in memor? of former City Councilman Glenn G. Fry, Councilman Schutte
offered the following resolution~
RESOLUTION OF CONDOLENCE
WHEREAS, the City Council of the City of Anaheim is grieved
by the untimely passing of Glenn Go Fry; and
WHEREAS, Glenn G. Fry, for almost two decades, gave of his
time and talents to the people of Anaheim as Mayor Pro Tem, City
Councilmam, and President of the Anaheim Public Library Board of
Trustees; and
WHEREAS, Glenn's willing, arduous efforts have contributed
immeasurably to the international eminence now enjoyed by the City of
Anaheim~
NOW, THERE[ORE, BE IT RESOLVED by the City Council of the
City of Anaheim, that it deeply mourns the passing of Glenn Go Fry,
and on beha]f of the citizens of Anaheim, extends its heartfelt
sympathy to his wife, Elizabeth, his son, Glenn P. Fry, and to other
members of his family~
AND BE IT FURTHER RESOLVED that this Resolution be spread
upon the minutes of the City Council and a copy thereof be forwarded
to his wife, Elizabeth.

Zoning Supervisor Ronald Thompson noted the location of subject

called attention to findings of the City Planning Commission in denying

Mayor Pebley asked if' the applicant or his representative
wished to address the City Council
Walter Bro,:;ks, oi Excell-Ad Electric Signs, 2312 South Susan
Street, Santa Ana, Agent for the petitioner, advised that he was unable
to be present at the hearing before the Planning Commission, he briefed
the lnistory of zoning actions on subject property and was of the opinion
that the automobile agency was not "over signed"~ He explained that the
additional signing reqoested consisted of the dealers identification
sign and the English Ford sign, and he submitted for Council review a
photograph of the facility.
Mr~ Brooks read a letter' dated August 23, 1967, from J. G.
Corey, Manager of the Dealer Identification Department, Lincoln-Mercury
Division of the Fo~d Motor Company, written to Chairman Horace E. Camp
of the Anaheim Planning Commission. Said letter advised that the signs
recommended unde~ his department's program were a suggestion, and were
not a requisite for retaining the local franchise; further, that the
former sign designating the dealers name had been removed from the pole
in front of the building. Said letter further explained the company's
dealership identification program.
The Mayor asked if anyone else wished to address the City
Council for or against the reqnested signs, there being no response,
declared the hearing closed,

In response to Councilman Chandler's question, Mr. Brooks advised
that the proposed roof! sign would advertise the dealer's name in 3-foot
high letters, and the foreign car sign would be attached to the building
under the ~oof canopy~
RESOLUTION NO~. 67R-489~ Councilman Krein was of the opinion that the
proposed signs would not be detrimental to the area, and thereupon offered
Resolution No 67R-489 for adoption, granting Variance Noo 1900, subject
to the following condition~
That subject property shall be developed substantially in accordance
with plans and specifications on file with the City of Anaheim, marked
Exhibit No. l.

PUBLIC HEARING - HOUSEMOVING PERMIT~ Application submitted by Robert E. Harke
requesting special, permission to move a four unit apartment structure from
1103 East Lincoln Avenue to ~07 South Philadelphia Street, Anaheim, was
reviewed by the City Council together with report from the Zoning Division
recommending that subject housemoving request be approved.
Slide photographs were projected on the west wall of the Council
Chamber, and Mr~ Thompson reported that the structure was being moved to
allow expansion of sn existing service station located at the northwest
corner of lincoln Avenue and East Street°
The Mayer asked i~ anyone wished to address the City Council for
or against the granting of the permit, there being ne response, declared
the hearing closed.~

