Chairman Roth called the regular meeting of the Anaheim Housing Authority to
order at 10:02 a.m.
MINUTES: Authority Member Kaywood moved to approve the minutes of the regular
meetings held April 16 and April 23, 1985 and to continue approval of the
minutes of December 4, 1984 for one week. Authority Member Roth abstained
from the minutes of April 23, 1985 since he was not present. Authority Member
Bay seconded the motion. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of
$634,019.41, in accordance with the 1984-85 Budget, were approved.
177/123: PILOT PROGRAM - CALIFORNIA HOUSING FINANCE AGENCY (CHFA) SECOND UNIT
FINANCING PROGRAM: Authorizing the execution of a standard agreement and
other documents to secure a commitment of funds from the California Housing
Finance Agency, for a pilot program for Second Unit Financing, continued from
the meeting of April 30, 1985.
Norm Priest, Director of Community Development/Planning, referred to
supplemental report dated May 6, 1985 which answered questions posed by
Authority Members at the previous meeting (see minutes of April 30, 1985).
The statement in the previous report indicating that some 60 percent of all
housing units in the City would be eligible to utilize funding for the program
was incorrect. In fact, only some 500 homes city-wide could qualify.
Authority Member Pickler offered Resolution No. AHA85-7 for adoption. Refer
to Resolution Book.
RESOLUTION NO. AHA85-7: A RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY FOR THE
EXECUTION OF A STANDARD AGREEMENT AND OTHER DOCUMENTS TO SECURE A COMMITMENT
OF FUNDS FROM THE CALIFORNIA HOUSING FINANCE AGENCY.
Before a vote was taken, Authority Member Bay stated the action would promote
second units wherever they might occur in the City and it would increase
density. It would add small units behind existing homes in older areas and
could possibly create some of the problems Code Enforcement had been cleaning
up in the central city area mainly because there was no control on the number
of people who lived in units. From a policy standpoint, he could not agree
with the idea and was opposed to it. Since it was a "pilot" if accepted and
became a policy, it would grow.
