MOTION CARRIED~ ORANGE COUNTY TENTATIVE MAP~ TRACT NOo 6422: Excerpt from the minutes of the City Planning Commission meeting held June 19, 1967 pertaining to Orange County Tentative Map of Tract No. 6422, located in a triangular area bounded by Imperial Highway, Buena Vista Avenue and Lakeview Street in the Y~3rba Linda Area, proposed for subdivision into 61 single family zoned lots, was submitted recommending that the Orange County Planning Commission be urged to approve said tentative map on the basis that the terrain features in this area indicate the tract was adequately designed, although it did not conform to the minimum lot frontage or street widths and cul-de~sacs~ Rec~mmendations of the City Planning Commission were sustained, and copy thereoi ordered forwarded to the Orange County Planning Commission on motion by Councilman Schutte, seconded by Councilman Krein. Anaheim~ California COUNCIL MINUTES -, July 5~ 1967~ 1:30 PoMo COMPROMISE OF EMINENT DOMAIN PROCEEDINGS - BUCCOLA PROPERTY (TRANSFER OF FUNDS): Assistant City Manager Robert Davis reported on negotiations with Mr~ Buccola, owner of 1o51 acre property adjacent to Sage Park (east of Loara Street, north of North Street), advising that the owner has agreed to settlement of eminent domain proceedings and to sell the property for $7,000~00~ On the recommendations of the Assistant City Manager, Councilman Chandler moved that compromise be accepted and eminent domain proceedings be dismissed, and purchase of subject property, in the amount of $7,000.00, be authorized° Councilman Dutton seconded the motion~ MOTION CARRIED° TRANSFER OF FUNDS~ Councilman Chandler moved that, should funds not be available through inter-budget adjustment, transfer of $7,000°00 be authorized from the Council Contingency Account° Councilman Schutte seconded the motion° MOTION CARRIED~ CONVENTION CENTER ARENA SCOREBOARDS: Mr. Davis reported on informal proposals received from four firms for construction and installation of two scoreboards, one at each end of the Convention Center Arena, advising that bids ranged from $29,000°00 to $199,300~00; that the most sophisticated board was that proposed by the American Information Corporation and Stewart Warner Corpora- tion, which are divided boards, half to be solid matrix with cartooning factor and a flexible message board~ the balance to reflect the scoring~ Mr~ Davis advised that the American Information Corporation/ Stewart Warner Corporation further proposed that advertising rights for a ten year period be sold to amortize the cost of constructing and installing the boards, and it was his recommendation that the City Council approve the proposal, pending further negotiations and no cost to the City~ Councilman Chandler moved that the City Manager be authorized to further negotiate with the American Information Corporation/Stewart Warner Corporation for the Convention Center Arena scoreboards proposed, subject t<) the sale of ten year advertising rights within sixty days, said advertising rights t,) be further subject to the approval of the City Council° Councilman Duttc, n seconded the motion~ MOTION CARRIED° PURCHASE OF PROPERTY~ On report and recommendation of the Assistant City Manager, Councilman Chandler moved that the City Manager be authorized to proceed and finalize negotiations for the purchase of the Southern California Water Company facilities in Tract Nos~ 4181 and 4397, (Red Johnson Tract) in the approximate amount of $36,269°24, as pre~ viously authorized by option agreement pursuant to Resolution No. 63R~55 (property located at the extension of Orchard Drive, north of Orangethorpe Avenue)~. Councilman Dutton seconded the motion~ MOTION CARRIED° Development plans submitted in connection with Reclassifica- tion Nos 63-6~-62(5) were thereupon approved on motion by Councilman Dutton, seconded by Councilman Kreino MOTION CARRIED° PROPOSED POLICY - DEDICATION OF PRIVATE STREETS~ The City Manager read his memorandum dated July 3, 1967, noting meetings with the property owners in the Peralta Hills area, and the suggestion that a policy should be adopted since many property owners have indicated a desire to dedicate private streets in the future, if the Peralta Hills Annexation No~ 2 is approved~ Mr~ Murdoch thereupon recommended that the proposed policy be worded as follows~ "It is the C'itv of Anaheim's intent to allow private drives in the Peralta Hills area, however, when an owner or owners of a private drive wish to dedicate said drive to the City of Anaheim, the private drive most be at least equal to or reconstructed to a condition comparable tc existing p~blic streets in the area prior to the acceptance by the City cf Anaheim-" It was also? recommended that a temporary "blanket" sidewalk waiver be granted to the Peralta Hills area comprising all properties in Peralta Hills Annexation No. 2 except that area north of Santa Ana Canyon Road~ Discussion was held by the City Council, City Manager and City Attorney', and it was determined that a substitution of the word "street" in place of the word "drive" wo~ld be more appropriate, and that the private streets referred to in the policy, should be designated as only those which are existing~ Councilman (~handler moved that the proposed policy be approved in principle, as recommended, the City Attorney being instructed to rewrite the policy to reflect the discussion of the City Council.