GENERAL PLAN AMENDMENT NOo 93 (GENERAL PLAN AMENDMENT NO. 63): Public
hearing continued from the meetings of May 31 and July 5, 1967, concerning
recommended amendment to the Circulation Element of the General Plan to
add Convention Way as a main highway, from Harbor Boulevard to Haster Street
and secondary highway from Haster Street to Anaheim Boulevard, and Clementine
Street as a secondary street from Katella Avenue to Orangewood Avenue.
Said General Plan Amendment Non 93 was referred to the City
Planning Commission for rehearing in conjunction with rehearing on General
Plan Amendment Nee 63 (Convention Way West Street to Harbor Boulevard),
as recommended by the Development Services Department°
The City Planning C~mmission pursuant to Resolution No. PC67-175,
adopted July 31, 1967, recommended the adoption of General Plan Amendment
Nee 9~
GENERAL PLAN AMENDMENT NOo 94~ Public hearing continued from the Meeting
of July 18, 1967, for consideration of proposed amendment to the Table of
Exceptions, Circulation Element, Highway Rights-of-Way of the General Plan
to establish Convention Way between West Street and Harbor Boulevard as a
major highway with a 110 foot width~ Said General Plan Amendment was
referred to the City Planning Commission for rehearing, as recommended by
the Development Services Staff°
Pursuant to Resolution No. PC67-176, adopted July 31, 1967, the
City Planning Commission recommended that General Plan Amendment No~ 94
be approved, establishing Convention Way between West Street and Harbor
Boulevard as a 55-~foot half-width major highway, and listing it on the
Table of Exceptions of the Circulation Element ~. Highway Rights-of-Way of
the General Plan~
Planning Supervisor Ronald Grudzinski reported that additional
study and re-~evaluation of General Plan Amendments Nos~ 93 and 94 by the
Traffic Engineer, had resulted in a revised estimate of traffic generation
and flow to the point that it was deemed advisable for an increase width
on certain portions of Convention Wayo Between Harbor Boulevard and
Haster Street, it was now recommended under General Plan Amendment No~ 93
that Convention Way be classified as a major arterial with 120 foot right-
cf-way, and from Haster Street across the Santa Ana Freeway connecting
with Pacifice Avenue to State £'ollege Boulevard, as a secondary arterial.
Further, that the previous recommendation of secondary arterial status for
Clementine Street from Katella Avenue to Orangewood Avenue be reaffirmed.
Mr~ Grudzinski briefed discussion and action by the Planning
Commission on the two amendments, and called attention to preliminary
alignment report, setting forth approximate costs, should construction
be undertaken as recommended, and including an identification of where
funds might be acquiredo
Relative to General Plan Amendment No~ 94, Mr. Grudzinski
reported that the engineering study indicated that the traffic carrying
capacity of Convention Way between West Street and Harbor Boulevard
should be that of a major arterial, and then be extended to the 110
foot width to which it is presently constructed, no construction change
being recommended for this portion of the streeto
Mayor Pebley asked if anyone wished to address the City
Council relative to subject General Plan Amendments~
Mr. Robert W. Alberts, 408 South Spring Street, Los Angeles,
addressed the City Council representing Louis M. Rubin, presently a
Debtor in Chapter 12 Proceedings in the United States District Court,
Mr. A~ Jo Bomb being the Trustee of his estate. Mr~ Alberts advised
that they have been unaware of subject public hearings until this date;

that because Mro Bomb and his attorney could not be present this afternoon,
he was appearing in their beb. alf to request that the public hearings be
continued to a later date to allow them an opportunity' to review the issue°
He further advised that they were concerned with one of the trailer
park properties in the area of the proposed Clementine Street Alignment,
which property was in escrow, and it seemed that action on the proposed
amendments could seriously affect the escrow proceedings~
The City Council indicated they had no objections to a continuance.
Discussion was held regarding possible alignment of Convention
Way to Orangewcod Avenue by way of Manchester Avenue~
Councilman Krein called attention to the projected cost outlined
in the preliminary alignment report, and was of the opinion that the need
for the proposed changes outlined in the General Plan Amendments was
evident; however, the definite alignments could not be determined at the
present time°
Mro Plant, 10000 Santa Monica Boulevard, Los Angeles, addressed
the City Council representing owners of property located on the west side
of Haster Street between Orangewood Avenue and Harbor Boulevard, and
requested clarification of whether the projected alignment of the two
streets was to be determined at the completion of subject public hearing°
Mr. Plant was advised that the term "general alignment" referred
to the general area thereof, as opposed to precise alignment; that the
reason for establishing amendments on a general plan map was to constitute
guide lines for possible future development°
At the conclusion of the discussion, Councilman Chandler moved
that public hearings on General Plan Amendments Nos~ 93 and 94 be continued
to September 26, 19672 Councilman Schutte seconded the motion~ MOTION

~0 ~TATE RETIREMENT SYSTEM -~ ANAHEIM POLICE OFFICERS WIVES~
Ciommunicatien dated August 10, 1967, from Mrs° Robert Puckett, President
of the Anaheim Police Officers Wives, was submitted requesting considera-
tion of an amendment to the State Retirement System for safety employees
to al],~w, in the event of the death of a retired employee, the surviving
wives tc receive 50 percent of their husband's pension for the remainder
of their lives~
Personnel Director Roy Heissner reported that subject request
was expressed during previous discussions during the Anaheim Police
Association and the Firemen"s Association, and he noted that an agreement
had been reached with regard to salaries, and the rate increase for group
health insurance had been absorbed by the city° Information from the
State Retirement System indicated that to implement Section 21264 of the
State Retirement Law would cost the City of Anaheim approximately $144,000~
for the first year, and it was felt that this proposal should be an item
~cr discussion prior to the next budget year°
Mr~ Heissner briefed his memorandum dated August 24., 1967,
advising that of the 301 State Retirement Member Agencies, only 20 have
adopted, (Dr are in process of adopting Section 21264, which provides that
one half of the modified allowance shall be continued to surviving widows
or children under 18~ It was his recommendation that no change be made
in the current Safety Members Retirement System.
Council discussion was held, and Councilmen Schutte and Krein
were of the opinion that consideration of such a retirement provision
should include all employees, rather than safety members only=
Assistant City Manager Robert Davis concurred with the Personnel
Director's recommendation, and was also of the opinion that whether feasible,
these benefits should be applied to the employees in general, although this
particular provision was available only for safety members at the present
time~

