Priest HOUSING MANAGER: Lisa Stipkovich Chairman Pro Tem Roth called the regular meeting of the Anaheim Housing Authority to order at 1:17 p.m. MINUTES On motion by Mr. Bay, seconded by Mrs. Kaywood, minutes of the Anaheim Housing Authority regular meeting held May 12, 1981, were approved. Mr. Overholt abstained. Mr. Seymour was absent. MOTION CARRIED. FINANCIAL DEMANDS AGAINST THE ANAHEIM HOUSING AUTHORITY in the amount of $326,693.53, in accordance with the 1980-81 Budget, were approved. 177: AUTHORIZATION FOR EXECUTION OF HOUSING ASSISTANCE PAYMENTS CONTRACTS BY CERTAIN STAFF MEMBERS In accordance with recommendations by the Executive Director, Mr. Bay offered Resolution No. AHA81 -7 for adoption. Refer to Resolution Book, RESOLUTION NO. AHA81 -7 : A RESOLUTION OF THE ANAHEIM HOUSING AUTHORITY AUTHORIZING CERTAIN STAFF MEMBERS TO EXECUTE HOUSING ASSISTANCE PAYMENTS CONTRACTS ON BEHALF OF THE ANAHEIM HOUSING AUTHORITY AND AMENDING RESO- LUTION NO, AHA77 -5. Roll Call Vote: AYES: AUTHORITY MEMBERS: Overholt, Kaywood, Bay and Roth NOES: AUTHORITY MEMBERS: None ABSENT: AUTHORITY MEMBERS: Seymour Chairman Pro Tem Roth declared Resolution No, AHA81 -7 duly passed and adopted. 177.158: SELECTION OF BUILDER - AUTHORITY -OWNED PROPERTY Mr. Priest briefly reported on bids received for the construction of four condominium units on Authority -owned property located at the northeast corner of Patt Street and La Palma Avenue, as part of the Patt Street Neighborhood Improvement Project. He noted that the number of units had been reduced from five originally proposed to four, and stated that the Housing Commis- sion had reviewed all proposals and recommended selection of Wilshire Diversified as the builder for the project. In addition, he outlined 81 -25 ANAHEIM HOUSING AUTHORITY, MAY 26 1981 1:00 P.M. certain sales guidelines for the units as recommended by the Housing Commission and set forth in Housing Authority Staff Report dated May 18, 1981, as follows: 1) That sales prices be fixed as shown below in order that all units be affordable to families earning less than 120% of the County median income. 2) That a non - forgivable second trust deed be issued on each unit in favor of the Housing Authority in the amount of the difference between the sale price and the market value of the unit. 3) That the second have an eight percent interest rate compounded annually. 4) That the buyers should sign a contract with the Housing Authority agreeing to certain conditions; i.e., unit must be owner occupied, subsequent buyers must be at an income level of 120% or below the County median, and units cannot be rented or subleased without Housing Authority approval (violation of this will result in the second being due and payable). Maintenance of affordability and other restrictions would be 15 years for the FHA 235 financed units and 5 years for the FHA 245B financed units: 2 FHA 235 units at $44,000 each plus $24,000 approximate subsidy; 2 FHA 245B units at $68,000 each, plus $2,000 approximate subsidy. In response to question by Mr. Roth pertaining to the guidelines as suggested, Housing Manager Lisa Stipkovich advised that two units would remain as low- and moderate- income units for 15 years, and the other two units would continue as affordable for 5 years. Mr. Roth pointed out that he was not prepared to endorse a 15-year restriction, being of the opinion that it would establish a precedent. He suggested that the issue be continued to June 9, 1981, when all Members of the Housing Authority would be present to discuss the guidelines and make the decision. Mrs. Kaywood stated she felt a fair proposal had been presented, and that the developer should be authorized to proceed. Further, that the affordable housing purpose would be defeated if a 5 -year affordability was the maximum period provided, Mr. Overholt concurred with Mr. Roth's statement that all Authority Members should be present to consider the proposed guidelines. He felt the developer should be authorized to proceed with plans, while the Housing Comission, staff and the Authority worked out the details of the agreement, as suggested by the Executive Director. Mr. Roth moved that Wilshire Diversified be selected as the builder to construct the four -unit development, and that the approval of guidelines be deferred to June 9, 1981. To this motion, Mrs. Kaywood voted "No ", Mr. Seymour was absent. MOTION CARRIED. 81 -26 ANAHEIM HOUSING AUTHORITY, MAY 26, 1981, 1:00 P.M. ADJOURNMENT There being no further business to come before the Anaheim Housing Authority, Mr. Bay moved to adjourn. Mrs. Kaywood seconded the motion. Mr. Seymour was absent. MOTION CARRIED.
