Chairman Roth called the regular meeting of the Anaheim Housing Authority to
order at 9:52 a.m.
MINUTES: Approval of the minutes was deferred to the next regular meeting.
FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of
$510,256.86, in accordance with the 1982-83 Budget, were approved.
CONSENT CALENDAR ITEM: On motion by Authority Member Pickler, seconded by
Authority Member Overholt, the following action was authorized in accordance
with the reports and recommendations furnished each Authority Member and as
listed on the Consent Calendar Agenda.
1. 177.123: Approving a Request for Proposals for Affordable Housing Design
of single-story family condominium units for six parcels owned by the City in
the Patt Street area and the form of the proposed agreement for the selected
architect or designer.
MOTION CARRIED.
177.114/123: CHANGE IN HOUSING AUTHORITY OCCUPANCY POLICY -
INTERJURISDICTIONAL HOUSING SERVICES: Authority Member Ben Bay, referring to
memorandum dated May 17, 1983, from the Executive Director noted that the
recommendation was to revise the priorities on subsidized housing in the City
moving certificates issued from other public housing authorities from the
fifth priority to the second. He was concerned about such moves, since they
would be allowing transfers in from other cities taking precedence over
waiting lists which included Anaheim citizens. He opposed changing the
priority at this time, even though HUD was recommending the change.
Discussion then followed wherein Authority Members posed questions to the
Executive Director, Norman Priest, relative to the recommendation at the
conclusion of which, Authority Member Bay moved to disapprove the revision to
the Housing Authority Occupancy Policy which would allow as a second
preference those families who had been issued certificates from another public
housing authority. Authority Member Pickler seconded the motion°
Before a vote was taken, Authority Member Overholt stated that staff had
illustrated the reason for the recommendation and it seemed they would be
"flying in the face" of what had been done in the past~ should be done and was
going to be done whether they liked it or not, if they did not support staff's
recommendation. He was going to vote against what he saw as a rejection of
the staff recommendation.

A vote was then taken on the foregoing recommendation. Authority Members
Kaywood and Overholt voted "No." MOTION CARRIED.
Authority Member Bay offered Resolution No. AHA83-6 for adoption, approving a
joint agreement with Garden Grove, Santa Ana, and the County of Orange Housing
Authorities for Interjurisdictional Housing Services in connection with the
Section 8 Existing Housing Program and authorizing the Executive Director to
execute said agreement. Refer to Resolution Book.

MOTION CARRIED. The Chairman declared Resolution No. AHA83-6 duly passed and
adopted.
ADJOURNMENT: Authority Member Pickler moved to adjourn. Authority Member
