the City Council March 14, 1967, 7:00 P.M. to consider amendment to Ordinance
No. 878, subject to the filing of a $50.00 fee to defray advertising costs.
Councilman Dutton seconded the motion. MOTION CARRIED.

MINUTES: Minutes of the Anaheim City Council Meeting held February 7, 1967,
were approved on motion by Councilman Pebley, seconded by Councilman
Schutte. Councilman Dutton abstained from voting on said motion. MOTION
CARRIED.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to
waive the reading in full of all ordinances and resolutions, and that
consent to the waiver of reading is hereby given by all Councilmen unless
after reading of the title, specific request is made by a Councilman for
the reading of such ordinance or resolution. Councilman Schutte seconded
the motion. MOTION UNANIMOUSLY CARRIED.
REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the city in the
amount of $521,261.54, in accordance with the 1966-67 Budget, were approved.
PUBLIC HEARING - GENERAL PLAN AMENDMENT NO. 84: Public hearing was held to
consider City Planning Commission Resolution No, PC67-16, recommending that
an amendment to the Circulation Element - Highway Rights-of-Way, General
Plan Amendment No. 84, be disapproved; said amendment would designate

West Street between La Palma Avenue and Broadway as a secondary highway
with exception, and from Broadway to the Santa Ana Freeway as a standard
collector street. The City Planning Commission further urged that studies
be initiated by the City Council to provide methods other than street
widening for resolving traffic problems on local residential streets,
so that they are not utilized for bypassing streets designated for heavier
traffic.
Associate Planner Marvin Krieger noted the locations of the
proposed changes in the designation of West Street, and briefed findings
of the Planning Commission precedent to their recommended disapproval.
Mayor Krein asked for a show of hands by those persons present
who opposed the amendment; a majority of the people in the Council
Chamber responded.
Traffic Engineer Edward Granzow noted that the term "arterial"
causes people to envision a street with rapid and heavy through traffic,
which would not be the case in this instance. He reported that approxi-
mately 70 to 75 percent of the traffic using West Street is generated
from the residential areas to the east and west, having La Palma or Lincoln
Avenues as a destination; that through traffic tends to use Euclid Street
or Harbor Boulevard.
Mr. Granzow further reported that during the hours of peak
traffic, West Street is currently carrying very near the maximum capacity,
and it was his recommendation that the street be increased from two to
four lanes of traffic to serve the future increase and future development
of the residential area, but not to be used as an arterial highway.
In response to Councilman Pebley's question, Mr. Granzow was of
the opinion that the increase in width would not encourage more traffic
on this collector street, as it was more desirable for through traffic
to use other thoroughfares.
Councilman Pebley was of the opinion that the people residing
in the area would prefer the street to remain as it is, eventhough the
traffic is increased; and to adopt the proposal would reduce the values
of properties on West Street.
Mr. Granzow pointed out that the increase of traffic in the area
was inevitable, and to widen the street would facilitate the flow of traffic
and solve the problem of long lines at traffic signals. He reported that
it is anticipated to accomplish the actual widening six to nine years in
the future; however, the consideration is being made at this time to
determine the ultimate width of the future right-of-way.
Mayor Krein asked if a spokesman for the people opposed to
the proposal wished to address the City Council.
Mr. L. Frank Kellogg, 530 North West Street, advised that the
street is essentially residential, having driveway access to most of the
homes, and many of the residences are set back on the lots; that to widen
the right-of-way would destroy the esthetic values, and promote additional
traffic congestion. He stated that the residents feel the street width
is adequate, and irrevocable damage to the value of homes would be done
if the proposed widening takes place.
Mayor Krein declared the hearing closed.
On motion by Councilman Pebley, seconded by Councilman Dutton,
General Plan Amendment No. 84 was disapproved. MOTION CARRIED.
PUBLIC HEARING - PROPOSED C-R, COMMERCIAL-RECREATION ZONE AND PROPOSED SPECIAL
SETBACKS: Public hearing was held to consider proposed amendment to Title 18
by the addition of Chapter 18.37~ C-R, Commercial-Recreation Zone, and
amendment to Title 18, by the addition of Chapter 18,85 ~ Special Setbacks
in the C-R Zone.

