATE BILLS 617 AND 844 WHICH REDIRECTS
LOCAL REDEVELOPMENT PROPERTY TAX INCREMENT TO FUND CONSTITUTIONALLY MANDATED
OBLIGATIONS OF THE STATE AND DIRECTING THAT CERTAIN ACTIONS BE TAKEN WITH
REGARD THERETO.
