MOTION UNANIMOUSLY CARRIED. REPORT - FINANCIAL DEMANDS AGAINST THE CITYI Demands against the City in the amount of $353,213.60, in accordance with the 1967-68 BudBet, were approved. CONTINUED PUBLIC HEARING - VARIANCE NO, !~21: Submitted by Fred and Violet Nazon and Ralph and Barbara Rolapp, requesting permission to erect a roof sign, with waivers of maximum sign area and height; property presently zoned M-l, located at 2500 Miraloma Avenue. The City Planning Commission, pursuant to Resolution Nc. PC67-236, denied said variance. Appeal from action taken by the City Planning Com- mission was filed by the applicant, and public hearing scheduled December 12, 1967, and continued to this date, at the request of the applicant. In accordance with verbal request received from the petitioner, public hearing was again continued to 3anuary 16, 1968, 1:30 P.M., on motion by Councilman Krein, seconded by Councilman Chandler. MOTION CARRIED. CITY OF ANAHEIM FIRE INSURANCE (FIVE YEAR PLAN): On report and recommendation of the Finance Director and City Manager, proposal received from Firemen's Mutual Insurance Company for fire insurance coverage at Anaheim Stadium, the Convention Center and other City properties was accepted, existing binder and policies on said facilities to be cancelled effective December 31, 1967, on motion by Councilman Dutton, seconded by Councilman Chandler. MOTION CARRIED. Discussion was held relative to an interest charge by the insur- ance company for payment of premium over the five year period; and on motion by Councilman Krein, seconded by Councilman Dutton, the Finance Director was authorized to borrow funds to pay the premium, if the funds can be obtained at a rate advantageous to the City. MOTION CARRIED. PUBLIC HEARING - HOUSEMOVING PERMIT: Application submitted by S. Peisach, re- questing permission to move a dwelling from 15556 Chatsworth Street, Mission Hills~ to 3323 Thornton Street, Anaheim, was reviewed by the City Council, together with recommendations of the Development Services Department. 10544 City~Halli Anaheim, California - COUNCIL MINUTES - December 26, 1967, 1:30 P.M. MOTION CARRIED, REQUEST - EXTENSION OF TEMPORARY USE, MOBILE HOF. E~ On motion by Councilman Chandler, seconded by Councilman Dutt°n, one-year extension to temporary use of mobile home as combination office and living quarters, at 3320 West Orange Avenue, as requested by Reverend Art M. Carrizosa, was granted as recommended by the Development Services Department. MOTION CARRIED. SIGN REQUEST - 701 WEST LINCOLN AVENUE; Application for sign permit, submitted by Bill Visser, on behalf of Visser's Macres Florist, was reviewed by the City Council together with report from the Zoning and Building Divisions, recom- mending that subject request be approved subject to City policy not to exceed four-foot projection over the right of way. On motion by Councilman Chandler, seconded by Councilman Dutton, said sign request was granted, subject to the recommendations of the Building and Zoning Divisions. MOTION CARRIED. REPORT - ANAHEIM JITNEYS, INC~: On the recommendations of the City Manager, report from Anaheim 3itneys, Inc., relative to financial and operating statement, and proposed changes in Jitney routes and fares, was taken off the agenda to be rescheduled upon receipt of said report. CITY PLANNING COMMISSION ITEMS: Actions taken by the City Planning Commission at their meeting held December 4, 1967, pertaining to the following applications were submitted to the City Council for information and consideration: CONDITIONAL USE PERMIT NO. 980: Submitted by Eldon Skolil, requesting per- mission for on-sale'liquor in addition to beer and wine in conjunction with the expansion of an existing restaurant; C-1 zoned property, located at 2820 West Ball Road. ORDINANCE NO. 2462; Councilman Chandler offered Ordinance No. 2462 for first reading. AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING TITLE 18 OF THE ANAHEIM MUNI- CIPAL CODE RELATING TO ZONING. (67-68-23 - C-O). ALCOHOLIC BEVERAGE LICENSE APPLICATIONS~ The following applications were pre- sented by the City Manager to the City Council for their information: Application submitted by Dessie L. and Robert J. Rogers, for Person to Person Transfer of On-Sale Beer and Wine License at E1Burrito, 557 South Olive Street, (M-1 zone, legal non-conforming use). Application submitted by Marion Dorothea Young, for Person to Person Transfer of Off-Sale Beer and Wine License at Stop-'N Go, 530 North Magnolia Avenue, (C-1 zone). No Council action was taken on the foregoing applications. CONVENTION CENTER - ART DISPLAYS; The City Council, at their meeting held Sep- tember 26, 1967, requested the Park and Recreation Commission to study and recommend a policy to be considered by the Council, in approximately ninety days, on the display of art works at the Convention Center and possibly other public buildings. On the recommendation of John Collier, Parks and Recreation Direc- tor, Councilman Chandler moved that Council consideration of said recommen- ded policy be continued to January 30, 1968. Councilman Dutton seconded the motion. MOTION CARRIED. LEAVE OF ABSENCE - COUNCILMAN A.J. SCHUTTE: The City Council of the City of Anaheim officially made the following findings: 1. Councilman Schutte had suddenly taken ill without opportunity to make request to the City Council for excused absence. 2. Councilman Schutte's absence is not intentional, and he can be contacted by telephone should the need arise. 3. That in accordance with Charter Provision Section 503, if a member of the City Council absents himself from all regular meetings of the City Council for a period of 30 days consecutively from and after the last regular City Council meeting attended by said member, unless by permission of the City Council expressed in its official minutes, his office shall be- come vacant. Based on the foregoing findings, on motion by Councilman Krein, seconded by Councilman Dutton, Councilman Schutte was excused from the City Council meetings held December 12, 19 and 26, 1967, and in order to allow sufficient time for recuperation, an additional thirty-day leave of absence was granted. CAPITAL IMPROVEMENTS PROGRAM: Councilman Krein requested that Doctor Daniel Ninburg's name be added to the list of citizens appointed to the committee for updating the Capital Improvements Program. Councilman Chandler requested that Jerry Brody's name be added to the committee list. The City Manager reported that the following persons had volunteered to serve on said committee: Barbara Riegle, Alexander Discoe, Mrs. George Borell, Mrs. Ralph Biester, and Mr. Donald Douglas.