The City Planning Commission pursuant to Resolutions Nos. PC67-17
and PC67-18 recommended adoption of both amendments.
Mr. Krieger noted the location of the proposed Commercial-Recreation
area, generally described as being bounded by Vermont Street and Orangewood
Avenue on the north and south, and Santa Ana Freeway and Walnut Street on
the east and west. He advised that the proposed establishment of the C-R
zone would not change the classification of any property in the area, but
would establish a zone which, when applied for and effected on a parcel of
property, would allow certain uses as a matter of right, with definite
development standards, and would allow certain other uses by conditional
use permit.
Mr. Krieger noted that one method for application of the Commercial-
Recreation Zone which could be employed was to initiate and conduct necessary
public hearings and adopt a resolution of intent to rezone property in the
area; and as each individual parcel submitted plans for development and
complied with necessary conditions, an ordinance could be adopted for that
particular property.
Mr. Krieger further reported that the proposed special setbacks
for the C-R zone reflect existing setbacks within the area. He advised
that both proposed amendments to the Municipal Code were prepared with the
assistance of motel owners and managers within the area, together with
representatives of Disneyland, as well as the City Attorney's staff and the
City Planning Commission, in work sessions and public hearings.
At the suggestion of the City Manager, Mr. Krieger advised that
a high quality of development within the Disneyland area has been maintained
by requiring that all uses of property be subject to conditional use permit,
and it was felt that this high quality of development would be retained,
since the permitted uses in the C-R zone are very few, and would require
plans to be reviewed by the Development Services Department prior to issuance
of the building permit, with other uses being subject to conditional use
permit, which would require public hearing before the City Planning Commis-
sion and review by the Council. Further, site development standards for
the C-R zone were based on conditions of all conditional use permits
previously approved in the area.
Assistant Development Services Director Robert Mickelson pointed
out that the proposed special setbacks are considerably different from the
previously established policy, which had been in disfavor with many of the
property owners in the commercial-recreation area, however the proposed
amendment would establish building setbacks for Harbor Boulevard, Katella
Avenue and West Street, with an average landscape setback requirement of
20 feet.
Councilman Dutton referred to Chapter 18.37.030(E) (l-h), Proposed
Site Development Standards for Off-Street Parking - Heliports and Trans-
portation Terminals, inquiring as to the reason these requirements are to
be determined by the City Planning Commission at the time of application.
Mr. Krieger reported that research on these facilities indicate
that opinions vary throughout the United States, and since the situations
may vary, depending on the location, it was felt this would be the better
method of determining the amount of parking that would be necessary.
Mayor Krein asked if anyone wished to address the City Council
relative to either of the proposed amendments to the Code, there being no
response, declared the hearings closed.

ORDINANCE NO. 2364: Councilman Dutton offered Ordinance No. 2364 for
first reading.
AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 18 OF THE ANAHEIM
MUNICIPAL CODE BY ADDING THERETO CHAPTER 18.85. (Commercial Residential
Zone Special Setbacks)
RECLASSIFICATIONS 60-61-96 AND 61-62-30: Communication dated February 15,
1967, was submitted from Max and Pauline Graves requesting deletion of
conditions requiring Parcels 9 and 10 to dedicate vehicular access rights
to Underhill Avenue; proposed C-1 property located on the southeast corner
of State College Boulevard and Underhill Avenue.
Also submitted and reviewed by the City Council were reports
from the Development Services Department Zoning Division and the City
Engineer.
The Deputy City Clerk reported that supplemental letter from
the petitioners had been received in the Office of the City Clerk further
requesting deletion of Item No. 7, Resolution No. 7353, with reference to
signs; any future signing to come under Ordinance No. 2072, relating to
business signs.
Zoning Supervisor Ronald Thompson reported that subsequent to
preparation of the Zoning Division's report, a meeting was held with the
City Engineer; that although the recommendation on said report was to
deny the request to delet Condition No. 4 of Resolution No. 7353, requiring
vehicular access dedication on Underhill Avenue, said recommendation should
be amended by adding the following:
"Until such time as the residential structures are removed and
replaced by a commercial facility."
He thereupon recommended that consideration be given to providing
tbs commercial facility proposed on subject property with access for the
easterly 40 feet of Lot No. 9, consistant with the recommendations of the
City Engineer.
Councilman Chandler noted that extensive public hearings were
held on the two reclassifications, and he thereupon moved that the City
Clerk be authorized to schedule the proposed amendment for public hearing
before the City Council, with advisory report from the Planning Commission,
subject to the payment of necessary fee; or, in the event the applicants
file application for conditional use permit to develop subject property,
that rehearing on subject reclassifications be held in conjunction with
the public hearing on the conditional use permit. Councilman Schutte
seconded the motion. MOTION CARRIED.
SIDEWALK WAIVER - 3141 EAST LA PALMA AVENUE: Request of D. A. Pehrson, North
American Aviation, Inc., for temporary waiver of sidewalk at 3141 East
La Palma Avenue, was submitted.
On the recommendations of the City Engineer, Councilman Dutton
moved that said temporary sidewalk waiver be granted, subject to no
permanent planting or permanent type improvements being permitted within
the area reserved for future sidewalk. Councilman Pebley seconded the
motion. MOTION CARRIED.
SIDEWALK WAIVER - 211 SOUTH VINE STREET: Request of E. L0 Nelson, of The Union
Ice Company, for temporary waiver of sidewalk requirements at 211 South
Vine Street was submitted.
On the recommendations of the City Engineer, said temporary
sidewalk waiver was granted, subject to no permanent planting or permanent
type improvements being permitted within the area reserved for future

