A complete copy of the agenda for the meeting of the Anaheim Housing Authority
was posted at 2'25 p.m. on August 11, 1989 at the Civic Center kiosk,
containing all items as shown herein.
Chairman Hunter called the regular meeting of the Anaheim Housing Authority to
order at 6'11 p.m.
MINUTES' Authority Member Kaywood moved to approve the minutes of the regular
meeting held July 25, 1989. Authority Member Pickler seconded the motion.
MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of
$758.53, in accordance with the 1989-90 Budget, were approved.
177.123; DISPOSITION AND DEVELOPMENT AGRE~24ENT - ANAHEIM HOUSING AUTHORITY
AND BROOKHOLLOW APARTMENTS (ANAHEIM) ASSOCIATES: Approving a Disposition and
Development Agreement with Brookhollow Apartments (Anaheim) ASsociates which
requires the Developer to pay $1,900,000 in cash and approximately $580,000 as
a deferred purchase price, the payment of which is divided among the various
partners. Submitted was report dated August 8, 1989 from the Director of
Community Development, Lisa Stlpkovich, recommending approval of the agreement
attached to which was a detailed summary of the agreement.
Lisa Stipkovich, Director of Community Development, introduced Mr. Bob Waller
to give a presentation on the proposal.
Bob Waller. He introduced his partner, Shirley Nichols,, William Lyon
Company. He explained why the Brookhollow Apartment Project is so unique.
They have 20% ownerships as non-profits, the Anaheim Interfaith Sh, lter, Inc.
and California Lutheran Homes and the Orangewood Children's Foundation for
Abused Children. The project is also 20% affordable for those earning 50% or
less of the median income. It is a demonstration project. In the former
design, they had 45 units to the acre which is now down to 39.1 units. They
are also going to cover the channel which they wanted to do originally. They
also wish to acquire the triangular piece currently owned as a transfer
station. They will put 3-bedroom 1,300 square-foot apartments on that site as
well as a tennis court and tot lots. The 2-bedroom, 2-bath project will be
approximately 1,100 square feet in size. The 1-bedroom units will be 800
square feet. They want this project to have as much of the amenity package if
not more than before to allow those earning 50% or less of the median income
to avail themselves of the opportunity of living in an upscale project. (See

Authority Member Kaywood. Initially the affordable portion of the project was
for the life of the project. She notes that it is now 30 years.
Lisa Stipkovich. They initially said it would be for the life of the project
but subsequently when negotiating with Bob Waller and his new partner William
Lyon and in discussing the financing, they felt they would not be able to get
financing beyond 30 years. They have also agreed to go slightly beyond it in
that no one can be evicted or rents raised if they are in tenancy as of the
30th year. They must be able to stay in the unit until they desire to leave
or until they get a relocation payment. She feels they have protected the
tenants in the 30th year.
Authority Member Kaywood asked if they are tying the plans in with the project
itself.
Lisa Stipkovich. She answered yes. They are part of the agreement and become
a requirement that they have to build to those specifications. They even have
some further detail in the agreement regarding quality of the project.
Bob Waller. There is a definite design guideline they will adhere to. He is
working with Mrs. Stipkovich and staff who have been very helpful and thus
they were able to guide the architect.
MOTION; Authority Member Pickler moved to approve a Disposition and
Development Agreement with Brookhollow Apartments (Anaheim) Associates which
requires the Developer to pay $1,900,000 in cash and approximately $580,000 as
a deferred purchase price, the payment of which is divided among the various
partners, as recommended in memorandum dated August 8, 1989 from the Community
Development Department. Authority Member Ehrle seconded the motion. MOTION
CARRIED.
