Mr. Seymour pointed out that his position concerning all kinds of
federal fundings was that if some type of fiscal responsibility for
keeping the federal budget in line is expected, it is difficult to
request that certain programs not be terminated. In his opinion,
the Anaheim Housing Authority's position Should be that so long as
the Federal government is recommending cutbacks in this program
proportionately with other programs, the Authority must accept that.
Mr. Roth pointed out that the inflation rate has doubled, and he
expressed his concurrence with Mr, Seymour's position.
Mr. Bay was of the opinion that the issue is a matter of the degree
of cuts and the areas involved. He pointed out that although he
agreed in principle with Mr. Seymour's position, it would be
unfeasible if it was proposed to make all cuts only against Revenue
Sharing programs. Therefore, he felt a statement of position should
be forwarded to the appropriate legislators.
