A complete copy of the agenda for the meeting of the Anaheim Housing Authority
was posted at 2:30 p.m. on May 5, 1989 at the Civic Center kiosk, containing
all items as shown herein.
Chairman Hunter called the regular meeting of the Anaheim Housing Authority to
order at 1:38 p.m.
MINUTES: Authority Member Kaywood moved to approve the minutes of the regular
meeting held April 11, 1989. Authority Member Daly seconded the motion.
MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of
$1,169.791.80 and $9,169.47 in Public Housing Authority Bonds, in accordance
with the 1988-89 Budget, were approved.
177.123: ANNUAL CONTRIBUTIONS CONTRACT AMENDMENT FOR SECTION 8 PROGRAM:
Submitted was report dated April 25, 1989 from the Housing Manager, Bertha
Chavoya, recommending execution of the Section 8 Housing Assistance Payments
Program.
Authority Member Kaywood asked why the amendment is proposing converting all
certificates to vouchers. She asked if that would be a benefit.
Director of Community Development, Lisa Stipkovich. If the program is
extended, it is positive. The negatives would be, the subsidy is not as deep
in the voucher system as it is in the Section 8 Program. There is no
restriction on rent the owners can charge. The Authority does not have much
control if Congress and the Administration decide to convert to vouchers. At
the time the Housing Authority's contract is ending, they would either accept
the terms or terminate the contract.
Authority Member Kaywood. She asked if there was something that could be done
through the Intergovernmental Relations Office inasmuch as certificates have
greater safeguards than vouchers: Mrs. Stipkovich answered that the Housing
Authority can do that.
Authority Member Pickler offered Resolution No. AHA89-8 for adoption,
authorizing the execution of the Section 8 Housing Assistance Payments Program
revised Master Section 8 Annual Contributions Contract (ACC) No. SF-498 which
amends budget authority. Refer to Resolution Book.

The Chairman declared Resolution No. AHA88-8 duly passed and adopted.
ITEMS OF PUBLIC INTEREST:
William Taormina. The Authority is aware that the Elks Building on Anaheim
Boulevard suffered a major fire. His ownership interest in the property is
only as a holder of the note of the first trust deed. He was the only person
the Fire Department could contact and they reached him in Chicago where he was
attending a conference. Even though there is extensive damage to the
building, when his law suit is completed which will cause him to gain title to
the Elks Building, his intent is still clear to restore the building to its
original state when it was new. He is not discouraged by the fire. He was
ordered to install a fence around the property which is up, locked and
finished as he speaks. Because of his reputation, if he owned the property,
the building would have been restored long ago.
Phil Aguilar, Pastor - Set Free Christian Fellowship. As he shared with a
number of the leadership of the City last week, he plans with the help of Mr.
Taormina to make the Elks Building look like it used to and become the home of
Set Free Christian Fellowship which will be a blessing to the community that
surrounds it. He knew that those who were part of starting the fire would
need a place to spend the next night. The places they look for are empty
homes and buildings. Police and Fire also had to go to one of the abandoned
homes on Kroeger Street where the same set of circumstances occurred. There
are only a handful of such places in the City. They are not necessarily
mischievous in their intent but they are unaware of their behavior. If there
is any way Set Free Christian Fellowship can help out, they will do so.
