A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency
was posted at 4:30 p.m. on March 20, 1992 at the Civic Center kiosk, containing
all items as shown herein.
Chairman Hunter called the regular meeting of the Anaheim Redevelopment Agency to
order at 5:35 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY AUTHORITY in the
amount of $388,629.65 for the period ending March 20, 1992, in accordance with
the 1991-92 Budget, were approved.
PUBLIC COMMENTS - AGENDA ITEMS:
Mr. L. Poindexter spoke on Agency Item 11 (see discussion under that item).
ITEMS OF PUBLIC INTEREST: No items of public interest were addressed.
CONSENT CALENDAR ITEMS 1-11: On motion by Agency Member Hunter, seconded by
Agency Member Pickler, the following actions were authorized in accordance with
the reports and recommendations furnished each Agency Member and as listed on the
Consent Calendar Agenda.
1. 175: Approving a Notice of Completion of the construction of the Koll
Anaheim Center Development (City Hall West Component) by Macco Constructors for
construction of precast concrete piling, and authorizing the Chairman to sign and
the Secretary to file said Notice of Completion.
2. 161: Approving a Notice of Completion of the construction of the Koll
Anaheim Center Development (Sitework Component) by Mesa Contracting for
construction of sitework demolition, and authorizing the Chairman to sign and the
Secretary to file said Notice of Completion.
3. 161: Approving a Notice of Completion of the construction of the Koll
Anaheim Center Development (Agency 295 Parking Structure Component) by IPS
Services for construction of pavement marking, and authorizing the Chairman to
sign and the Secretary to file said Notice of Completion.
4. 161: Approving a Notice of Completion of the construction of the Koll
Anaheim Center Development (Agency 295 Parking Structure Component) by CMF, Inc.,
for construction of sheet metal, and authorizing the Chairman to sign and the
Secretary to file said Notice of Completion.
5. 161: ApprovIng a Notice of Completion of the construction of the Koll
Anaheim Center Development (Agency 295 Parking Structure Component) by Crown
Fence Company for construction of chain-link fence, and authorizing the Chairman
to sign and the Secretary to file said Notice of Completion.
6. 161: Approving a Notice of Completion of the construction of the Koll
Anaheim Center Development (Agency 295 Parking Structure Component) by The Tanner
Companies for construction of precast concrete, and authorizing the Chairman to

sign and the Secretary to file said Notice of Completion.
7. 161: Approving a Notice of Completion of the construction of the Koll
Anaheim Center Development (Agency 295 Parking Structure Component) by Dorst and
Dryden for construction of glass and glazing, and authorizing the Chairman to
sign and the Secretary to file said Notice of Completion.
8. 161: Approving a Notice of Completion of the construction of the Koll
Anaheim Center Development (Agency 295 Parking Structure Component) by Amtech
Reliable Elevator Company for construction of elevators, and authorizing the
Chairman to sign and the Secretary to file said Notice of Completion.
9. 161: Approving a Notice of Completion of the construction of the Koll
Anaheim Center Development (Agency 295 Parking Structure Component) by Calinco
Corporation for construction of finish hardware, and authorizing the Chairman to
sign and the Secretary to file said Notice of Completion.
10. 123: Approving the First Amendment to Agreement with Warkentin Wraight
Architects, to increase compensation by $50,000 to a total not to exceed $150,000
and to extend the term of the Agreement to June, 1993.
Approving the assignment of Agreement for services to Steven Wraight - design
guidelines, project critiques and miscellaneous reviews.
11. 175: Award of Contracts (3) for the Tenant Improvement Information Systems
Package for City Hall West which is part of Koll Anaheim Center, Phase I as
follows:
Awarding the contract to the lowest and best responsible bidder Federal
Communication Contractors, Inc., in the amount of $247,209.84 for tenant
improvement telecommunications/distribution systems, and in the event said low
bidder fails to comply with the terms of the award, awarding the contract to the
second low bidder, as well as waiving any irregularities in the bids of both the
low and second low bidders.
Awarding the contract to the lowest and best responsible bidder Fibermux
Corporation, in the amount of $175,623 for tenant improvement concentrator hub
system, and in the event said low bidder fails to comply with the terms of the
award, awarding the contract to the second low bidder, as well as waiving any
irregularities in the bids of both the low and second low bidders.
Awarding the contract to the lowest and best responsible bidder Cabletron Systems
Inc., in the amount of $73,476.78 for tenant improvement router system, and in
the event said low bidder fails to comply with the terms of the award, awarding
the contract to the second low bidder, as well as waiving any irregularities in
the bids of both the low and second low bidders.
Mr. Lonnie Poindexter, Cabletron Systems. He is registering a formal protest on
the bid specification for networking hardware. They feel the bid specifications
had not been followed as to what the City requested. He then registered concern
relative to a number of items. He briefed the Council on the items of concern -
Item 2.1, 2.72 and 2.7.2. He then made his recommendations on what he felt
should be done before making a decision on a project of the magnitude involved.
Lisa Stipkovich, Executive Director of Community Development. A task force was
put together consisting of not only Koll Company as Lead Manager, but also the
various consultants working on the communication system as well as a separate

consultant to the Data Processing Department. She then asked Mr. Chris Larson,
R.W.R. Pasco, the Electrical Engineer on the project to respond to the comments
because they have spent quite a bit of time reviewing all the bid packages and
are recommending that the bid be awarded to the identified low bidder, Fibermux.
Chris Larson, Pasco Engineering. He headed up the telecommunications engineering
for both the distribution and electronics to be chosen for the LAN Networks for
the new building. They retained Orbcom as another consultant to do the
electronics portion. They spent about 30 days evaluating the responses to the
contractor bid specifications and see no reason why the three low bidders should
not be awarded these contracts tonight.
