Sohl EXECUTIVE DIRECTOR OF COMMUNITY DEVELOPMENT: Lisa Stipkovich A complete copy of the agenda for the meeting of the Anaheim Housing Authority was posted at 11:30 a.m. on September 6, 1996 at the Civic Center Kiosk, containing all items as shown herein. Chairman Daly called the regular meeting of the Anaheim Housing Authority to order at 5:54 p.m. FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of $6,084.56 for the period ending August 26, 1996, $12,503.80 for the period ending September 3, 1996 and $3,388.65 for the period ending September 9, 1996, in accordance with the 1996-97 Budget, were approved. ADDITIONS TO THE AGENDA: There were no additions to agenda items. ITEMS OF PUBLIC INTEREST: No items of public interest were addressed. PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on Housing Authority Agenda items. CONSENT CALENDAR ITEMS t - 2: On motion by Chairman Daly, seconded by Authority Member Zemel the following actions were authorized in accordance with the reports and recommendations furnished each Authority Member and as listed on the Consent Calendar Agenda. , 177: Authorizing the Executive Director to start preliminary negotiation with Federal Deposit Insurance Corporation regarding 2828 West Ball Road, Anaheim (Olive Plaza). Submitted was report dated September 10, 1996 from Bertha Chavoya, Housing Manager recommending starting preliminary negotiations with FDIC regarding 2828 West Ball Road (Olive Plaza). Authority Member Feldhaus posed a number of questions relating to the proposal which did not have to be answered tonight but certainly before getting started with negotiations with the FDIC, such questions as, what the costs will be to rehabilitate the property, who will manage the property, the motive for a public agency getting involved, vacancy factor, market rental rate, appraised value, etc. Lisa Stipkovich, Executive Director of Community Development. She gave brief answers to some of the questions posed and explained that staff has problems with some of the issues broached as well; however, the Due Diligence period will give an opportunity to analyze those issues. If the proposal does not make sense after Due Diligence, staff will not recommend moving forward. If it does, staff is proposing that they influence who will become the owner, control the level of rehabilitation, the type of management, amenities and the physical improvements. The Authority is acting only as a pass through. She feels it is a unique opportunity and it is the only property being offered to the Authority by the FDIC subject to review of all of the issues to make sure there is adequate reason for the authority to be involved in the first place. She explained for Council Member Feldhaus that this is a problem property and it is not in good shape. That fact causes it to have a high vacancy and crime rate and the neighborhood has come to them recommending that something be done. Staff will certainly answer all of the questions. Chairman Daly asked, under the most aggressive schedule, what type of time frame they are looking at to acquire and rehabilitate the property and how much City funding is necessary. Lisa Stipkovich. In the 60-day Due Diligence period, an owner will be identified. She estimates 90 days or longer. Within the time frame of about six months, a new owner could take over and start the rehabilitation and correct the other social problems. Relative to City funding, she does not have an answer at this time, but the hope is it will be very little or none. . 177: Approving minutes of the Anaheim Housing Authority meeting held August 13, 1996, and August 20, 1996.