The Mayor asked if anyone wished to addressed the City Council~
Mrs~ Robert Puckett advised that it was the police officers wives
recommendation that the matter be submitted for future consideration.
Mr~ Norman Cook, President e£ the Anaheim Police Association,
addressed the Council advising that police officers are told they may
retire with 50 percent cf the three highest years wages; however it is not
clear that, should they de so, it will leave no substantial compensation
for the survivor~ in the event of their death~ He pointed out that
retirement is an integral part of employment°
At the conclusion of the discussion, no action was taken, and the
request was referred to the Personnel Director on motion by Councilman Krein,
seconded by Councilman Schutte~ MOTION CARRIED°
CONDITIONAL USE PERMIT NOd 753 (CONDITIONAL USE PERMIT NOo 963~° Conditional Use
Permit Nos 753 was previously approved for a two year period to permit a
church mission in a residential structure, property located at 1906 East
South Street.
Mr. Thompson reported that a supplemental Conditional Use Permit
No~ 963, had been filed for extension of time to said use, and for per~-
mission to e:xpand the use to include a Christian Day School; however
said Cc, nditlcnal Ese Permit Ne~ 963 would come before the Planning Com~
mission on. September 13, 1967, and in order to commence operation of the
school at the beginning of the school year, a request was submitted to
the (ommission August 28, 1967, for temporary permit pending action on
the conditional use permit~ He advised that the Commission was of the
opinion that. to approve said request would ~re]udice the future public
hearing, and would be unfair to residents of the area; therefor they
made no recommendatien.
Miss Ann Madison, Realtor, advised that the property was
presently being used for a church; that 29 students have been enrolled
for the school, which was conducted in another location during the past
year, wbich was no longer available~ She reported that there are
adequate facilities for the school.
The City Attorney was of the opinion that a dangerous precedent
c~;uld be established by the approval of this request, prior to determina-
tion on the conditional use permit.
Councilman Schutte failed to see why the requested temporary
permit should not be grant:ed.
Miss Madison called attention to the commercial use on the
south, and the proposed restaorant to the east of subject property, and
advised that the neighbors across the street to the north had no objec~
tion to the proposed school~
On motion by Councilman Krein, seconded by Councilman Chandler,
the request for temporary permit to operate the school was denied~ To
this motion Councilman Schutte voted "No"~ MOTION CARRIED°

reported that since the construction of the Convention Center, it was
found that the city owned property presently under option to lease to
the Anaheim Transportation Center, was now needed for city purposes.
Mr. Geisler further advised that the option had approximately'
30 days to run, and in discussing the matter with the attorney for the
parties involved, the city was informed that they would be agreeable to
cancellation of the option, upon return o[ the money advanced to the

ANIMAL CONTROL CONTRACT - COUNTY' OF ORANGE~ For Council information, Assistant
City Manager Robert Davis reported on the new ordinance adopted by the
Orange County Board cf Supervisors, recommended to be adopted by the City
Council for insertion into the City's contract with the County for animal
control services, advising that further review of the ordinance reveals
that only minor changes were incorporated. That other additions, such
as animal health inspection fees, were always charged, but were previously
included under the County Health Department regulations and are now being
consolidated with the Animal Control Administration provisions~ He re-
commended that said ordinance be adopted as submitted by the County~
The City Attorney advised that the new ordinance would be prepared
for Council consideration at the next meeting.
CONVENTION CENTER STATUARY~ Mr~ Geisler reported that statuary on display on
the Anaheim Convention Center Grounds was placed there as a service, but
was not a gift to the city; that it was, in fact, available for sale.
Inasmuch as the £onventien Center Authority had leased all space at the
Center for the use and direction by the City Council, they did not have
the power to permit soch displays, and the matter was being brought to the
attention of the City' Council~
On the recommendations of the City Attorney, Councilman Chandler
moved that the statuary be authorized to remain, said matter to be further
considered when all Council members are present~ Councilman Schutte
seconded the motien~ ~)TION CARRIED°
SALUTE TO CITY AND COUNTY GOVERNMENT~ The City Council ratified Mayor Pebley's
appointment ef Mr. Bud Coulson to act as local Chairman of Salute to City
and County Government Week, to be designated by Governor Reagan during the
week of October 8 through 14, 1967~

INTRODUCTION - CITY EMPLOYEES~ On behalf of the City Council, Mayor Pebley
introduced and welcomed new city employees, attending today's meeting as
part of their orientation program°
INTRODUCTION~ Mayor Pebley introduced ten students from West Berlin, visiting
Anaheim under the sponsorship of the Phoenix Club.
Mro Alfred Klinzmann, founder of the Phoenix Club, addressed the
Council noting that these young people were selected by the City of Berlin.
On behalf of the City Council, Mayor Pebley welcomed the group
to the City of Anaheim°
PROCLAMATION: Mayor Pebley proclaimed the week of September 25, 1967, "Team
Work Week" in the City of Anaheim~
MINUTES: Minutes of the Anaheim City Council Meetings held August 15 and 22,
1967, were approved on motion by Councilman Krein, seconded by Councilman
