Chairman Roth called the regular meeting of the Anaheim Housing Authority to
order at 10:03 a.m.
MINUTES: Authority Member Kaywood moved to approve the minutes of the regular
meeting held January 24, 1984. Authority Member Pickler seconded the motion.
Authority Member Overholt was absent. MOTION CARRIED.
FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of
$843.51, in accordance with the 1983-84 Budget, were approved.
CONSENT CALENDAR ITEMS: On motion by Authority Member Roth, seconded by
Authority Member Bay, the following actions were authorized in accordance with
the reports and recommendations furnished each Authority Member and as listed
on the Consent Calendar Agenda. Authority Member Roth offered Resolution No.
AHA84-2 for adoption. Refer to Resolution Book.
1. 177: Receiving and filing the Executive Director's Report dated
January 31, 1984.
2. 177.159: RESOLUTION NO. AHA84-2: A RESOLUTION OF THE ANAHEIM HOUSING
AUTHORITY DIRECTING THE FILING AND POSTING OF PREVAILING RATES OF PER DIEM
WAGES PERTAINING TO PUBLIC WORKS.

adopted.
177.109: HOUSING AUTHORITY CERTIFICATION FOR PARTICIPATION IN RENTAL
REHABILITATION PROGRAM DEMONSTRATION: Certifying the Housing Authority's
willingness to continue participation in the third round of the Rental
Rehabilitation Program Demonstration, and authorizing the Chairman to execute
the Certificate. Submitted was a report dated February 7, 1984, from the
Executive Director of Community Development, Norman Priest, recommending
execution of the Certificate.

Authority Member Kaywood stated she would like more information on tying the
subsidy to the tenant and not the unit, thereby preventing the control or
restriction of rents they normally had for five years. She asked if this
meant that somebody was going to get a windfall, being the first renter.
Mr. Priest answered that it could. The Authority had participated in the
second round of the program which contained the same set of ground rules.
Recognizing where the Administration was going with its Housing Act, they felt
it appropriate to begin to operate in a similar direction. Under the Rental
Rehabilitation Program and under the new Housing Act, it was tied to the
tenant. There were also other provisions they did not like. There were no
means, and the City and Mousing Authority were forbidden, directly or
indirectly, to control or restrict rents. The "Catch-22" being if the rent
moved above a certain accepted level by HUD standards, they could be penalized
in terms of the amount of money they could get for rental rehabilitation.
They had protested to HUD, but at this point in time, they were not prone to
changing their approach. He urged that they go forward relative to the
Certificate, because it was, in fact, the law and, further, they would like to
get as much experience with and maintain a good relationship with HUD in order
to continue to have the opportunity for housing in the City. They were not
happy, but that was what Congress had passed.
Authority Member Overholt entered the Council Chambers. (10:07 a.m.)
MOTION: After additional questions posed by Authority Members Kaywood and
Bay, Authority Member Roth moved to certify the Housing Authority's
willingness to continue participation in the third round of the Rental
Rehabilitation Program Demonstration, and authorize the Chairman to execute
the Certificate, as recommended by the Executive Director. Authority Member
Pickler seconded the motion. MOTION CARRIED.