TENTATIVE MAP, TRACT NO. 6192 (RECLASSIFICATION NO. 63-64-58 AND VARIANCE NO.
1770) - EXTENSION OF TIME: Request of Co J. Queyrel, Anacal Engineering Company,
dated February 3, 1967, was submitted for one year extension of time to
comply with conditions of said tentative map.
Also submitted and reviewed by the City Council were reports
from the City Engineer and the Development Services Department, it being
noted that Reclassification No. 63-64-58 (R-3 zone) and Variance No. 1770
were pending on subject property, and should also be extended concurrently
with the tract map.
On the recommendations of the City Engineer and Development
Services Department, one year extension of time was granted to Tentative
Tract No. 6192 and extension of time was granted to Reclassification No.
63-64-58 and Variance No. 1770, to expire concurrently with subject tract
map, on motion by Councilman Pebley, seconded by Councilman Schutte.

RECLASSIFICATION NO. 65-66-106 - EXTENSION OF TIME: Request of Ted Freeman,
dated February 4, 1967, was submitted for 180 day extension of time to
Reclassification No. 65-66-106 for compliance with certain conditions.
180 day extension of time was granted by the City Council, subject
to immediate compliance with conditions of dedication, Numbers 1, 2 and 4,
Resolution of Intent No. 66R-583, on motion by Councilman Dutton, seconded
by Councilman Pebley. MOTION CARRIED.
CONDITIONAL USE PERMIT NO. 144 - TERMINATION: Memorandum report dated February
21, 1967, was submitted from the Development Services Department Zoning
Division recommending termination of Conditional Use Permit No. 144, pro-
perty subsequently rezoned to R-3 and briefly described as located on the
west side of Jefferson Street, and the north side of Santa Ana Canyon Road.
RESOLUTION NO. 67R-105: Councilman Chandler offered Resolution No. 67R-105

Planning Commission meeting of February 15, 1967, pertaining to Orange County

Richfield Road between Mariposa and Buena Vista Avenues in the Yorba
Linda area), was submitted recommending that the Orange County Planning

INSURANCE - PREMIUM FOR ADDITIONAL MUNICIPAL BUILDINGS AND EQUIPMENT: Mr. Murdoch
submitted and briefed quotation for additional premium to the current fire
insurance policies covering buildings and equipment, from The Frank Tausch
Agency, listing specific additions and the values thereof, recommending
that the 90 percent of the value type of insurance be continued, and re-
ported that additional premium in the amount of $376.00 would give full
coverage to July 1, 1968 at which time said policies expire.
On the recommendations of the City Manager, it was moved by
Councilman Chandler, seconded by Councilman Dutton, that payment of
additional insurance premium in the amount of $376.00 be authorized.
MOTION CARRIED.
PURCHASE OF EQUIPMENT: Mr. Murdoch reported on necessary purchase of replacement
lamps at Anaheim Stadium, advising that the standard lamps used during the
past year were purchased at the cost of $2.15 each, and had a rated life
of 300 hours; that the vendor, Radiant Lamp Corporation has submitted a
quotation for a lamp which has a rated life of 600 hours at a cost of
$3.00.
In response to Council questioning, Assistant City Manager Robert
Davis reported that because of high labor costs for installation, it is
considerably more economical to replace all lamps at one time.
On the recommendations of the City Manager, Councilman Pebley
moved that purchase of 2,028 lamps be authorized from Radiant Lamp
Corporation, in the total amount of $6,311.54, including tax. Councilman
Dutton seconded the motion. MOTION CARRIED.
CLAIM AGAINST THE CITY: Claim submitted by Eugene Dollarhide for damages
purportedly resulting from accident with city owned vehicle on or about
January 18, 1967, was denied as recommended by the City Attorney, and

PROPOSED PARK NAME CHANGE: Recommendation of the Parks and Recreation Commission
proposing a change of name for Hansen Park (Community park located between
Melbourne Gauer Elementary School and Brookhurst Junior High School), was
continued from the meetings of November 9 and 15, 1966, at which time the
matter was referred to the Parks and Recreation Commission for recommenda-
tion of alternate names. On February 14, 1967, Council determination on
Parks and Recreation Commission recommendation that the name of Hansen
Park be changed to Brookhurst Community Park was deferred to this date
to allow consideration by the full City Council.
On the recommendation of the Parks and Recreation Commission,
the City Council approved the renaming of Hansen Park to Brookhurst
Community Park, with an appropriate subtitle indicating a memorial type
park, on motion by Councilman Pebley, seconded by Councilman Dutton.

