A complete copy of the agenda for the meeting of the Anaheim Housing Authority was posted at 2:55
p.m. on October 18, 1996 at the Civic Center Kiosk, containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Housing Authority to order at 8:17 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of $1,074.81
for the period ending October 14, 1996 and $13,359.49 for the period ending October 21, 1996, in
accordance with the 1996-97 Budget, were approved.
ADDITIONS TO THE AGENDA: There were no additions to agenda items.
ITEMS OF PUBLIC INTEREST: No items of public interest were addressed.
PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on Housing Authority
Agenda items.
CONSENT CALENDAR ITEMS t - 3: On motion by Chairman Daly, seconded by Authority Member
Zemel the following actions were authorized in accordance with the reports and recommendations
fumished each Authority Member and as listed on the Consent Calendar Agenda.
123: Appreving a Cooperation Agreement between the Authority and the City to clarify the roles
of the Authority and City, and their ability to enter into Agreements with third parties to provide
services.
Chairman Daly asked if there were any changes proposed to the ability of the Housing Authority
Executive staff to enter into agreements on behalf of the City or is it the same as in the past.
Usa Stipkovic, h, Executive Director of Community Development. This agreement will cladfy the fact that
the City Manager can enter into agreements. According to the City Attomey's Office, the agreement
would more clearly define that the City Manager could do so on behalf of the Housing Authority. She
does not believe it is a change in prectice. She also answered a question posed'by Agency Member
Feldhaus confirming that, relative to salaries (Pg. 5 of the agreement), Authority staff does not get paid
twice (by the City and the Authority). The wording should indicate the City pays all the staff and the
Housing Authority reimburses the City for the dollars.

123: RESOLUTION NO. AHA96.5: A RESOLUTION OF THE ANAHEIM HOUSING
AUTHORITY APPROVING THE FIRST AMENDMENT TO DISPOSITION AND
DEVELOPMENT AGREEMENT WITH SOUTH OF ROMNEYA HOUSING PARTNERS, L. P. IN
CONNECTION WITH THE SOUTH OF ROMNEYA REVITALIZATION PROJECT.
3. 177: Approving minutes of the Anaheim Housing Authority meeting held October 1, 1996.
