Mayor Pebley called the meeting to order.
PRESENTATION - ANAHEIM POLICE DEPARTMENT: Mr~ Pete Buzzard, representing the
National American Red Cross, presented the Anaheim Police Department with a
Citation of Merit for outstanding proficiency in first aid. He called
attention to the excellent first aid training program for police recruits
in the City of Anaheim.
Chief of Police Mark Stephenson accepted the award with thanks, and
introduced Lieutenant Harold Bastrup, who heads the City Police Training
Program° He related several instances where officers have saved lives as
a direct result of their first aid training, and expressed appreciation to
police personnel for services rendered to the City of Anaheim.
PROCLAMATION: Mayor Pebley proclaimed May 21 to 27, 1967, "Realtor Week"; said
proclamation was unanimously ratified by the City Council.
PROCLAMATION: Mayor Pebley proclaimed May 26 and 27, 1967, "Poppy Days"; said
proclamation was unanimously ratified by the City Council°
Miss Peggy Boehm, 407 North Vine Street, Apartment C, "Poppy Girl"
representing the American Legion Auxiliary, Anaheim Unit NOo 72, came forward
to the Council Table and presented Mayor Pebley with one of the Veteran-made
poppies.
MINUTES: Minutes of the Anaheim City Council Meeting held May 2, 1967 were approved
on motion by Councilman Dutton, seconded by Councilman Chandler. MOTION

WAIVER OF READING - ORDINANCES AND RESOLUTIONS: Councilman Dutton moved to waive
the reading in full of all ordinances and resolutions, and that consent to
the waiver of reading is hereby given by all Councilmen unless after reading
of the title, specific request is made by a Councilman for the reading of
such ~rdi~ance or resolution° Councilman Schutte seconded the motion.

REPORT - FINANCIAL DEMANDS AGAINST THE CITY: Demands against the City, in the

The Mayor declared Resolution No~ 67R-272 duly passed and adopted.
CONTINUED PUBLIC HEARING CONDITIONAL USE PERMIT NO~ 927: Public hearing on
Conditional Use Permit No~ 927, application of Tierro de Oro to permit a
sand and gravel excavation and removal operation on the west side of Rich-
field Road, south of Walnut Street, was continued from the meetings of
April 18, and May 2, 1967, at the request of the applicant.
Communication dated May 11, 1967, from Consolidated Rock Products
Company, was briefed by the City Clerk, requesting additional continuance
of public hearing to May 31, 1967. Also read was communication dated May 13,
1967, from Jack Hamilton and Associates, received this date in the office
of the City Clerk, requesting postponment of the public hearing to some
time in Julyo
On motion by Councilman Chandler, seconded by Councilman Dutton,
public hearing on Conditional Use Permit Noo 927 was continued to July 18,
1967~ MOTION CARRIED~
On report and recommendation of the City Manager, Conditional Use
Permit No~ 927 was referred to the City Planning Commission for further
investigation and report concerning the City Planning Commission's recommended
condition for ratio of cuts and sloping, prior to the continued public hearing
on July 18th, on motion by Councilman Krein, seconded by Councilman Duttono

PUBLIC HEARING - FINAL MAP, TRACT NOo 6315 (TRACT NO~ 5958): Public hearing was
held to consider the reversion to acreage of Tentative Tract No. 6315,
portion of land previously subdivided by Final Map Tract No. 5958, which was
recorded in the Office of the Orange County Recorder December 22, 1965o
R-3 zoned property located at the northeast corner of Catalina Avenue and
Aladdin Drive (Reclassification Noo 62-63-91)~
Mayor Pebley asked if anyone wished to address the City Council
for or against the proposed reversion to acreage, there being no response,
declared the hearing closed°
The City Council reviewed report from the Assistant City Engineer
dated May 10, 1967, recommending approval of subject final map°

Also submitted and reviewed by the City Council was report from
the Zoning Division recommending that said request be granted effective
May 20, 1967, and report from the City Engineer dated May 5, 1967 recommending
that if the request of extension of time is approved, the dedication of
Western Avenue be provided and improvement bonds be posted within 90 days.

