A complete copy of the agenda for the meeting of the Anaheim Redevelopment
Agency was posted at 3:35 p.m. on January 24, 1992 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency
to order at 5:30 p.m.
MINUTES: Agency Member Simpson moved to approve the minutes of the regular
meetings held January 7 and January 14, 1992. Agency Member Ehrle seconded the
motion. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of
$206,307.00 for the period ending January 17, 1992 and $120,402.53 for the
period ending January 24, 1992, in accordance with the 1991-92 Budget, were
approved.
PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on Redevelopment
Agency agenda items.
PUBLIC COMMENTS - NON AGENDA ITEMS: No public comments were addressed.
CONSENT CALENDAR ITEMS: On motion by Agency Member Pickler, seconded by Agency
Member Ehrle, the following actions were authorized in accordance with the
reports and recommendations furnished each Agency Member and as listed on the
Consent Calendar Agenda. Agency Member Pickler offered Resolution No. ARA92-2
for adoption. Refer to Resolution Book.
1. Receiving and filing a written disclosure from Bob Messe regarding a
financial interest in the redevelopment area located at 3445 E. La Palma.
2. RESOLUTION NO. ARA92-2: A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY
AUTHORIZING FORMATION OF A JOINT POWERS AUTHORITY WITH THE CITY OF ANAHEIM.
Approving the Anaheim Public Financing Authority Joint Exercise of Powers
Agreement between the Anaheim Redevelopment Agency and the City, and
authorizing execution of said agreement by the Mayor and City Clerk.
3. Awarding the contract to the lowest and best responsible bidder, Sanders
Engineering Co., in the amount of $99,970 for the plumbing portion of tenant
improvements for City Hall West (Koll Anaheim Center, Phase I), and in the
event said low bidder fails to comply with the terms of the award, awarding the
contract to the second low bidder, as well as waiving any irregularities in the
bids of both the low and second low bidders.

Awarding the contract to the lowest and best responsible bidder, Anderson &
Howard Electric, Inc., in the amount of $1,237,618 for the electrical portion
of tenant improvements for City Hall West (Koll Anaheim Center, Phase I), and
in the event said low bidder fails to comply with the terms of the award,
awarding the contract to the second low bidder, as well as waiving any
irregularities in the bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Kilian Fire
Sprinkler Corp., in the amount of $151,000 for the fire protection portion of
tenant improvements for City Hall West (Koll Anaheim Center, Phase I), and in
the event said low bidder fails to comply with the terms of the award, awarding
the contract to the second low bidder, as well as waiving any irregularities in
the bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Heart Drywall,
Inc., in the amount of $408,000, for the dry wall portion of tenant
improvements for City Hall West (Koll Anaheim Center, Phase I), and in the
event said low bidder fails to comply with the terms of the award, awarding the
contract to the second low bidder, as well as waiving any irregularities in the
bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Control Air
Conditioning Corp., in the amount of $678,864, for the HVAC portion of tenant
improvements for City Mall West (Koll Anaheim Center, Phase I), and in the
event said low bidder fails to comply with the terms of the award, awarding the
contract to the second low bidder, as well as waiving any irregularities in the
bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Elljay
Acoustics, in the amount of $252,992 for the acoustical ceilings portion of
tenant improvements for City Hall West (Koll Anaheim Center, Phase I), and in
the event said low bidder fails to comply with the terms of the award, awarding
the contract to the second low bidder, as well as waiving any irregularities in
the bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Commercial
Mill and Door Corp., in the amount of $630,970 for the millwork portion of
tenant improvements for City Hall West (Koll Anaheim Center, Phase I), and in
the event said low bidder fails to comply with the terms of the award, awarding
the contract to the second low bidder, as well as waiving any irregularities in
the bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Olympia Glass
and Metal, Inc., in the amount of $55,646 for the glass and glazing portion of
tenant improvements for City Hall West (Koll Anaheim Center, Phase I), and in
the event said low bidder fails to comply with the terms of the award, awarding
the contract to the second low bidder, as well as waiving any irregularities in
the bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Facilitec
Interiors, in the amount of $546,000 for the floor covering portion of tenant
improvements for City Hall West (Koll Anaheim Center, Phase I), and in the

event said low bidder fails to comply with the terms of the award, awarding the
contract to the second low bidder, as well as waiving any irregularities in the
bids of both the low and second low bidders. (See below - this bid was not
awarded).
Lisa Stipkovich, Executive Director of Community Development. Relative to the
award of contract for the floor covering portion of the tenant improvements
(above), due to some comments and the latest information received, staff is
requesting that this item be removed at this time to allow an opportunity for a
discussion with the bidders.
The contract on the floor covering portion of tenant improvements for City Hall
West (Koll Anaheim Center, Phase 1) was not awarded at this time.
Awarding the contract to the lowest and best responsible bidder, Professional
Restoration Services, Inc., in the amount of $198,750, for the painting and
wall covering portion of tenant improvements for City Hall West (Koll Anaheim
Center, Phase I), and in the event said low bidder fails to comply with the
terms of the award, awarding the contract to the second low bidder, as well as
waiving any irregularities in the bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Charles
McCandless Tile Co., Inc., in the amount of $67,982 for the ceramic tile
portion of tenant improvements for City Hall West (Koll Anaheim Center, Phase
I), and in the event said low bidder fails to comply with the terms of the
award, awarding the contract to the second low bidder, as well as waiving any
irregularities in the bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Cookson Door
Sales, in the amount of $4,672 for the overhead doors portion of tenant
improvements for City Hall West (Koll Anaheim Center, Phase I), and in the
event said low bidder fails to comply with the terms of the award, awarding the
contract to the second low bidder, as well as waiving any irregularities in the
bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder, Stumbauth &
Associates, Inc., in the amount of $10,177.40 for the toilet
accessories/partitions portion of tenant improvements for City Hall West (Koll
Anaheim Center, Phase I), and in the event said low bidder fails to comply with
the terms of the award, awarding the contract to the second low bidder, as well
as waiving any irregularities in the bids of both the low and second low
bidders.
Awarding the contract to the lowest and best responsible bidder, Pugliese
Interior Systems, Inc., in the amount of $47,288 for the computer flooring
portion of tenant improvements for City Hall West (Koll Anaheim Center,
Phase I), and in the event said low bidder fails to comply with the terms of
the award, awarding the contract to the second low bidder, as well as waiving
any irregularities in the bids of both the low and second low bidders.

Tenant Development Corp., in the amount of $60,056 for the window coverings
portion of tenant improvements for City Hall West (Koll Anaheim Center, Phase
I), and in the event said low bidder fails to comply with the terms of the
award, awarding the contract to the second low bidder, as well as waiving any
irregularities in the bids of both the low and second low bidders.
