Chairman Roth called the regular meeting of the Anaheim Housing Authority to
order at 1:34 p.m.
MINUTES: Approval of the minutes was deferred to the next regular meeting.
FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of
$2,115.36 and $368 to open checking account for Homeowners Association created
last week, in accordance with the 1982-83 Budget, were approved.
CONSENT CALENDAR ITEMS: Authority Member Kaywood moved to authorize the
following actions in accordance with the reports and recommendations furnished
each Authority Member and as listed on the Consent Calendar Agenda; Authority
Member Roth seconded the motion; Authority Member Kaywood offered Resolution
No. AHA82-7 for adoption:
1. 177: Receiving and filing the Executive Director's Report dated July 31,
1982.
2. 177: Approving an application for funds for 100 units under Section 8 of
Title 11 of the Housing and Community Development Act of 1974. Refer to
Resolution Book.
RESOLUTION NO. AHA82-7: A RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY
APPROVING AN APPLICATION FOR FUNDS FOR 100 UNITS UNDER SECTION 8 OF TITLE II
OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974.

MOTION CARRIED; the Chairman declared Resolution No. AHA82-7 duly passed and
adopted.
177.157: PATT STREET VILLA PROJECT: Authority Member Kaywood referred to the
Housing Commission minutes of June 2, 1982, wherein the Part Street
neighborhood was discussed, where only four units at a time were to be
developed in order to bypass the resale control issue. She felt it was time
to have staff prepare some information on the matter to determine what could
be done. It seemed ironic to have low density in an area where more units
were so critically needed.

Chairman Roth stated if more than four units were developed at a time, the
30-year resale controls would apply. He was and had been opposed to such
controls. If they had to build only four units at a time, then they would do
so to avoid long-term government regulations.
Authority Member Pickler agreed with the Chairman; however, in the Patt Street
area where they needed housing, instead of building four units, he would
prefer to see ten times that many in two-story structures. If it was going to
take that to put more people into housing, he might have to go along with
long-term resale controls, and they would have to look at the situation once
again.
Executive Director of Community Development Norman Priest stated that they
would prepare a report outlining the advantages and cost benefits both ways,
building a larger number of units and the obligations that would be incurred
in so doing, or the cost of going with a smaller number, thus avoiding resale
controls.
Authority Member Kaywood also asked that staff include anything new that had
come up since the last time they had looked at the matter; Authority Member
Bay stated they might also look at some suggestions relative to the
alternatives or some other solution than 30-year resale controls within the
law, where they could still build more than four units at a time.
ADJOURNMENT: Authority Member Ba~ moved to adjourn. Authority Member Kaywood
seconded the motion. MOTION CARRIED. (1:42 p.m.)
