A complete copy of the agenda for the meeting of the Housing Authority was
posted at 11:17 a.m. on October 13, 1995 at the Civic Center kiosk, containing
all items as shown herein.
Authority Member Daly called the regular meeting of the Anaheim Housing
Authority to order at 5:50 p.m.
FIN~%NCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the
amount of $29,424.09 for the period ending October 13, 1995, in accordance
with the 1995-96 Budget, were approved.
ADDITIONS TO THE AGENDA: There were no additions to agenda items.
ITEMS OF PUBLIC INTEREST: No items of public interest were addressed.
PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on
Housing Authority Agenda items.
CONSENT CALENDAR ITEMS 1-2: On motion by Authority Member Daly,
seconded by Authority Member Zemel the following actions were authorized in
accordance with the reports and recommendations furnished each Authority
Member and as listed on the Consent Calendar Agenda.

123: RESOLUTION NO. AHA95-4: A RESOLUTION OF THE ANAHEIM HOUSING
AUTHORITY APPROVING A DISPOSITION AND DEVELOPMENT AGREEMENT WITH SOUTH
OF ROMNEYA HOUSING PARTNERS, L.P., REGARDING THE SOUTH OF ROMNEYA
NEIGHBORHOOD AND MAKING CERTAIN ENVIRONMENTAL FINDINGS THEREWITH.
Lisa Stipkovich, Executive Director of Community Development. The Housing
Authority, City staff and Redevelopment have been working on this project for
some time. It is a project similar to the one done at Park Vista which will
completely revitalize the area, turn it over to one owner and convert 23
parcels into one. She then briefed her report dated October 17, 1995
(subject: South of Romneya Revitalization project). Staff is recommending
approval because it accomplishes the goals of the Revitalization Plan
previously approved as well as stays within the terms identified in the
negotiation agreement. It will convert an 11-acre site which is currently
extremely deteriorated. By combining the parcels, they will be able to get
much more efficient parking and open space and also have all of the units
significantly rehabilitated. The project will have long-term affordability
and will be based upon a long-term lease with the developer where the Houging
Authority will retain ownership. In addition, the Housing Authority will
receive all net operating income after the management .fees, etc., are paid.
Chairman Daly. It is clear, this is a complicated project because there are
45 separate owners involved in the parcels being assembled. It will result in
all of the apartment units being under one ownership and a new management in

place. The neighborhood will be dramatically improved and upgraded similar to
the Park Vista project on Romneya. There will be occupancy restrictions on
the 184 apartment units so that some of the overcrowding that now exists will
be eliminated. Staff has been working on this project for a couple of years
to bring it to this point. They look forward to the next milestone on the
project.
