A complete copy of the agenda for the meeting of the Housing Authority was
posted at 4:00 p.m. on May 29, 1992 at the Civic Center kiosk, containing all
items as shown herein.
Chairman Hunter called the regular meeting of the Anaheim Housing Authority to
order at 6:05 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of
$7,350.58 for the period ending May 22, 1992 and $9,799.39 for the period
ending May 29, 1992, in accordance with the 1991-92 Budget, were approved.
PUBLIC COMMENTS - AGENDA ITEMS: There were no public comments on Housing
Authority Agenda items.
ITEMS OF PUBLIC INTERESTS: No items of public interest were addressed.
CONSENT CALENDAR ITEMS i & 2: On motion by Authority Member Hunter, seconded
by Authority Member Pickler the following actions were authorized in
accordance with the reports and recommendations furnished each Authority
Member and as listed on the Consent Calendar Agenda.
1. 177: Approving minutes of the meetings held April 7, April 21 and
April 28, 1992.
2. 177: Approving the South of Romneya Neighborhood Revitalization Plan and
design guidelines for Neighborhood Revitalization; and approving in concept a
Memorandum of Understanding to be entered with property owners.
Authority Member Daly commended staff for the fine program brought forward.
He is disappointed that some of the landlords are not yet participating but
hopes with staff's continued effort and persistence they will accomplish that.
He asked if they had the ability with additional Federal housing dollars or
Housing Authority funds or with some Redevelopment Agency funds to provide
seed money for similar efforts, except that the difference would be for the
creation of a neighborhood association in a single-family neighborhood that
has become deteriorated. Can staff assistance and seed money be provided to
start up an association of homeowners or property owners in that kind of
neighborhood.
Lisa Stipkovich, Executive Director of Community Development. Responding in
general, if it is to benefit low and moderate income persons and has to do
with low and moderate income housing, yes they can use in some cases Block
Grant Funds and Redevelopment set-aside funds for that purpose. In certain
neighborhoods, it could be possible. They are hoping that this particular
model is something they can use in other areas such as this in terms of rental
property and home ownership. This is the first time they have tried a
comprehensive approach working with existing property owners to come up with
such an extensive program.

Authority Member Daly. He asked that staff follow up with a response back to
the Authority/Council on what it would take to formalize that kind of program.
Lisa Stipkovich. They will prepare and submit a report in the future.
