The City Planning Commission, pursuant to Resolution Ne. PC67~207, granted Conditional Use Permit No~ 963, for a period of one year,with a maximum of forty students, subject to further review at the end of one ~ear, s~bject: to the following conditions: 1. Review of action taken by the City Planning Commission was ordered by the City Council, and Public Hearing scheduled October 31, 1967, at which time the agent requested a ~,ermanent use permit for the day school, with a maximum of forty students for the first year, and permission to come before the City Council for review at any time after the first year for a possible increase of students. Said conditional use permit was denied by the City Council, pursuant to Resolution Nc~ 67R.-603, adcpted October 31, 1967. Request for rehearing on Conditional Use Permit No~ 9613, c.n the basis of a one year period, or until the end of the current school year, was granted by the City Coumcil, said rehearing being scheduled this date~ Mayor Prc)-Tem Sch~Jtte asked if the a~thorized agent wished to address the City Council~ Mrs° Ann Madison, 600 Scuth Harbor Boulevard, Anaheim, briefly re~ · viewed the background c.f subject applicatic)n, advising that the petitioners were now ~equesting permission to conduct the school in conjunction with the Ch~rch for one year, cr until the end cf the current school year~ (Mayor Pebley entered the meeting, lg40 P.M.) Mrs. Madison further advised that the Calvary Baptist Church had applied for C-1 zoning, as initiated by the City Council, October 31, 1967~ that the operators ~-f the Christian Day Schc<.l were searching for another location for the schocl~ In answer to Council questioning~ Mrs. Madison stated that the school year would end in June, however it would be desirable for them to have the ditional use permit effective until September° She noted that there was only a minimum cf extended day care pro~ided at ~he school~ In answer to additio,al questions, Mrs= Madison noted that they had obtained signatures of approximately ninety percent of the property owners, within three hundred feet of subject property, who had no objection to the school. It was p~<inted cut that the petition referred to was submitted in con~ juncticn with the temp~)rary~ interim permit to conduct a day school, which was considered by' the {iity Council August 29 and September 5, 1967. Discussion was held by the City Council, it being noted that the school was c~mmenced and being conducted at the risk of the operators, pursuant to the City Attorney's previous interpretation of the provisions of the Anaheim Muni,- cipal Cede, and Councilman Duttcn was of the opinion that the City Council's earlier denial of subject petition should stand. Mayor Pebley asked if anyone in the audience had new or different evidence to prese~to Mrs. SoMe Jacklin~ 1901 Diana Avenue, Anaheim, address the Council, calling attention to petition previously submitted, containing thirty~eight signatures in opposition, and advised that their reasons remain the same, however, if there was assurance the school would vacate the premises by the end of the school year, she would not object further. Mayor Pebley declared the public hearing closed. In answer to Council q~mst, ioning, Mr. McKay stated that his company would prefer te see subject property developed for an industrial use. The Assistant City Manager reported on emergency purchase of one 750 KVA Transformer, delivered November 3, 1967; said purchase being necessary due to a failure of a transformer at Anaheim Stadium. He advised that the purchase price of $5,175.00, plus tax, from Federal Pacific Electric, was in line with similar purchases. On the recommendations of the Assistant City Manager, Councilman Schutte moved that the foregoing emergency purchase from Federal Pacific Electric, in the amount of $5,175~00, plus tax, be ratified~ Councilman Krein seconded tbe motion° MOTION CARRIED. ANAHEIM CHAMBER OF COMMERCE REQUEST ~ ANAHEIM BOULEVARD TRAFFIC FLOW: Communica- tion dated November 10~ 1967, from the Anaheim Chamber of Commerce, report- ing on proposal of the Board of Directors that a study be initiated to deter- mine the most feasible means cf increasing the flow of traffic on Anaheim Boulevard was submitted. Mr~ Davis reported that the Engineering Division had been investi~ gating the problems and would have a written report available within a week.