REQUEST - CITIZENS COMMITTEE FOR FLOOD CONTROL AND WATER CONSERVATION: Mr.
Murdoch reported on request received from the Citizens Committee for Flood
Control and Water Conservation that the City of Anaheim include in their
next utility bill mailing a flyer entitled "Why Orange County Needs Flood
Control and Water Conservation", containing information relative to
Proposition W, the water bond issue to be placed on the ballot March 21,
1967.
On motion by Councilman Chandler, seconded by Councilman Pebley,
said request was approved by the City Council. MOTION CARRIED.
EAST ANAHEIM BRANCH LIBRARY: The City Manager reported that the Forest Lawn
Association has suggested that the plans for the branch library, proposed
to be located on the south side of Lincoln Avenue, east of a proposed
restaurant (Reclassification No. 66-67-48 and Conditional Use Permit No.
913), be modified to face the building in an easterly direction, thus
eliminating any problem of separating the library from the restaurant
facility.
Mr. Murdoch submitted for Council review a sketch of the area,
illustrating a 45 foot street along the east portion of the library site,
extending southerly to the extension of Westport Drive to allow future
access from the residential area to the south.

Assistant City Manager Robert Davis reported that the present
plans depict a central 40 foot roadway between the restaurant and the
library site~ that if the City Council approves the orientation of the
library building to face the proposed roadway to the east, he was certain
that the Forest Lawn Association would agree to eliminate the central road-
way and dedicate the necessary 45 feet for the more desirable street loca-
tiono He noted that the changes proposed would affect the plans for the
restaurant, which is to be constructed in the very near future°
Plot plans for the library were reviewed by the City Council
together with the sketch submitted, and discussion held~
Councilman Schutte moved that the concept of a change in plans
for the East Anaheim Branch Library be approved as presented by Mro Davis,
orienting the front of the library to face a dedicated 45 foot street on
the east property line~ Councilman Chandler seconded the motion. MOTION
CARRIED°
ENTERTAINMENT AND AMUSEMENT DEVICE PERMITS: Applications filed by Richard Placevk
for entertainment permit to allow on-stage dancing by barmaids only, and
for amusement device permit to allow two pool tables, one juke box and one
cigaret~machine, at the Blue Angel, 401 South Lemon Street, were submitted
and granted subject to the provisions of Chapters 4o18 and 3~24, respectively,
of the Anaheim Municipal Code, as recommended by the Chief of Police, on
motion by Councilman Dutton, seconded by Councilman Schutteo MOTION CARRIED°
PERMIT - PRIVATE PATROL SERVICE: Application filed by William Paul White, dba
California Merchants Patrol, for permit to conduct private patrol service
(security guards) in the district of 200 North Lemon Street, was submitted
and granted subject to provisions of Chapter 4.60 of the Anaheim Municipal
Code as recommended by the Chief of Police, on motion by Councilman
Chandler, seconded by Councilman Pebley. MOTION CARRIED.
PUBLIC HEARINGS RESCHEDULE - CONDITIONAL USE PERMIT NO. 916; VARIANCE NO. 1850;
AND RECLASSIFICATION NO. 66-67-45 - VARIANCE NO. 1849: On motion by Councilman
Chandler, seconded by Councilman Pebley, the City Council approved action
taken by the City Clerk to reschedule public hearings on Conditional Use
Permit No. 916, Variance No. 1850, Reclassification No. 66-67-45 and
Variance No. 1849, from February 28, 1967 to March 14, 1967, 7:00 P.M.,
due to the fact that the property was not posted within the time required
by law. MOTION CARRIED.
MUNICIPAL RIFLE RANGE: At the invitation of Mayor Krein, Mr. Tex Middleton,
Qualified National Rifle Association Instructor, addressed the City Council
relative to the closing of the Municipal Rifle Range located at Julianna
and Olive Streets, approximately two years ago, and advised of the need
for this facility. He reported that the nearest rifle range is a 30
minute drive away, and requested that the centrally located facility be
reopened.
Mr~ Murdoch reported that funds have been allocated to refurbish
the range, however an offer to purchase said property has been received,
and the matter is currently under study to determine the feasibility of
selling the range and developing an improved range at another location
within the city. He advised that the study would be presented to the Council
when all information was completed°
PRAYER BREAKFAST: Mayor Krein reported on communication dated February 16, 1967,
from Santa Ana Mayor Harry H. Harvey, containing information relative to the
successful annual Mayor's Prayer Breakfast held in Santa Ana and patterned
after the Presidential and the Governor's Prayer Breakfasts° He suggested
that the letter be referred to the City Manager for consideration of a
similar future event to be sponsored by the City of Anaheim°
The City Council concurred with foregoing suggestion.
