Sohl EXECUTIVE DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at 2:45 p.m. on February 21, 1992 at the Civic Center kiosk, containing all items as shown herein. Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency to order at 5:45 p.m. FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY in the amount of $72,066.05 for the period ending February 14, 1992 and $1,071,829.27 for the period ending February 21, 1992, in accordance with the 1991-92 Budget, were approved. PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on Redevelopment Agency agenda items. ITEMS OF PUBLIC INTEREST: No items of public interest were addressed. CONSENT CALENDAR ITEMS: On motion by Agency Member Hunter, seconded by Agency Member Pickler, the following actions were authorized in accordance with the reports and recommendations furnished each Agency Member and as listed on the Consent Calendar Agenda. Agency Member Hunter offered Resolution Nos. ARA92-4 and ARA92-5 for adoption. Refer to Resolution Book. 1. 161: RESOLUTION NO. ARA92-4: A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY DETERMINING THE AMOUNT WHICH THE AGENCY IS EXCUSED FROM DEPOSITING IN THE LOW AND MODERATE INCOME HOUSING FUND FOR THE 1990-1991 FISCAL YEAR ON ACCOUNT OF REDEVELOPMENT PROJECT ALPHA; AND FINDING AND DETERMINING THAT LESS THAN TWENTY PERCENT (20%) OF THE TAXES ALLOCATED TO THE AGENCY PURSUANT TO HEALTH AND SAFETY CODE SECTION 33670 IS THE AMOUNT REQUIRED TO BE FUNDED BECAUSE THE REQUIREMENTS OF HEALTH AND SAFETY CODE SECTION 33334.2(a)(3) HAVE BEEN MET. 2. 177: RESOLUTION NO. ARA92-5: A RESOLUTION OF THE ANAHEIM REDEVELOPMENT AGENCY ADOPTING RESIDENTIAL DESIGN GUIDELINES FOR AFFORDABLE HOUSING DEVELOPMENT. 92-13 Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY February 25, 1992, 5:00 P.M. Agency Member Daly commended staff on the Residential Design Guidelines submitted (see Residential Design Guidelines - the City of Anaheim Affordable Housing Development - final draft, December, 1991 - guidelines and process intended to apply to the Density Bonus Program, Senior Housing Ordinance, Housing Set A Side funds, sale of City surplus property for affordable housing, other zoning or discretionary actions). These guidelines are to be used for all future affordable projects built in the City with any kind of public financing or public involvement. These will be used for the Housing Authority and many other housing projects. It is an excellent plan and he looks forward to better designed projects in the future. Agency Members concurred that the plan is an excellent one. Roll Call Vote on Resolution Nos. ARA92-4 and ARA92-5 duly passed and adopted. 3. 123: Approving the First Implementation Agreement to Disposition and Development Agreement with Ron M. and Bettyjack F. Waltz, to extend the time to complete construction of the Grimm house at 194 N. Vintage Lane. 4. 161: Approving the conceptual drawings for the Central Anaheim Child Care Center. Lisa Stipkovich, Executive Director of Community Development. The Agency is being asked to approve the concept plans for the subject property tonight. Betsy Dougherty, architectural firm of Dougherty & Dougherty is present to give a brief overview. Agency Member Daly posed questions asking if every effort will be made to coordinate the design of the new buildings with the existing train station so that they will be unified. He noted that the roof line on the two additional buildings is flat and he was concerned about that. Lisa Stipkovich. In creating the project, a lot of attention was given to the fact that they were dealing with an historical building. When adding on, the preference is to not have the new building replicate the old, but seen as something separate. Betsy Dougherty, Dougherty & Dougherty Architect - Planning - Interior Design, Rancho Cucamonga. They looked at three different approaches to the addition. They did work closely with ELS, the architect for the remodel of the existing train station now under construction and to specifically address the ideas of how much they wanted to replicate the train station, or do something dramatically different. They ended up with something in between which was of a smaller scale so as not to detract from the significance of the historical building, but at the same time being compatible with some of the features of 92-14 Anaheim Civic Center, ANAHEIM REDEVELOPMENT AGENCY February 25, 1992, 5:00 P.M. the building but not to compete with it. The roof line was a deliberate effort to let the existing building "shine" and to make it come together as one facility. Agency Member Daly stated it was a beautiful design. He asked for clarification that construction will start on the building in May; Mrs. Stipkovich. The plan is to have the project completed by November of this year. The City is working on an operator for the center which she believes has been selected, the YWCA of Central Orange County, the non-profit operator for the facility. The Agency has budgeted the money to fund the project. As the Agency will recall, the restoration of the historical portion was paid for by Lincoln Properties and they are about 70% complete with the restoration project. 5. 161: Authorizing the preparation of an environmental impact report, specific plan, and related documents, at a cost of $375,000 for future consideration of amendments to the City's General Plan and the Project Alpha Redevelopment Plan based on the preferred land use alternative for the Northeast Industrial Area. 6. 175: Awarding the contract to the lowest and best responsible bidder Facilitec Interiors for Business, Inc., in the amount of $546,000 for tenant improvement floor covering for City Hall West - Koll Anaheim Center, Phase I; in the event said Iow bidder fails to comply with the terms of the award, awarding the contract to the second Iow bidder, as well as waiving any irregularities in the bids of both the iow and second iow bidders.
