A RESOLUTION OF THE ANAHEIM REDEVELOPMENT
AGENCY APPROVING AN AGREEMENT WITH THE ORANGE
COUNTY EMPLOYEES RETIREMENT SYSTEM, BACE
PLASTICS GROUP, INC., AND THE CITY OF
ANAHEIM; A~;D FINDING THAT THE PROJECT IS
CATEGORICALLY EXEMPT UNDER THE CALIFORNIA

ENVIRONMENTAL QUALITY ACT
WHEREAS, the Anaheim Redevelopment Agency (the "AgenCy") is
engaged in activities necessary to implement the Redevelopment
Plan (the "Redevelopment Plan") for Redevelopment Project Alpha
(the "Project" or "Project Area"); and
WHEREAS, the Orange County Employees Retirement System
("Owner") owns certain property in the Project Area, which
property is generally bounded by Miraloma Avenue on the north,
Kraemer Boulevard on the east, Coronado Street on the south, and
a flood control channel on the west (the "Property"); and
WHEREAS, BACE Plastics Groups, Inc. ("Tenant") is a major
employer and fast growing company in the Project Area engaged in
the manufacture of plastic commercial and industrial products
since 1954; and
WHEREAS, Owner, Tenant and the City of Anaheim (the "City")
have submitted to Agency a proposed Agreement (the "Agreement")
pursuant to which, among other things, (a) Owner and Tenant will
rehabilitate and remodel for use by Tenant an industrial building
on the Property containing approximately 144,000 gross square
feet (the "Premises"); (b) the rehabilitation and remodeling of
the Premises shall include certain energy conservation measures;
(c) Tenant will continuously employ on the Premises not less than
two hundred and fifty (250) people; (d) Tenant will periodically
notify the City of Anaheim's Job Training Program Division(the
"Division") of job openings on the Premises and work with the
Division to fill said openings with people referred by the
Division; (e) City will provide certain financial assistance to
Tenant related to electricity demand and conservation; and (f)
Agency will provide certain financial assistance for the project
solely out of tax increment generated by the project; and
WHEREAS, Agency has prepared a financial analysis of the
project and determined that, at a fair market rent to Tenant,
Owner woul~ not receive a fair rate of return on its investment '
and the project would, therefore, be infeasible; and
WHEREAS, inasmuch as the project will only entail the
rehabilitation and remodeling of already existing premises,
including installation of certain energy conversation measures
therein, Agency finds that the project is categorically exempt
pursuant to Section 15301 of the California Environmental Quality
Act Guidelines. .
NOW, THEREFORE, BE IT RESOLVED BY THE ANAHEIM REDEVELOPMENT
AGENCY AS FOLLOWS:

The Agreement is hereby approved.
2. The Chairman, Vice-Chairman or Executive Director is
hereby authorized to (a) execute the Agreement and all other
documents and instruments necessary or desirable for the
implementation thereof; (b) take all other actions necessary or
desirable for implementation of the Agreement; and (c) file a
Notice of Exemption under the California Environmental Quality
Act for the action of the Agency by this Resolution.
THE FOREGOING RESOLUTION is approved and adopted by the
Anaheim Redevelopment Agency this 21st day of April
1992. '