PROPOSED COUNCIL POLICY - CUL-DE-SAC PLANTERS: Suggested wording of~proposed
Council policy for administrative approval for requests for cul-de-sac planters
was submitted by the City Engineer°
Discussion was held by the City Council, City Manager and City
Attorney, and Mr~ Murdoch pointed out that there was a question as to whether
the proposed policy would be appropriate or advantageous to the entire city,
if the expense of maintenance of these planters, landscaping, and appurtenances
were the responsibility of the City of Anaheim, and were located so as to be
of benefit principally to adjacent residents°
The City Attorney recommended that if the policy were adopted, the
installation of the planters be at the expense of the property owners, subject
to a cash bond or deposit with the city to insure removal of the planter, it
being understood the planter would remain so long as properly maintained
by the property owners~ He noted that a Park Maintenance Assessment
District could be formed to allow the city to maintain the planters,
and the adjacent property owners would then be assessed for the cost
thereof.
At the conclusion of further discussion, it was determined by the
City Council that no action be taken on the proposed policy at this time,
each future request to be considered on its own merits°
CITY PLANNING COMMISSION ITEMS: Actions taken by the City Planning Commission at
their meeting held April 24, 1967, pertaining to the following applications
were submitted for City Council information and consideration:
CONDITIONAL USE PERMIT NO~ 936: Submitted by John Grayson requesting
permission to establish a rest home for the aged with waivers of building
setback and use of front and side yard setback for parking; R-A zoned property
located on the east side of Vincent Street, south of Lincoln Avenue.
City Planning Commission pursuant to Resolution Noo PC67-78 granted
said conditional use permit, subject to condition~o
CONDITIONAL USE PERMIT NOo 937: Submitted by Speech & Language Development
Center Inco, requesting permission to expand an existing and therapy facility

SALE OF CITY OWNED WELL SITES: Mr. Murdoch reported on two well sites acquired
with the Dyke Water Company facilities, which are no longer being used by
the City, and recommended that the parcels be sold to the adjacent property
owners as follows:
Well Site No. 257, located at the southeast corner of property
fronting on the east side of Kenmore Street south of Orange
Avenue (608 South Kenmore Street) Purchaser, Mr. Stanley

On motion by Councilman Chandler, seconded by Councilman Schutte,
sale of said well sites was authorized as recommended by the City Manager,
and the Mayor and City Clerk authorized to execute deeds therefor.
PURCHASE: The City Manager reported on informal bids received for the purchase
of printing services for the Summer Recreation Program Booklet, as follows,

On the recommendations of the City Manager, Councilman Dutton
moved that the low bid of Rotary Offset Printers, be accepted and purchase
authorized in the amount of $3,812o38 including tax. Councilman Krein
seconded the motion. MOTION CARRIED~
PURCHASE OF EQUIPMENT: On report and recommendations of the City Manager,
purchase of three Police Solo Motorcycles and two Police Servi-Cars
(three wheel) from Harley-Davidson Motors, Santa Ana, was authorized
in the respective amounts of $6,381o49 and $3,870.96, including tax, on
motion by Councilman Schutte, seconded by Councilman Duttono MOTION

PROPOSED SALE OF CITY OWNED PROPERTY: On report and recommendation of the City
Manager, it was moved by Councilman Dutton, seconded by Councilman Krein
that publication of legal notice calling for sealed bids for purchase of
three parcels of land acquired by the City of Anaheim with the purchase of
the Dyke Water Company facilities, described as follows, was authorized
(bids to be opened June 1, 1967, 2:00 PoM~).

Manager of the White Front Store, 2222 South Harbor Boulevard, requesting
permission to use a 30 by 100 foot tent in connection with special promotional
event on the store parking lot May 10 through 21, 1967~
Also submitted and reviewed by the City Council were reports from
the Chief of Police, and from the Zoning and Building Divisions recommending
approval of said request, subject to conditions listed on Council Policy
No~ 605.
On motion by Councilman Chandler, seconded by Councilman Dutton,
Council Policy No~ 605 was amended to read as follows:
"ERECTION OF TENTS - COUNCIL POLICY NO~ 605: It is the policy of the City
Council that permits for the erection of tents for special events,
including those events described in Section 4002o010 of the Anaheim
Municipal Code, shall be granted administratively subject to the following:
1o Approval by the Chief of the Fire Department.
2o Approval by the Chief of Police as to traffic circulation and adequate
parking~
3. Approval of the Director of Public Works as to sanitary facilities,
dust control, and the posting of a cash bond to insure cleanup of the
premises, said amount to be determined by the Director of Public Works°
4~ Approval of the City Attorney of a certificate of public liability and
property damage insurance in an amount determined by the City Attorney,
and the furnishing of evidence as to the identity and responsibility
of parties involved°"

RETURN OF EVIDENCE SUBMITTED TO CITY COUNCIL: At the request of Councilman
Dutton, the City Council approved the return of certain reports and
documents read from and referred to during the consideration of the request
to use La Palma Park Recreation Building by the American Friends Service
Committee and the Liberal Religious Peace Fellowship, (Council Meeting
May 9, 1967) subject to duplication for city records~

TAPED MINUTES TRANSCRIPTION: Councilman Chandler moved that the City Clerk
be authorized to permit transcription of Council Minute tape recordings,
subject to the current provisions of Council Policy NOo 107, and further
subject to the following:
"That the subject in its entirety be transcribed and no portions thereof,
and that a copy of the transcript be furnished to the City Clerk~" Council-
man Dutton seconded the motion, MOTION CARRIED°
PROPOSED AMENDMENT TO PARKS AND RECREATION PROCEDURES: Mayor Pebley requested
that the City Attorney prepare an amendment to Parks and Recreation
Procedures to require that when an organization requests permission to
lease city property, a police investigation of the organization involved
be conducted~
