Mayor Krein called the meeting to order.
PROCLAMATIONS: The following proclamations were issued by Mayor Krein:

"Barbershop Harmony Week" .- April 9 to 15.

Said proclamations were unanimously ratified by the City Council.
MINUTES: Approval of the Minutes of the Anaheim City Council Meetings held March
21 and 28, and April 4, 1967, was deferred one week, April 18, 1967.
WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to
waive the reading in full of all ordinances and resolutions, and that
con;ent to the waiver of reading is hereby given by all Councilmen
unless after reading of the title, specific request is made by a
Councilman for the reading of such ordinance or resolution. Councilman
Pebley seconded the motiono MOTION UNANIMOUSLY CARRIED°
REPORT FINANCIAL DEMANDS AGAINST THE CITY: Demand against the city in the amount
of $873,158.17, in accordance with the 1966-67 Budget, were approved.
ENTERTAINMENT PERMIT RENEWAL: Application filed by Gock Woey Jung for renewal of
entertainment permit to allow Hawaiian musical group and singers at the Sampan
Restaurant, 420 South Brookhurst Street, was submitted and granted for a
period of one year, subject to provisions of Chapter 4.18 of the Anaheim
Municipal Code as recommended by the Chief of Police, on motion by Councilman
Dutton, seconded by Councilman Chandler. MOTION CARRIED°
TEMPORARY CLASSROOMS CENTRAL ASSEMBLY OF GOD CHURCH: Communication received
March 29, 1967, from Pastor Ernest L. Friend, of the Bethel Chapel (formerly
Central Assembly of God Church), 1026 South East Street, requesting permission
to use a school bus on the premises for temporary Sunday School classrooms,
pending construction of an additional building, was submitted for Council
consideration together with report from the Development Services Department.
Mayor Krein asked if the applicant wished to address the City
Council.
Pastor Friend addressed the Council noting that a previous request
to use a trailer for classrooms was denied by the City Council, and he called
attention to the urgent need for classroom space. He advised that the bus
would be parked on the premises with the wheels blocked for safety, and noted
that there are two exits on the bus.
Discussion was held relative to lighting and heating of the bus,
and Zoning Supervisor Ronald Thompson reported that the Building Division
sees no way for any legal electrical connection to be made.
Councilman Chandler expressed concern for the safety of the
youngsters who would be attending classes on the bus.

The City Attorney was of the opinion that if the request were
approved, and an accident occurred, the legal liability of the city was
remote, however, the moral responsibility should be considered.
Councilman Dutton moved that subject request be denied. Councilman
Chandler seconded the motion.
Further discussion was held and Pastor Friend requested permission
to withdraw his request.
Councilman Dutton withdrew his motion to deny the request, and
Councilman Chandler withdrew his second, stating that in so doing, he was
not in any way condoning the use of the school bus.
On motion by Councilman Pebley, seconded by Councilman Schutte,
request to withdraw application for use of school bus for Sunday School
classrooms was approved. MOTION CARRIED.
FINAL MAP~ TRACT NO. 6192: Developer, Orange County Development Corporation;
tract located on the south side of Crescent Avenue, 660 feet east of Dale
Avenue, and contains 17 R-3 zoned lots.
The City Engineer reported said final map conforms substantially
with the tentative map previously approved, that bond has been posted and
approved by the City Attorney, and required fees paid, and he recommended
approval thereof~
On the recommendations of the City Engineer, Councilman Dutton
moved that Final Map, Tract No. 6192, be approved, subject to approval by
the City Attorney of covenant~ conditions and restrictions prior to re-
cordation of said map. Councilman Pebley seconded the motion. MOTION
CARRIED.

In accordance with recommendations of the City Engineer, Councilman Pebley

AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 18 OF THE ANAHEIM
MUNICIPAL CODE RELATING TO ZONING. (62-63-35 R-3)
PROPOSED FOOD HANDLING ORDINANCE: Council consideration of proposed ordinance
governing food handling was deferred one week (April 18, 1967) for report
from the City Attorney relative to comments thereon by the California
Dining and Beverage Association.
ALCOHOLIC BEVERAGE LICENSE APPLICATIONS: The following alcoholic beverage
license applications were presented by the City Manager to the City Council
for their information~
A. Application submitted by the Southland Corporation for New Off Sale
Beer and Wine license at the 7-Eleven Market, 2540 East La Palma Avenue
(C-1 zone).
B. Application submitted by Herman E. and Magdalene Milbrat for New Off
Sale Beer and Wine license at Lynn's Prime Beef Shop, 2169 West Lincoln
Avenue (C-1 zone).
No Council action was taken on the foregoing applications.
OPTION TO LEASE CITY OWNED PROPERTY: Pursuant to report made to the City Council
at their regular meeting held March 14, 1967 (Page 10023), the City Manager
reported on 90 day option for ground lease of city owned property, located
on the west side of Harbor Boulevard approximately 300 feet south of Katella
Avenue, adjacent to the Convention Center, executed by principals of Executive
House, Incorporated, Oklahoma City, Oklahoma (copies furnished each Council-
man). He briefed provisions of the proposed lease, and advised that said
lease would be for a period of 50 years, with an additional option of 25
years; that the option calls for the lease to be entered into upon completion
of a 90 day period, during which time the corporation would make necessary
arrangements.
Council discussion was held, and the City Manager called attention
to request dated April 11, 1967, from CONDESCO, Incorporated of Huntington
Beach, that decision on the proposed ground lease be deferred 90 days to
allow the proposed Anaheim Hotel Corporation to complete studies and
necessary plans to prepare a proposal to lease the entire 12.79 acre city
owned parcel.
It was the concensus of Council opinion that inasmuch as no firm
proposal has been made by either of the aforementioned parties, an additional
90 day delay was not warranted.
Councilman Dutton moved that the execution of option for ground
lease of city owned property be authorized. Councilman Schutte seconded
the motion. MOTION CARRIED°
REPORT - ANAHEIM STADIUM SCOREBOARD: Assistant City Manager Robert Davis reported
on the status of the Anaheim Stadium's Scoreboard, noting that request has
been received from the contractor for payment of $25,000.00, the amount
withheld by the City of Anaheim from final payment, pending completion of
certain items. He advised that the installation is now complete and has
been checked and found to be in accordance with specifications.
It was moved by Councilman Chandler, seconded by Councilman Pebley,
that Council determination on the authorization of said final payment be
deferred one week (April 18, 1967) for visual inspection of the Board in

CARROUSEL OF ANAHEIM~ Request dated April 6, 1967, was submitted from the
Cultural Arts Committee of Women's Division, Anaheim Chamber of Commerce,
requesting pennission to display price, name and telephone number of the
exhibiting artists, and sell art work in Pearson Park on Sunday, May 7,
1967, during the "Carrousel of Anaheim", provided that consummation of the
sales and deliveries do not noticeably distort the display of the exhibit,
was submitted.
On motion by Councilman Chandler, seconded by Councilman Pebley,
said request was granted, consummation of said sales to be at a time deemed
feasible by the Cultural Arts Committee. MOTION CARRIED.
ANAHEIM MUNICIPAL EMPLOYEES ASSOCIATION: The City Manager presented letter
dated April 10, 1967, from the Anaheim Municipal Employees Association
expressing appreciation for action taken by the City Council to absorb
the first year of increase in costs for major medical group health
insurance and hospitalization plan.
ORDINANCE NOo 2377: On report and recommendation of the Assistant City Attorney,
Councilman Chandler offered Ordinance No. 2377 as an urgency ordinance for
adoption.
Said Ordinance was read in full by the City Manager.
